To ask His Majesty's Government what consideration they have given to amending building regulations to require the use of non-fossil-fuel heat sources for all new properties.
Future standards next year will set our new homes on a path that moves away from relying on volatile fossil fuels and towards more clean, secure energy. These homes will be future proofed with low carbon heating and high levels of energy efficiency. No further energy efficiency retrofit work will be necessary to enable them to become zero-carbon over time as the electricity grid continues to decarbonise.
The Future Homes Standard consultation was published in December 2023 and closed in March 2024. It set out detailed technical proposals for what future standards could entail. All the options that were proposed would preclude the use of fossil-fuel heating in new homes. We are reviewing proposals and feedback from the consultation and will publish the Government response in due course.
This government understands that we must act quickly to reduce the carbon emitted by new buildings while delivering the good quality homes that are needed by communities across the country. That is why we are today launching a technical consultation on the Future Homes and Buildings Standards.

The Government has committed an additional £6 billion of funding for energy efficiency and clean heat from 2025 to 2028. This provides long-term funding certainty, supports the growth of supply chains, and ensures delivery can scale up over time.
Where there have been insufficient bids for funding allocated to current schemes, the remaining amounts have been reallocated to support wider energy security policy.

To ask the Secretary of State for Levelling Up, Housing and Communities, what steps is he taking to amend (a) planning and (b) housing regulations to help prevent overheating in new (i) housing and (ii) buildings.
The National Planning Policy Framework is clear that policies and decisions should ensure that a new development is appropriate for its location. These should take into account the likely effects of pollution on health, living conditions, including the risk of overheating, and the natural environment. Government policy is that by encouraging good design, planning policies and decisions should limit the impact of light.
The National Planning Policy Framework is also clear that planning policies should mitigate, and reduce to a minimum, potential adverse impacts on health and quality of life resulting from noise from new development. They should also identify and protect tranquil areas which have remained relatively undisturbed by noise and have high recreational and amenity value for this reason. Part E of the Building Regulations 2010 requires protection against sound from other parts of a building, adjoining buildings and within a dwelling-house, and prevention of unreasonable reverberation in common internal parts of buildings with residential flats or rooms.
The National Planning Policy Framework also highlights the importance of development creating places that have a high standard of amenity for existing and future users and recommends that planning policies for housing should apply the nationally described space standard where this is justified.
