However the figures in the table following show the total number of prescription items of methylphenidate hydrochloride dispensed in the community in England in each of the last five years. The majority of prescription items of methylphenidate hydrochloride are for the brand Ritalin. Mrs. Calton: To ask the Secretary of State for Health (1) whether his Department has completed an audit of whether the guidance "Good Practice in Continence Services" has improved paediatric continence services; [132876] (2) what assessment his Department has made of how the children's national service framework will improve services for children with continence problems; [132885] (3) what assessment his Department has made of how many children in England suffer from (a) nocturnal enuresis, (b) daytime wetting and (c) constipation and soiling. [132887] Dr. Ladyman: Good Practice in Continence Services was issued by the Department in April 2000 and provides guidance to primary care trusts (PCTs) on continence services. This includes that PCTs should have specialist continence services in place, which provide patients with an individual assessment of their needs. Provision of these services in England is a matter for PCTs, which are responsible for determining the level of services required to meet the needs of their local populations. The children's national service framework (NSF) will set out standards covering a broad range of services, including the management of common childhood conditions. Whilst few specific conditions will be covered, the standards are likely to cover what support should be available to children and their parents in managing a wide range of conditions and problems, including enuresis and soiling. The NSF will emphasise the promotion of evidence-based clinical guidelines and a number of examples of good practice in a range of different areas. Information on the prevalence of these common conditions in childhood is not collected centrally.

[121353] Miss Melanie Johnson: The 1998 White Paper "Smoking Kills" set a target to reduce smoking among 11 to 15-year-olds from 13 per cent. in 1996 to 9 per cent. by 2010 with a fall to 11 per cent. by 2005. Among 11 to 15-year-olds, smoking prevalence has remained unchanged since 2000 at ten per cent. and we are on course to meet our target for reducing smoking. Mrs. Calton: To ask the Secretary of State for Health what plans he has to ensure that mainstream programmes and targeted initiatives have (a) a focus on disabled children and young people and (b) targets and indicators monitored as part of Opportunities for All. [96311] Jacqui Smith: All relevant mainstream health and social care programmes give priority to disabled children. In 1999 the Government published national objectives for children's social services, as part of the Quality Protects programme to improve children's services. This included specific objectives around disabled children and young people. To help local authorities achieve these objectives, we have earmarked funding for disabled children of £60 million over three years from the children's services special grant. As part of the development of the children's national service framework, which will set national standards for health and social care, we have prioritised services for disabled children and young people. An external working group has been established to focus on services for disabled children and make recommendations to Ministers on how they could be improved. The three cross Government programmes for children: Sure Start; the Children's Fund; and Connexions all give priority to supporting disabled children and young people. The indicators in "Opportunity for all" are used to monitor progress in relation to the Government's strategy to tackle poverty and social exclusion. They have been selected to capture the multidimensional nature of poverty and to utilise the best available information. The indicators meet certain criteria, one of which is to be outcome focused rather than concentrating of inputs and process. All of the indicators are linked to departmental public service agreement targets, which are reviewed as part of spending review cycles.

Mrs. Calton: To ask the Deputy Prime Minister what plans there are to review housing policy to meet the needs of disabled children. [96313] Mr. McNulty: The Office of the Deputy Prime Minister has already introduced a number of policies which will help to meet the needs of disabled children. On 10 February I announced a substantial increase in next year's budget for Disabled Facilities Grant to £99 million, an increase of £11 million over this year. Jointly with the Department of Health, the Office of the Deputy Prime Minister also issued new draft guidance on how a housing adaptations service for disabled people can be more effectively delivered by local authorities. Under the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 local authorities now have a new discretionary power which will enable financial assistance to be given to help a disabled person purchase another home, where this is more cost- effective than adapting the existing home. The Office of the Deputy Prime Minister also has a target to ensure that by 2010 all houses in the social sector are of a decent standard and to increase the proportion of vulnerable households in the private sector who live in decent housing.`Vulnerable' has been defined to include families with disabled children. Recent changes to building regulations mean that new houses must now be designed to manage more easily the needs of a family which includes a disabled person. The Supporting People programme, which goes live on 1 April 2003, will also help to ensure that the housing related support needs of households with disabled children are appropriately met.

Mrs. Calton: To ask the Chancellor of the Exchequer what plans he has to make an economic analysis of the investment required to ensure that government programmes aimed at lifting children out of poverty reach disabled children. [96314] Dawn Primarolo: The Government's strategy for tackling child poverty-for all children-is set out in the 2001 Pre-Budget Report document "Tackling child poverty: giving every child the best possible start in life". This includes measures to guarantee a decent family income for families with disabled children, and initiatives to ensure these families have access to high- quality public services. In recognition of the fact that families with disabled children need extra help, in April 2002 the disabled child premium was increased by £5 a week on top of the normal uprating, to £35.50. In April 2003, it will rise again by £5 above inflation, to more than £40 a week on top of basic Income Support or tax credits, benefiting around 80,000 children. In addition, the mobility component of Disability Living Allowance was extended to three and four-year-olds in April 2002, providing an extra £39.30 a week to those families. The Government has also introduced a number of measures to improve the level of public service support available to families with disabled children. The Schools Access Initiative programme provides a programme of funding to help mainstream schools provide help to pupils with disabilities. Quality Protects, a five year initiative to improve services and outcomes for children in need, also takes forward projects to support disabled children and their families. And on its introduction by the end of this year the Children's National Service Framework will set general principles and standards for children's services, including services for children with disabilities and special needs.

Mrs. Calton:: To ask the Deputy Prime Minister what plans he has to meet the housing needs of (a) homeless children and (b) families with children living in poor housing. [88540] Mrs. Roche: Homeless children under the age of 16, are the responsibility of social services. Under the homelessness legislation, as amended by the Homelessness (Priority Need for Accommodation) (England) Order 2002 and the Homelessness Act 2002 which both came into force on 31 July 2002, local housing authorities in England must ensure that suitable accommodation is available for children aged 16 or 17 who are homeless through no fault of their own (unless they are a relevant child for the purposes of the Children Act 1989 and the responsibility of social services). In terms of supporting families with children, in March 2002 the Government announced a commitment that by March 2004 local authorities shall ensure that no homeless family with children is in a Bed and Breakfast hotel (B&B) other than in an emergency, and even then for no more than six weeks. High B&B using councils have been required to submit action plans on how they intend to meet this commitment. The Homelessness Directorate is working closely with these and other lower using councils on delivery of these action plans. This has been supported by a £35 million grant programme in 2002-03 together with changes to housing benefit subsidy implemented by the Department for Work and Pensions. For 2003-04 the Homelessness Directorate will allocate up to a further £15 million to help authorities meet the March 2004 B&B commitment. On 3 December, I announced that the Government intends to outlaw the use of B&Bs for homeless families except in an emergency. The Government will be consulting in due course on options for strengthening the homelessness legislation by Order and through statutory guidance to: end the use of privately owned B&B establishments as temporary accommodation for homeless families with children except in emergencies and even then for no more than six weeks; set minimum accommodation fitness and proposed management standards in all temporary accommodation used by local authorities to house homeless households; set additional fitness standards for shared facility (B&B) type privately owned temporary accommodation used by local authorities to house homeless households. The Government has set a target to bring all social housing up to a decent standard and to increase the proportion of private housing occupied by vulnerable groups that is in a decent condition by 2010. The Government has also announced a new house- building programme worth more than £1.2 billion, up £365 million on the current year. The extra funds have been allocated to the Housing Corporation's Approved Development Programme (ADP) and should deliver up to 21,000 affordable homes in 2003-04.
