The response of the Government of Israel to the sanctions announced on 8 September by the Foreign Secretary is deeply regrettable. The measures taken will target illegal settlement activity, violence and extremism. Palestinian businesses will continue to benefit from preferential trade arrangements. Our focus is on ensuring we can continue our diplomatic work and support efforts towards a two-state solution. The UK will continue acting in line with our values, and keeps all our sanctions regimes and their impact and effectiveness under review. We will update the House further on these measures.

The legislation also expands our powers to sanction ships - strengthening our ability to target ships enabling and facilitating Iran's nuclear programme and malign and destabilising behaviour.

The Government has not imposed sanctions on trade with northern Cyprus because the UK's approach is governed by longstanding obligations under relevant UN Security Council Resolutions and court rulings concerning the status of the northern part of Cyprus. In accordance with the rest of the international community, with the sole exception of Turkey, the UK does not recognise it as an independent state and we have no plans to introduce additional trade sanctions. We remain committed to supporting a just and lasting Settlement on the island and to encouraging economic engagement between the two communities within the framework of international law.

The Government does not comment on individual companies or speculate on potential designations. When developing any sanctions we consult with a range of key stakeholders, including international partners, other government departments, and enforcement agencies to ensure maximum effectiveness.
As the Foreign Secretary said in his statement on 8 September, new measures will be carefully designed to target trade with illegal settlements or those aiding and abetting their expansion and protect legitimate trade between the UK and Israel.

The Government continues to use sanctions to constrain Russia's ability to fund its illegal war in Ukraine, having sanctioned more than 3,400 individuals, entities and ships under the UK's Russia sanctions regime.
The Government keeps all sanctions measures under continual review to ensure they are implemented effectively and support our wider objective of increasing pressure on Russia. We remain committed to reducing Russian energy revenues, the single most important source of financing for Russia's war in Ukraine, including through targeting the Liquefied Natural Gas (LNG) sector. It is our long-standing policy not to comment on potential future sanctions designations, specifications or enforcement decisions, as doing so would risk lessening their impact.

To ask His Majesty's Government what assessment they have made of the effectiveness of international sanctions regimes in deterring conflict-related sexual violence and holding perpetrators accountable.
Conflict-related sexual violence (CRSV) is prohibited under international law and can constitute a war crime, a crime against humanity, or an act of genocide. The Government supports the full implementation and strengthening of existing international legal frameworks, which provide an important basis for preventing and responding to CRSV. The principal challenge is not the absence of international legal prohibitions on CRSV, but ensuring their effective implementation, strengthening accountability, addressing impunity and improving access to justice and support for survivors.
The Government supports the use of sanctions as one tool among a broader range of measures to promote accountability for CRSV. We do not assess sanctions in isolation. They complement wider diplomatic and accountability efforts aimed at deterring atrocities, reinforcing international norms and signalling that perpetrators of these crimes will face consequences.
The Government maintains a distinct and dedicated focus on CRSV, while delivering this work as part of the wider International Strategic Framework on Women and Girls, Women, Peace and Security agenda, and efforts to tackle violence against women and girls. We recognise that while women and girls are disproportionately affected by CRSV, men and boys can also be affected. Our survivor-centred, intersectional and inclusive approach seeks to support all survivors according to their needs and circumstance.

The measures announced by the Foreign Secretary on 8 September will include restrictions on the import into the UK of goods originating in illegal settlements. These measures will be carefully designed to target trade with illegal settlements, while protecting legitimate trade between the UK and ‘Green Line’ Israel, including medicines and medical products. The current assessment is that the potential impact on the medicines supply chain will be low, but we will continue to monitor this following the announcement of the measures, in line with the standard process when introducing new Statutory Instruments.
Detailed guidance will be published alongside the implementing legislation to clarify the implications for UK businesses, and we will work closely with industry partners to maintain the medical supply trade and ensure continuity of supply to UK patients.

There is no formal procedure for the UK to respond when a foreign government designates or sanctions a person residing in the UK. The precise consequences for affected individuals will depend on the nature of the acting country’s designation / sanctions regime and the particulars of the measures imposed. A decision by a foreign government to designate or sanction individuals is a matter for that government and such decisions are taken independently of the UK Government.
The UK takes designation, sanction, and proscription decisions independently in accordance with its own legal frameworks, evidential thresholds and national security assessments.
We continually review and strengthen our counter-terrorism capabilities whilst working closely with domestic and international partners to tackle terrorist threats. This Government will always take the strongest possible action to protect our national security, and our priority remains maintaining the safety and security of our citizens.
