To ask the Secretary of State for Business, Innovation, Science and Trade, what steps his Department is taking to protect consumers from the mis-selling of horses that are i) unsuitable for their advertised purpose or ii) have undisclosed medical conditions.
To ask the Secretary of State for Business, Innovation, Science and Trade, what steps his Department is taking to protect consumers from the mis-selling of horses that are i) unsuitable for their advertised purpose or ii) have undisclosed medical conditions.
The department does not hold specific data on the number of complaints about the mis-selling of horses, and it has not made an assessment of the adequacy of regulating this market. However, businesses must comply with consumer protection law, including requirements that information provided to consumers is clear and not misleading.
Horses that are sold for commercial purposes would generally not be in scope of consumer protection legislation and would be largely a matter of contractual law.
More broadly, the Government recently committed to longer term plans to overhaul the wider consumer protection landscape.

The Government recognises the importance of ensuring that collaboration between academia and industry can support innovation. As such, the Government’s Economic Security Advisory Service was launched last year to support UK business in navigating economic security challenges, including protecting their intellectual property. The Research Collaboration Advice Team (RCAT) also provides advice to research institutions on the national security risks linked to international research, helping to safeguard valuable UK research, knowledge and intellectual property from loss, misuse or exploitation. This includes where universities are engaging in industry partnerships.

To ask the Secretary of State for Business, Innovation, Science and Trade, whether he plans to review the adequacy of the regulatory and insolvency framework in providing protection for consumers purchasing off-plan property from developers operating through multiple connected companies.
The Government is currently considering responses to its recently concluded Corporate Civil Enforcement Reforms consultation.
The regulatory and insolvency framework balances the interests of consumers, employees, businesses and other creditors. Duties of company directors are set out in legislation, and they are expected to comply with company and insolvency law and uphold the highest standards of corporate governance.
The recent consultation included proposals to modernise corporate enforcement, such as automatic disqualification of directors where companies are wound up by the court on public interest grounds, and director restrictions to tackle misconduct more quickly and prevent escalation.

HMPPS works closely with Children's Services and other safeguarding partners to protect children who may be affected by offending behaviour. Information sharing and partnership working are central to this approach and are supported by the statutory guidance Working Together to Safeguard Children.
Staff working with offenders receive safeguarding training and are required to engage with Children's Social Care where there are concerns about a child's safety or wellbeing. In assessing risk, probation practitioners are required to consider the potential impact of an offender's behaviour on children and families and must contribute to child protection processes where appropriate.
Where a prisoner is assessed as posing a risk of harm to children, prisons restrict contact and seek the views of Children's Social Care before contact takes place. In addition, offenders convicted of serious sexual, violent or terrorist offences who receive a qualifying sentence may be managed under Multi-Agency Public Protection Arrangements (MAPPA), through which the police, prisons, probation and other agencies work together to assess and manage risk in the community.
HMPPS is also supporting implementation of the Information Sharing Duty introduced through the Children's Wellbeing and Schools Act.
Working closely with the Department for Education, we are running pilots to test how information from across the criminal justice system and public services can help recognise and support children and families affected by parental imprisonment.
To ask the Secretary of State for Business, Innovation, Science and Trade, what protections exist for commercial space launch providers operating from UK soil against hostile interference.
To ask the Secretary of State for Business, Innovation, Science and Trade, what protections exist for commercial space launch providers operating from UK soil against hostile interference.
The Government works with UK Launch providers at all stages of operations to ensure security from hostile interference. This includes conducting a security assessment during a licensing process, providing access to updates and warnings on incidents and activities that might affect operations and providing support and guidance on security matters, including physical, personnel and cyber security.
The Government takes any threat of hostile interference seriously and, working with regulators, law enforcement and national security partners, will respond firmly and proportionately to incidents.

The government published its formal response to the CMA heating oil report on 13 October, and plans to strengthen regulations in the market for the first time, making sure households who use heating oil are treated fairly.
The CMA did not cover LPG in their report, but we will if appropriate consider other heating fuels as we gather evidence to develop a proportionate regulatory regime, as recommended by the CMA.
This will take time to get right, to ensure the best outcomes for all consumers, including the most vulnerable households.
Our commitment in our response to the CMA is a clear indication of government’s commitment to create a fairer, more resilient and trusted heating oil market, which delivers stronger protections including those for vulnerable consumer, while preserving competition and security of supply. The Government is regulating the heat oil sector for the first time.
