That this House congratulates Daniel Barenboim, Israeli conductor, on is determination to continue the work of the charitable foundation which he founded with the late Edward Said, his new initiative in opening a kindergarten in Ramallah for four to five year olds to attend music classes and his determination to forge links between Israeli and Palestinian children; and hopes that the Israeli Government and the newly elected Palestinian President follow his example to encourage peaceful co-operation between Israel and Palestine.

That this House expresses grave concerns that the Israeli Government is due to renew the Citizenship and Family Unification Law in July; notes that the law clearly discriminates against Israeli citizens of Palestinian origin and their spouses by denying Israeli citizenship or residency status to spouses of Israeli citizens who are residents of the West Bank or Gaza; notes, however, that the Bill does not affect marriages between Israeli citizens and other foreign spouses or Jewish settlers in the Occupied Territories; notes that according to Israeli Government statistics, over 21,000 couples are currently affected by this legislation, both newly-weds, and couples married for years whose resident permit requests are still pending; notes that spouses are subject to deportation for failing to comply with the law; thereby notes that this law permits discrimination on grounds of ethnicity and national origin and clearly violates international human rights law, treaties and domestic laws which Israel has ratified to uphold; and calls on the British Government to raise the issue with Israel and express concerns that such discriminatory laws will only exacerbate existing tensions and will be detrimental to peace efforts.

That this House supports the recommendation of the International Development Select Committee's Second Report of Session 2003-04 that Israel's preferential terms of trade with the EU should be suspended until Israel lifts the movement restrictions placed on Palestinian trade; notes that the EU-Israel Association Agreement is an extensive free trade agreement which includes the liberalisation of goods and services, the free movement of capital, rules on competition, economic and social co-operation, political dialogue and cultural co-operation and came into force on 1st June 2000; further notes that Israel has long been in violation of the aspect of the agreement which states that relations between the parties, as well as all the provisions of the agreement itself, shall be based on respect for human rights in relation to their internal and international policy; is concerned that Israel's restrictions on the movement of Palestinian goods, its destruction of Palestinian infrastructure and its total control of the Occupied Palestinian Territory's borders are denying Palestinian exporters access to EU markets; recognises that EU exports to Israel, which are greater in value than EU imports from Israel, might suffer retaliatory action; but shares the view of the International Development Select Committee that the EU's short-term economic self-interest with one trading partner should not take precedence over a direct challenge to its trade policy in the region and its trade obligations to the Palestinian Authority; and therefore urges the United Kingdom Government to propose the suspension of the EU-Israel Association Agreement to the EU Council of Trade Ministers.

That this House expresses strong concerns about the comments of President George W. Bush on 14th April, endorsing Ariel Sharon's proposed Disengagement Plan; notes that the partisan nature of President Bush's comments have undermined the Road Map and believes that his uncritical approach has emboldened Israel to continue with its policy of assassinations which is not only illegal but sets back the cause of peace; further notes that the 14th April exchange of letters between President Bush and Ariel Sharon prejudices the Road Map's stipulation that final status issues including Jerusalem, refugees, borders, settlements and water should be matters for joint agreement between the parties rather than imposition by Israel; further notes that the US President's comments contradict international law and existing UN resolutions on the illegality of Israeli settlements and the rights of Palestinian refugees; welcomes, however, the Israeli Government's decision to remove its settlements from the Gaza Strip and calls on Israel to withdraw its military presence, arranging these withdrawals through proper negotiation with the Palestinian Authority; and further calls on the quarter of the UN, EU, Russia and USA to reassert its collective responsibility for the Road Map and to take immediate steps to secure the implementation of UN resolutions to achieve Israeli withdrawal from all territories it illegally occupies, justice for the refugees and security for Israel alongside a viable and independent Palestinian state.

