The UK is taking steps to promote resilience to climate change in Somalia. Last year, the Prime Minister announced up to £100 million to build resilience to climate shocks and strengthen food security for the most vulnerable including support for climate adaptive agricultural practices. We are also building the resilience of marginalised households and businesses in the agricultural and financial sectors in Somalia. In addition we have supported Somalia's membership of the Taskforce on Access to Climate Finance at COP28 as an anchor donor. UK aid is making a difference. Through the Somaliland Development Fund we are supporting sustainable land management and agricultural production.

Proposed changes in the Somali constitution to lower the age of maturity have been delayed. This followed extensive engagement by the UK and others in the international community. The UK is closely following the on-going constitutional review process in Somalia and we have encouraged the Federal Government of Somalia (FGS) to ensure the process has broad based support amongst the Somali people, civil society, and marginalised groups. In addition, we continue to regularly raise human rights concerns with our Somali partners.

The safety and security of British airlines and the travelling public are a top priority for my Department. Management of airspace is a sovereign responsibility and it is for airlines to take decisions on routings. DfT provide additional advice to UK airlines operating outside of the UK where we deem it necessary
In relation to Traffic Collision Avoidance System (TCAS) events within Somali airspace, a high number of TCAS events may indicate an inadequate Air Traffic Control provision within the area but it also means that the protections are working and aircraft are being kept separated. Should an aircraft’s TCAS be unserviceable, then protection is still provided by aircraft with a serviceable TCAS. It is also of note that this airspace is not routinely or regularly used by UK operators.

Following the signing of the MoU, the UK expressed concern about escalating tensions in the Horn of Africa. Alongside international partners, we continue to encourage dialogue between Ethiopia and Somalia. We urge all parties in the region to avoid escalation and any action that threatens stability. Tackling al-Shabaab remains one of the UK's top international counter-terrorism priorities. We continue to work with Somali and international partners to strengthen the response to the terrorist threat posed by al-Shabaab in Somalia and the region.

Food insecurity levels in Somalia remain high, driven by climate change and conflict. The Integrated Food Security Phase Classification assessment estimates that 4 million Somalis are facing high levels of food insecurity in the first three months of 2024.
The UK is providing £53.5 million in lifesaving humanitarian support this financial year, including £16.5 million for El Niño response efforts. We are also tackling the drivers of food insecurity to prevent future crises. In November, the Prime Minister announced up to £100 million in funding for Somalia to increase resilience to future climate shocks over the next four years.

The Federal Government of Somalia's campaign to tackle al-Shabaab (AS) has made significant progress in the past 18 months, though challenges in recent months have slowed that progress. Tackling al-Shabaab is a top UK counter-terrorism priority and we commend Somali Security Forces for their ongoing efforts. For enduring progress, the international community must support the Somali-led security sector to ensure liberated areas are stabilised.
In November 2023, we signed the UK-Somalia Strategic Partnership which sets out shared, long-term objectives including support for Somalia's security sector for long-term stability. To this end, the UK engages with key partners such the EU, including in areas covered by both the UK-Somalia Strategic Partnership and the EU-Somalia Joint Operational Roadmap.

The UK regularly engages with the Federal Government of Somalia and international partners to discuss how best to support Somalia's political, security and development objectives, including through our role as penholder in the UN Security Council. We consistently call for dialogue to resolve political tensions within Somalia and the region.

We believe that the stability of Somalia is dependent on political reconciliation and a sustainable, inclusive political settlement between the Government and the Federal Member states. This is in the interests of peace in the Horn of Africa.

The UK is one of Somalia's closest and longest standing partners, and one of very few Western countries with a permanent diplomatic presence in Somaliland. We support Somaliland in enhancing stability and promoting economic, human and social development. This stands alongside our significant political, humanitarian and security assistance to Somalia as a whole.

The UK, alongside others in the international community, does not recognise Somaliland's unilateral declaration of independence. The constitutional settlement between Somaliland and Somalia is not for the UK to decide. It is for Somalia and Somaliland to come to an agreement about their future relationship and we encourage dialogue on this issue.
