To ask the Secretary of State for Transport, what assessment he has made of the implications for his policies of trends in the price of electric cars (a) in 2022-2023 and (b) predicted for 2023-24.
To ask the Secretary of State for Transport, what assessment he has made of the implications for his policies of trends in the price of electric cars (a) in 2022-2023 and (b) predicted for 2023-24.
The cost of electric cars is projected to fall rapidly over the next two to three years as energy prices normalise and electric car production costs continue to fall. DfT forecasts are that by 2026, a typical fully electric car will cost the same to lease and operate as an equivalent petrol car, once lower running costs are considered. From 2027 onwards the forecast is that it will be cheaper to lease and operate a fully electric car than a petrol equivalent.

The Government publishes tax information and impact notes (TIINs) for tax policy changes when the policy is final or near final. The summary of impacts from the latest changes to alcohol duty at Spring Budget 2023 can be found here: https://www.gov.uk/government/publications/increase-in-alcohol-duty-rates/alcohol-duty-uprating
The Government will evaluate the impact of the new rates and structures three years after the changes. Which came into place 1 August 2023. This will allow time to understand the impacts in the alcohol market and for HMRC to gather useful and accurate data with which to evaluate.

To ask the Secretary of State for Levelling Up, Housing and Communities, what assessment he has made of the impact of energy costs on the purchase of shared ownership extra care schemes.
To ask the Secretary of State for Levelling Up, Housing and Communities, what assessment he has made of the impact of energy costs on the purchase of shared ownership extra care schemes.
All shared ownership applicants must complete an affordability assessment with an independent, accredited financial adviser before completing their purchase. This assessment is designed to establish the size of share that the applicant should purchase and to ensure that they have the financial resources necessary to meet their ongoing housing costs over the long term.
Energy prices have come down 23% since their peak and the Government spent around £40 billion to cover around half a household's typical bill last winter, plus extra targeted support for older and disabled people. We are still providing extra support for those who need it most.
To ask His Majesty's Government what steps they will take to help households struggling to pay their energy bills this winter if they fail to make an application for financial support.
To ask His Majesty's Government what steps they will take to help households struggling to pay their energy bills this winter if they fail to make an application for financial support.
The Government recognises the cost-of-living challenges families are facing and in response last winter we launched a package of support for households and businesses, spending £40 billion and paying around half a typical household’s energy bill.
In order to continue protecting the most vulnerable, in 2023-24 the Government is already providing additional cost of living payments of up to £900 to households on means-tested benefits, of £300 to pensioner households, and of £150 to those on eligible disability benefits. The vast majority of this support has been and will be made available automatically to households and without the need for an application process.

I thank my hon. Friend for that intervention, and for all the work she has done to highlight the issues facing people on prepayment meters. That is an absolutely brutal way to go about your business: forcing your way into people’s homes, forcing people to take prepayment meters, and then...

The legislation was introduced to ensure that intermediaries who received energy price support were legally required to pass through the benefit. The regulations allowed end users to pursue recovery of benefits from their intermediary as a debt through civil proceedings. Should a court rule in the end user’s favour, they will be entitled to the payment, plus interest.
Such an assessment is not possible as data is not held in this way. We believe in the majority of cases energy price support was passed on to the consumer. We are aware of a small number of cases which have been escalated and are currently being investigated by the authorities.

To ask the Secretary of State for Energy Security and Net Zero, what (a) infrastructure costs and (b) other items OFGEM includes in the calculation of energy prices.
Wholesale and retail energy prices are a commercial matter and are set by the market.
Ofgem only calculates energy prices in so far as is necessary to set the maximum price for domestic default tariffs under the price cap.
Detail on how Ofgem calculate this can be found on their website: https://www.ofgem.gov.uk/publications/energy-price-cap-default-tariff-1-october-31-december-2023
To ask the Secretary of State for Energy Security and Net Zero, what data her Department holds on the prices paid by customers who receive heating from heat networks as of 13 October 2023.
To ask the Secretary of State for Energy Security and Net Zero, what data her Department holds on the prices paid by customers who receive heating from heat networks as of 13 October 2023.
The Department currently does not routinely collect heat network customer tariffs. However, the Heat Network Consumer and Operator Survey 2022 found that heat network customers reported paying less than non-heat network consumers for heating and hot water. The Energy Bill will allow the Government to introduce regulations for heat networks, including requirements for network operators to continually report their prices and other data to Ofgem.

Recent food inflation in the UK has been driven by a range of factors. Domestic agricultural commodity prices increased due to increases in international commodity prices and changes in exchange rates and in particular the strength of the dollar. Alongside this there was an increase in food manufacturing costs and particularly energy costs, which also contributed to food inflation. These factors are the main reasons for recent high food inflation, as shown by the fact that other countries in Europe have experienced similar levels of food inflation.

To ask the Secretary of State for Energy Security and Net Zero, what assessment she has made of the potential impact of the cost of energy on disabled people this winter.
The Government recognises the cost-of-living challenges many disabled people are facing.
Last winter, the Government launched a package of support for households and businesses, spending £40 billion and paying around half a typical household’s energy bill last winter.
Since last winter, the Q4 2023 price cap of £1,834 has more than halved compared to the Q1 2023 price cap which stood at a high of £4,279. This is good news for households who have seen their energy bills come down. The Energy Price Guarantee will remain in place as a safety net until the end of March 2024, should energy prices increase significantly during this period.
Additionally, the Government is providing further cost of living support to vulnerable households, including a £900 payment for those on means-tested benefits and an extra £150 for people on an eligible disability benefit.
To ask the Secretary of State for Energy Security and Net Zero, what steps she is taking to provide financial support to help disabled people with their energy bills during winter 2023-24.

To ask the Secretary of State for Energy Security and Net Zero, if she will take steps to decouple the price of gas and electricity.
As part of the Review of Electricity Market Arrangements (REMA) programme, the Government is considering a range of potential options to shield consumers from the impacts of potential future commodity price spikes and to ensure they benefit from lower-cost renewables.
The Contracts for Difference scheme already insulates consumers against electricity price spikes. Over time, this scheme will significantly reduce dependence on fossil fuelled power generation, lowering consumer exposure to gas prices.
