During the development of the National Security Strategy, the Cabinet Office engaged a broad spectrum of stakeholders, considered assessments and analytical products from think tanks, academics, industry experts and reports from the Intelligence and Security Committee and the Joint Committee on the National Security Strategy.
It also brought together several strategies, reviews, and audits developed and being developed by the government. These reviews had their own method of engagement, including with civil society organisations and industry. This includes the Resilience Action Plan which a large number of stakeholders, including civil society organisations, were engaged with to support development and delivery.
To support the delivery of national security objectives, the government regularly engages with industry including the technology industry. For example, this week the Security Minister was in Glasgow at the 10th annual Cyber UK conference, attended by 2,500 cyber security leaders and technical professionals.
Our Modern Industrial Strategy is a 10-year plan backing our strengths and realising Britain’s potential. This strategy is an ongoing partnership between business, government, and workers, meeting the needs of business head on. This government has also published its Defence Industrial Strategy, which lays out our new approach, not just to defence procurement, but also how we engage with industry throughout the supply chain. The upcoming Defence Readiness Bill will improve how we work collectively with industry to improve the readiness of our defence sector.

Defra is derisking decisions on new technologies through the Farming Equipment and Technology Fund, which can aid the affordability of agri-tech tools. Grants are available to a range of farms, including small and medium farms. The final round opened on 17 March with grants of up to £25,000 available for each of three themes: equipment to boost farm productivity, slurry management, and animal health and welfare. Going forward, the Government wishes to build on what has worked well across all its grant schemes with the aim of bringing the strongest elements together from 2027. As part of this work, the Government will look at the specific types of equipment and technology that could be included.
The Accelerating Development of Practices and Technologies (ADOPT) fund is part of the Farming Innovation Programme with £50 million of funding announced to date. This fund is focussed on farmer-led, smaller-scale innovation grants and supports trialling new technology and methods for adoption on farms.
Through the Farming Innovation Programme our investment in the research and development pipeline of innovative technology from concept to deployment aims to derisk adoption and enable wider take up, lowering costs for farmers and growers. As such, technologies developed within the Farming Innovation Programme will be available for use by small farmers.

To ask His Majesty's Government whether they will set clear timelines in the NHS breast screening programme for implementing innovative technologies, including digital breast tomosynthesis.
The Government recognises the benefits that emerging innovative technologies such as digital breast tomosynthesis (DBT) may bring to the NHS Breast Screening Programme. At present, DBT is an optional tool in the assessment of screen detected soft tissue breast abnormalities following mammography. Digital mammography, which offers high quality images, currently remains the primary screening tool for the programme as recommended by the UK National Screening Committee (UK NSC).
In 2025, the UK NSC, who advise the Government on all screening matters, set up a working group of breast cancer screening experts to help it consider new and emerging evidence and developments that could further improve the United Kingdom breast screening programmes. This includes exploring modalities such as DBT in addition to other tests and technologies, to detect breast cancer in women with dense breast tissue.
If, following this work, the UK NSC makes a recommendation regarding DBT, my Rt Hon. Friend, the Secretary of State for Health and Social Care, would be asked to make a decision on whether to accept the recommendation, alongside wider policy and operational advice.

The taxi and private hire vehicle licensing regime in England is archaic, fragmented and inconsistent. We are considering, holistically, how the regulation of the sector could be reformed to achieve the best overall outcome for passengers by enabling the sector to deliver the range of safe, available, affordable and accessible services they need. The Department issues guidance to licensing authorities in England to help achieve consistency in the application of licensing requirements. We are seeking a power through the English Devolution and Community Empowerment Bill to enable the setting of national standards to ensure robust standards are applied by all licensing authorities.