That this House congratulates the Government for its sustained diplomatic efforts which have contributed to the decision by Libya to end its nuclear, chemical and biological weapons programmes; commends the Government for making similar efforts which have encouraged Iran to sign an additional protocol allowing international inspections of its nuclear facilities; regards these positive developments as valuable confidence-building measures which will help the current peace negotiations in the Middle East; notes the recent statement by the Director General of the International Atomic Energy Agency, Mohamed El Baradei, who used his interview with the Israeli newspaper Haaretz to call on Israel to join the Non-Proliferation Treaty as a non-nuclear weapon state; and therefore urges the Government to work with the USA and other allies, to encourage Israel to respond positively to the moves by Libya and Iran by relinquishing its nuclear weapons in order to help achieve comprehensive nuclear disarmament in the Middle East.

That this House calls on Israel to cease immediately the building of its Separation Wall deep within Palestinian territory, which, according to the preliminary analysis by the United Nations Office for the Coordination of Humanitarian Affairs of maps published by the Israeli Government, will be 687 km long and will leave more than 274,000 Palestinians living in 122 villages and towns either surrounded by the Wall or trapped between the Wall and Israel's internationally recognised borders, some even requiring permits from Israel to continue living in their own homes; notes that the analysis estimates that a further 400,000 Palestinians living east of the Wall will be separated from their farms, jobs, markets, hospitals and schools, and that the Wall will have 'severe humanitarian consequences' for 30 per cent. of the entire Palestinian population of the West Bank; contrasts this with the fact that UN figures reveal that 54 Israeli settlements in the West Bank and 63 per cent. of settlers will be on the side of the wall next to Israel, giving Israel control over the richest agricultural land and the aquifer system which provides much of the West Bank's water resources; further notes that the Wall is made up of concrete, razor wire and electronic fences, trenches, motion sensors, guard towers and security roads, that it costs $4.7 million per kilometre and that it violates articles 53 and 147 of the Fourth Geneva Convention, to which Britain is a high-contracting party, which forbids the destruction of property and confinement of persons by an occupier; welcomes the decision of the International Court of Justice to open hearings into the legal consequences of the construction of the Wall; further notes that, whilst Israel needs security, the Wall does not follow internationally recognised borders; insists that it does not become a de facto border for a future Palestinian state; further notes that only a reinvigorated peace process with full international support will stop the violence on both sides, not an 8 metre high wall; and calls on the British Government to bring all available pressure to bear on Israel to cease building this Wall.

That this House calls on Israel to cease immediately the building of its security fence deep within Palestinian territory, which when completed, will leave 45 to 55 per cent. of the West Bank on Israel's side of the wall; notes that it is made up of reinforced cement, barbed wire, and electrical fences, trenches, electronic motion sensors, guard towers and security roads and will cost $1 million per kilometre and that it violates articles 53 and 147 of the Fourth Geneva Convention, to which Britain is a high-contracting party, which forbids the destruction of property and confinement of persons by an occupier, further notes that the fence cuts deep into Palestinian land and, when completed, will incorporate approximately 91 per cent. of all West Bank settlements and 98 per cent. of its settlers and annex the richest agricultural land in the West Bank, including the aquifer system which provides 52 per cent. of the West Bank's water resources; further notes that, whilst Israel needs security, the wall does not follow the internationally recognised border; insists that this does not become a de facto border for a future Palestinian state; further notes that only a reinvigorated peace process with full international support will stop the violence on both sides, not an eight metre high wall; and calls on the British Government to bring all available pressure to bear on Israel to cease building this wall.

That this House notes with concern that several weeks have now pased since President Bush promised the publication of the Quartet's Roadmap for peace in Israel/Palestine; further notes that subsequently President Bush indicated that publication was contingent on the appointment of a Palestinian Prime Minister and that Mahmoud Abbas (Abu Mazen) has been formally appointed as Prime Minister and endorsed in that role; believes that there is no excuse for further delay in the formal publication of the Roadmap; further notes that the Roadmap was drawn up for implementation with the United Nations Resolutions, and therefore welcomes US National Security Advisor Condoleezza Rice's statement to the 44th annual policy meeting of the American Israel Public Affairs Committee that the Roadmap is 'not a matter of renegotiation'; believes that the parties to the Quartet, USA, EU, Russia and UN, all have important collective and individual roles to play in securing implementation of the Roadmap; therefore urges them to publish the Roadmap without further delay and to progress its implementation; and, pending publication, draws the attention of honourable Members to the fact that the draft of the Roadmap can be seen at www.jmce.org/documents/usroadmap2.htm.

