To ask the Secretary of State for Transport, whether she has considered the potential merits of giving local authorities discretion to permit more than one Section 16A road closure per road each calendar year.
To ask the Secretary of State for Transport, whether she has considered the potential merits of giving local authorities discretion to permit more than one Section 16A road closure per road each calendar year.
Where more than one Section 16A application is made in a calendar year for the same stretch of highway, the Road Traffic Regulation Act 1984 states the Secretary of State must approve the closure.
The Government has set out its intention to publish a White Paper which will consider further devolution of decision-making powers and functions in due course.

I encourage the local authority to get a grip of this issue. Of course, Reform-led councils do not have a great record. It is the party with the most councils that are red-rated on potholes and so on, and I encourage it to take action on this issue.

To ask His Majesty's Government what discussions they have had with National Highways regarding signage at night when diversions on major trunk roads arise from temporary carriageway closures during planned maintenance.
To ask His Majesty's Government what discussions they have had with National Highways regarding signage at night when diversions on major trunk roads arise from temporary carriageway closures during planned maintenance.
The Department maintains appropriate engagement with National Highways (NH), the delegated authority for the operation of the strategic road network, within the framework of the New Roads and Street Works Act 1991 and the Traffic Management Act 2004. National Highways uses signs to ensure safe and suitable movement of traffic around a planned closure. Diversion signs are provided at every decision point along an agreed diversion route. These will usually be temporarily installed metal plate signs which complement diversion symbols on permanent signs to guide traffic. The need for repeater diversion signs is also considered, determined by the risk of drivers deviating from the route.
In the hours of darkness diversion signs are illuminated or reflectorised to help visibility and readability.

The impacts of long‑term road or bridge closures on small businesses vary significantly depending on local circumstances and the mitigation measures put in place. Responsibility for managing and mitigating these impacts sits with local highway authorities, which are best placed to understand local conditions.
The Department for Transport’s Structures Fund will inject cash into repairing run down bridges, decaying flyovers and worn out tunnels across England, mitigating the need for road and bridge closures in the future.

The Department has not made a formal national assessment of the impact of long-term road or bridge closures on small businesses. These impacts vary significantly depending on the scale of works, local travel patterns, and the mitigation measures put in place by the local highway authority. However, we expect highway authorities to plan and coordinate works in line with their duties under the Traffic Management Act 2004 and the Co‑ordination Code of practice including ensuring works are properly coordinated and communicating clearly with affected residents and businesses.
There is no general entitlement to compensation for loss of trade arising from properly executed road or street works. This position has been maintained by successive governments. Limited statutory compensation exists only for gas and water companies under sector specific legislation; there are no equivalent duties for electricity or telecoms. Any discretionary support is a matter for local authorities or utilities.
We continue to encourage authorities and works promoters to maintain clear, proactive engagement with local businesses during extended works, supported by recent regulatory steps to improve coordination and reduce avoidable disruption.

National Highways requires its contractors to inform National Highways’ Regional Operations Centres before closing any part of the SRN to allow appropriate signs, signals, and customer communications to be put in place.
In the financial year 24/25, over 90% of the overnight closures planned by early afternoon went ahead as expected. National Highways’ traffic monitoring systems allows them to verify the status of road closures in real time.

National Highways follows the standards GG903 and GG907 outlined in the Design Manual for Roads and Bridges (DMRB) for diversion routes for unplanned events and planned works and activities.
These standards require NH to coordinate with customers and local traffic authorities and to conduct Customer Audits and annual engagements. National Highways monitor diversion routes for unplanned events through the National Highways operational reporting team.