The Prime Minister has emphasised that national security is the first duty of our government. Supply chain resilience and security remains a core part of this, and multiple government departments are working closely with international partners to embed resilience into critical UK and global supply chains.
We take an actor‑agnostic, risk‑based approach to supply‑chain resilience. Instead of reacting to individual firms or components in isolation, we focus on the structural chokepoints and systemic dependencies that create national‑level vulnerability, regardless of where in the chain they arise.

The Department for Business and Trade (DBT) is supporting regional innovation clusters by working with priority city regions to connect universities, Catapult centres and innovative firms, aligning place-based R&D with the UK’s Industrial Strategy and net zero objectives alongside partners such as UK Research and Innovation, ensuring clean tech research is developed, commercialised and scaled across the country.
DBT provides targeted export support, trade missions, clean tech showcases and investor engagement. We help high value, research-intensive firms reach global markets, boosting productivity, attracting knowledge intensive investment that complements local R&D ecosystems and creating skilled jobs in every region of the UK.

The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) provides the established statutory framework for reporting work-related fatalities, injuries, occupational diseases, and certain dangerous occurrences, including near misses. RIDDOR ensures that significant work-related incidents are reported to the relevant enforcing authority so risks can be identified, trends monitored and appropriate regulatory action taken where necessary to improve health and safety standards in Great Britain.
RIDDOR applies regardless of how an incident is identified or recorded by duty-holders. Employers and others with duties under RIDDOR are responsible for reporting incidents that meet the legal criteria, and there is already a standardised national reporting process in place.
The Health and Safety Executive (HSE) launched a public consultation on 7 April 2026 seeking views on possible amendments to RIDDOR. This consultation includes proposals based on recommendations from its second postimplementation review, such as updates to occupational disease definitions and potential opportunities to streamline aspects of the reporting process. Stakeholders are invited to provide views on additional areas they believe should be considered, and we would encourage anyone interested in work-place incident reporting to engage with the consultation over the next 12 weeks.

The United States is our close ally and tech partner. We continue to have regular discussions with the US administration on science and technology. This includes discussions on future governance and delivery timelines for the joint initiatives under the Tech Prosperity Deal.

Science diplomacy plays an important role in building UK technology sovereignty through international partnerships with partners which strengthen our shared capabilities, resilience and security.
Our Science & Technology Network, covering 65 locations, is a core pillar of the UK’s science diplomacy toolkit, which aims to develop and strengthen our partnership with international partners.
We have science and technology partnerships with a broad range of countries including the US and EU, Japan, India, South Korea, Switzerland, France and Germany. We are also active members of multilateral fora including OECD, G7 and G20. These partnerships are part of helping us ensure sovereign strengths and strengths through stable collaboration.

The Ministry of Defence (MOD) has established UK Defence Innovation (UKDI) which represents a fundamental transformation of how the Ministry of Defence (MOD) approaches innovation.
Learning lessons from Ukraine as well as other international partners UKDI will act and operate differently, ruthlessly prioritising to focus on the areas with most potential, with significant freedoms to contract with speed, simplicity, and flexibility, harnessing and bolstering the competitiveness of the UK’s tech sector.
UKDI has established Regional and Devolved Authorities Engagement Teams across the UK to systematically identify and nurture dual-use innovation from SMEs, mid-tier companies, and academic spin-outs.
The core mission of the Regional and Devolved Authorities Engagement Teams is to deliver targeted outreach, support business development, foster supply chain collaboration, and accelerate the commercialisation of emerging technologies aligned with Defence and National Security priorities.
These teams will facilitate regional access to defence-focused loans, investors, and venture builder services, while gathering critical market intelligence for MOD and National Security stakeholders.

Since 2024 the MOD has run seven defence trade missions to Ukraine in conjunction with the Trade Association ADS. We will continue our support for business and create an enduring presence for UK industry in Kyiv through the establishment of a UK Business Centre, while working to develop capabilities alongside the Ukrainian defence ecosystem.

EREBUS has the potential to significantly accelerate the adoption of Defensive Aid Suites by de‑risking system integration and performance at every stage of the development cycle.
