My Department has not carried out an assessment on this specific issue.
It is essential that leaseholders understand their rights and responsibilities and are able to access information regarding their leasehold arrangements.
Leaseholders can view high level information on their lease on the title register or request an official copy of their lease from HM Land Registry (HMLR) using form OC2. A dataset of registered leases is also published by HMLR and can be accessed free of charge for personal use. It can be found on gov.uk here.
On 4 July, the government published a consultation on strengthening leaseholder protections over charges and services. It can be found on gov.uk here. For an overview of the proposals set out in the consultation, I refer the hon. Member to the associated Written Ministerial Statement (HCWS780). The consultation closed on 26 September, and we are analysing responses.
On 6 October 2025, the government published a consultation on proposals to improve to the home buying and selling process. It can be found on gov.uk here.
The consultation includes proposals to require sellers and estate agents to provide upfront property information. This might include information relating to leasehold terms, property condition, and purchasing chains.
Under the Digital Markets, Competition and Consumers Act 2024, property listings must already not omit information that the average consumer needs to make an informed transactional decision.

The Private Rented Sector research carried out by Verian forms part of the Department’s wider monitoring and evaluation work in relation to the Renters’ Rights Bill (further details can be found in its Impact Assessment here). Specifically, my Department commissioned Verian to carry out a longitudinal survey of private renters, to help inform, baseline, and monitor the private rented sector reforms. The findings, which will set out the requirement for the work commissioned, will be published in due course, in line with the our research and analysis evaluation strategy which can be found on gov.uk here.
My Department has also commissioned Verian to conduct an evaluation scoping project to ensure effective monitoring and evaluation of the government’s leasehold and commonhold reforms. Again, we will publish the evaluation findings, which will set out the requirements of the work commissioned for the scoping study, in due course, in line with the above evaluation strategy.

Living in or owning an unsafe home without knowing when and how it will be made safe can have significant impact on the lives of residents and leaseholders. That is why we expect developers and owners to sign works contracts and make buildings safe as quickly as reasonably practicable, and to keep residents and leaseholders informed throughout in line with guidance in the Code of Practice for the Remediation of Residential Buildings. As part of the joint plan that we published in December 2024, developers committed to accelerate this work and government committed to support them in overcoming barriers such as disputes between developers and building owners over access license agreements and scope of remedial works.