That this House deplores the building by the Government of Israel of a so-called defensive wall on the West Bank which undermines the peace process by requisitioning land owned by Palestinians, separating some Palestinian communities from health care, welfare agencies, education and markets for goods or from the agricultural land on which their livelihoods depend; believes that the building of the 'separation wall', which cannot be justified on humanitarian, political or strategic grounds, contravenes Article 13 of the Universal Declaration of Human Rights and 12 of the International Covenant on Civil and Political Rights in relation to freedom of movement, 43 of the Hague Convention in relation to the ability to work and earn a living, 17 of the Universal Declaration of Human Rights and 3 of Israel's Basic Law in relation to ownership of property; and calls upon Her Majesty's Government to make the strongest possible representations to the Government of Israel for the dismantling of the wall and the restoration of these rights to the Palestinian people affected.

That this House expresses its deep concern regarding the Government's recent change in the rules for obtaining export licences that allows British components for F-16 fighter jets to be sold to Israel via the United States of America; believes that this is a reversal of the position taken by Her Majesty's Government in November 2000 not to sell arms to Israel that could be used in the Occupied Territories; believes that this change contravenes the spirit of the EU Code of Conduct on Arms Exports (May 1998) by which the Government is bound; further notes that Israeli F-16 fighter aircraft have been used to bomb Palestinian civilian areas in breach of the Fourth Geneva Conventions and are involved on an almost daily basis in illegal activities in sovereign Lebanese airspace; and demands that the Government revoke its decision and ensure that the United Kingdom does not damage its declared neutral position in the conflict by aiding the current cycle of violence through the supply of arms that could be used to perpetrate further violations of the Fourth Geneva Convention.

That this House calls upon the Government to negotiate with EU partners an extension to the Consolidated Criteria on arms exports to cover components of weapons who end-use might be used for oppression or aggression, so that the question of exports of components which may be used on the West Bank does not recur.

That this House calls for an immediate end to the Israeli offensive in the Occupied Territories based on international law and UN resolutions; urges the British Government and the international community to bring further pressure to bear on the Israeli Government immediately to withdraw its forces from Palestinian towns, villages and refugee camps, strengthened by the dispatch of a United Nations observation team; calls for a cessation of the suffocating closures policy which constitutes collective punishment of the Palestinian civilian population in contravention of the Fourth Geneva Convention; condemns terrorism on all sides; endorses both UN Security Council Resolution 1397 envisaging 'a region where two states, Israel and Palestine, live side by side within secure and recognised borders' and the Saudi initiative approved by the Beirut Arab Summit; extends its support to the Israeli peace movement, including the Israeli army reservists who refuse to serve in the Occupied Territories; calls for a cessation of violence on all sides, a freeze on all settlement expansion and a return to political negotiations, and insists that to end the 35 year-oppression and humiliation of the Palestinians and ensure lasting peace and security for all peoples, there must be permanent withdrawal by Israel from all occupied land, justice for the 3.8 million Palestinian refugees and the creation of a viable and fully independent Palestinian State.

That this House welcomes the recent statement by the Prime Minister declaring his public support for the creation of a viable Palestinian state in the context of 'a just peace in which Israelis and Palestinians live side by side, each in their own state, secure and able to prosper and develop; calls upon the Government and international community to hold the Government of Ariel Sharon unequivocally accountable for its policy of brute military force against a Palestinian civilian population, during incursions by the Israeli army into Palestinian-controlled territories in direct defiance of the US State Department's call on Israel to withdraw; further calls on the international community, and in particularly the UK and the US, to take the lead in insisting that international law be applied in the Occupied Territories and seek to facilitate through intense diplomatic efforts the return to peace negotiations; and notes that the failure through intense diplomatic efforts the return to peace negotiations; and notes that the failure to take action could result in the undermining and even collapse of the Palestinian Authority accompanied by an inevitable and dangerous further destabilisation in the region.
