To ask the Secretary of State for Education, whether there will be Barnett consequentials associated with the additional expenditure associated with remedying Reinforced autoclaved aerated concrete (RAAC) in schools.
It is the responsibility of those who run schools - academy trusts, Local Authorities and voluntary-aided school bodies - to manage the safety and maintenance of their schools and to alert the Department if there is a serious concern with a building. It has always been the case that where the Department is made aware a building may pose an immediate risk, immediate action is taken.
The Department will spend what it takes to keep children safe. The Department will fund emergency mitigation work needed to make buildings safe, including installing alternative classroom space where necessary. Where schools and colleges need additional help with revenue costs, like transport to locations or temporarily renting a local hall or office, all reasonable requests will be approved. The Department will also fund longer term refurbishment projects, or rebuilding projects where these are needed, to rectify the RAAC issue in the long term.
The Department has committed £1.8 billion of capital funding for the 2023/4 financial year to improve the condition of school buildings, as part of over £15 billion allocated since 2015. On top of this, the Department will transform 500 schools through our School Rebuilding Programme, prioritising buildings in the poorest condition. Currently, 400 schools have been announced to date.
The Department is committed to working collaboratively with our devolved administration counterparts on this issue, and the Barnett formula will continue to apply in the usual way to any change in the Government Departmental budget.

The department regularly engages with the devolved administrations across a range of issues. On the Advanced British Standard, we have engaged at both official and Ministerial level following its announcement and look forward to continuing engagement through the formal consultation and beyond.
The department has also engaged with a number of groups following the announcement, including the Russell Group, the Association of Colleges and Universities UK, and look forward to ongoing engagement with universities and further education colleges on the Advanced British Standard through the formal consultation and beyond.

As set out in my letter to Devolved Administrations on 15 June, the UK and U.S. are expanding the work we do together across the full spectrum of our economic, technological, commercial and trade relations through the Atlantic Declaration. Discussions with the U.S. on next steps under this first-of-its-kind agreement are ongoing.
The UK Government and the Devolved Administrations have recently adopted a wider and deeper approach to close collaboration on trade policy. As part of this, the Department for Business and Trade continues to engage regularly with the Devolved Administrations on the Atlantic Declaration and wider U.S. trade policy.

Heritage is a devolved matter. The guidance published on 5 October 2023 applies to custodians of heritage assets in England only, although custodians of heritage assets around the UK can consult the guidance if they would find it helpful. The guidance was shared with officials in the devolved administrations.

UK Government believe it is essential that all Deposit Return Schemes for drinks containers across the UK are interoperable.
This includes having aligned materials in scope across the UK. The UK Government oppose inclusion of glass in DRS. The inclusion of glass would add cost and complexity to the schemes, particularly to hospitality and retail sectors, as well as adding consumer inconvenience. We received strong representations from relevant businesses, including distillers and the hospitality sector, about the impact on trade and in particular consumer choice created by permanently different arrangements on glass within the UK internal market.
We want to ensure that the schemes operate seamlessly for businesses and consumers across the UK and do not create unnecessary barriers to trade. Defra is working closely with devolved administrations at pace on the next steps.

The Government holds regular resilience meetings with the Devolved Administrations. These include the UK Resilience Forum. The Deputy Prime Minister and I co-chaired the most recent meeting in July. I also chaired a Ministerial forum in Edinburgh in June with Devolved Administration colleagues to discuss resilience priorities and our respective progress against them. Cabinet Office officials also meet regularly with the Devolved Administrations on matters of national resilience at all levels of seniority to ensure we are coordinating our approach.

Mental Health is one of the six groups of conditions that are within the scope of the forthcoming Major Conditions Strategy (MCS).
We have heard from a wide range of stakeholders, citizens and the National Health Service and their views are informing the development of the Strategy. This includes engagement at official level with the devolved governments which will continue throughout the process. There are no plans to hold separate discussions specifically on sharing of information on mental health in the context of the MCS.
