My right honourable friend the Foreign Secretary wrote on 19 July to formally thank the monitor for her report which contains many constructive recommendations as to how UKvisas can improve its decision quality. UKvisas has already issued guidance to visa sections to implement the agreed recommendations. This was done in July 2006. Section 4 of the Immigration and Nationality Act 2006 removes the right of appeal from entry clearance applications under the points-based system. Implementation of the Act will be phased in line with the introduction of the points-based-system tiers. An administrative review will give applicants the opportunity to challenge the reasons given for refusal where they believe an error of fact has been made. Instructions were issued to entry-clearance officers on objectively assessing student and visitor applications in March, August and November 2005. These detailed how applications should be considered objectively and that subjective assessments regarding accents were not appropriate. Further guidance regarding visit applications were issued following legal advice in July 2006. All the recommendations in the independent monitor's report at paragraph 73 were covered in these instructions. Further instructions were issued in October 2005 advising visa sections, where there was more than one full-time entry clearance manager, to review the refusal notice before it was served. Training assessment has been overhauled to provide more transparent and focused feedback to delegates to address concerns with regard to overall and specific areas of performance including quality of decisions. In addition, a new programme of overseas refresher training has been launched for existing entry clearance staff—that includes the importance of objective assessments of applications. Entry clearance managers at visa sections overseas closely monitor workloads and seasonal variations in demand. UKvisas provide additional staffing on a seasonal basis in order to cope with additional demand. UKvisas also maintains a team of ““floaters”” who can be deployed overseas at fairly short notice in order to deal with unexpected spikes in demand. Where necessary UKvisas have also increased permanent staff resources. Documentation verification reports do now include details on why a document is stated to be not genuine.

[207484] Mr. Browne: The fraudulent use of passports (including forged and counterfeit documents) is taken very seriously by the Immigration and Nationality Directorate, HM Customs and the police. In addition to referrals from HM Customs and the police service, fraudulent travel documents are identified by the Immigration Service at ports of entry as well as during enforcement operations. There is no single central record of the total number of forged passports confiscated or impounded by Immigration and Nationality Directorate (IND), Her Majesty's Customs and Excise (HMCE) and the police. However the available statistics show: Since 2001 numbers of fraudulent1 travel documents detected at United Kingdom ports of entry are as follows: 1 In the context of forgery statistics "Travel documents" is the all embracing term for passports, ID cards, refugee travel documents, certificates of identity, seaman's books and visas. _________________________________________________________________________________________________. Number 2001 6,601 2002 9,664 2003 7,985 _________________________________________________________________________________________________. Figures are not available to indicate how many of these documents were detected by Customs or Immigration Officers or by the police. In addition, since 2001 the National Document Fraud Unit has had a permanent presence in the main offices of IND in Croydon, following a pilot exercise which revealed large numbers of fraudulent travel documents being submitted in support of applications for leave to remain. Gillian Merron: To ask the Secretary of State for the Home Department (1) what guidelines he will publish in respect of the Criminal Records Bureau for (a) employers, (b) employees and (c) service users; [143630] (2) what the dates are, in respect of the Criminal Records Bureau, for the commencement of (a) registration of employers, (b) high level checks for work involving contact with young children and (c) remaining service provision; [143628] (3) if he will make a statement on the procedure for applying for a certificate from the Criminal Records Bureau; [143631] (4) when the Criminal Records Bureau will be fully operational; [143627] (5) what the (a) format, (b) estimated cost and (c) estimated time from request to provision of certificates will be from the Criminal Records Bureau. [143629] Mr. Charles Clarke: The Criminal Records Bureau (CRB) will provide three levels of disclosure--Basic, Standard and Enhanced. In all cases, application may be made only by the individual in question. In a Basic level case, the individual may apply directly to the CRB. In other cases, the application must be endorsed by a person registered with the CRB for this purpose, whose function at this stage is to confirm that the application meets the relevant criteria. Often, this will be an employer or a voluntary organisation, but it may be someone acting on their behalf. It is expected that the registration process will commence in April, that the issue of Standard and Enhanced disclosures (which will principally relate to persons working with children and vulnerable adults) will start next summer, and that the issue of Basic level disclosures will begin in the summer of 2002, when the CRB will be fully operational. Disclosure documents will be distinctive in appearance, will set out the information as clearly as possible, and will incorporate measures to reduce the risk of forgery. Work is continuing to determine the costs of the Bureau, and the level of fees. The Bureau will operate to demanding service standards, including the time taken to supply documents. Standards will be set as soon as possible, and will be made public. Guidance will be produced for employers, employees and others using the CRB's service. This will explain how the service will operate, the importance of safeguarding personal information, how the CRB's service can supplement good recruitment practice, and the arrangements for any appeal or complaint.
