Mrs. Calton: To ask the Secretary of State for Work and Pensions (1) on what basis (a) HIV, (b) cancer and (c) multiple sclerosis were included in the draft Disability Discrimination Bill's definitions of disability; and if he will make a statement; [152568] (2) on what basis (a) restricted growth conditions, (b) mental ill health and (c) high functioning autism were excluded from the draft Disability Discrimination Bill's definitions of disability; and if he will make a statement. [152569] Maria Eagle: Anyone with a restricted growth condition, mental ill health or high functioning autism who meets the current definition of disability in the Disability Discrimination Act 1995 is treated as a disabled person for the purposes of the Act and is entitled to protection against disability discrimination. A disabled person is defined in section 1 of the Act as a person who has a physical or mental impairment which has a substantial and long-term effect on their ability to carry out normal day-to-day activities. In the particular case of people with progressive conditions (such as HIV, cancer or multiple sclerosis), the current definition treats them as disabled if their impairment has some effect on their ability to carry out normal day-to-day activities, even if not substantial, provided that it is eventually likely to have that effect. We propose through the definition of disability clause in the draft Disability Discrimination Bill to extend the current definition of disability in the Act for the progressive conditions of HIV infection, cancer and multiple sclerosis to anyone who has that condition whether or not it has an effect on normal day-to-day activities; although there is a power which could be used to exclude cancers which do not require substantial treatment. The provisions relating to HIV infection and cancer follow recommendations by the Disability Rights Task Force. The extension for multiple sclerosis followed consideration of case law. No conditions already covered by the 1995 Act would be excluded by means of the draft Disability Discrimination Bill.

Mrs. Calton: To ask the Secretary of State for Health what funding was available for research into a cure for myeloma in each of the last five years; and if he will make a statement about future funding. [122028] Miss Melanie Johnson: The main Government agency for research into the causes of and treatments for disease is the Medical Research Council (MRC) which receives its funding from the Department of Trade and Industry via the Office for Science and Technology. The MRCs expenditure on research on myeloma is shown in the table. _________________________________________________________________________________________________. Year £ 1998-99 410,000 1999-2000 390,000 2000-01 360,000 2001-02 420,000 2002-03 not available _________________________________________________________________________________________________. The MRC has also supported two major myeloma studies: Myeloma VII and Myeloma VIII. Because the MRC has changed the way in which information is kept about funding of trials, the figures in the table do not include spend on these two studies. The MRC has recently awarded £1 million to the Myeloma IX trial involving 1,600 patients. This trial will evaluate a number of different therapies and modalities of treatment used and being developed for myeloma, to provide information on their impact on response rates, survival and quality of life. The MRC funds a considerable amount of basic underpinning research which is excluded from site- specific figures. As a guide, the MRC spent £75 million on cancer research in 2001-02. In addition, research classified as undertaken in one site may well have implications in another--leukaemia would be a relevant example in the case of myeloma. The Department of Health meets the national health service support costs of research funded by the MRC and research charities. In 2000-01, an estimated £73.2 million was spent on cancer research through research and development allocations to NHS organisations. Management of the research supported by these allocations is devolved and expenditure at project level is not held centrally by the Department.

Mrs. Calton: To ask the Secretary of State for Health what research projects focusing on (a) the link between physical activity and the development of breast cancer, (b) diet and the development of breast cancer and (c) breast cancer prevention his Department is funding; and if he will make a statement. [88716] Ms Blears: The Medical Research Council (MRC), which receives its funding from the Department of Trade and Industry via the Office of Science and Technology, is the main agency through which the Government supports research on the causes and treatments of disease, including all types of cancer. The Department of Health contributes to the strategies and priorities of the MRC by meeting the national health service costs of the MRC's research (and of charity funded research). The Department also directly funds research to support policy development in health and social care, and to support effective practice in the NHS. In terms of directly funded research, the Department's main focus is on interventions to promote healthy living, including diet and physical exercise, and on research on breast cancer screening. For example, the Department is funding research projects with the following titles: A health impact assessment of agricultural policy, using the impact on fruit and vegetable consumption as a case study; Reducing inequalities in health and diet: the impact of a food retail development--a pilot study; Field co-ordination in health promotion linked to the Cochrane Collaboration. The Department also funds a programme of work at the cancer screening evaluation unit, which evaluates the effectiveness of screening. Part of this programme includes work on breast cancer screening. There are plans for an observational individual-based study of the efficacy of the breast screening programme. The Department provides joint funding for the age trial, on the effect on breast cancer mortality of annual screening from age 40. Over 75 per cent. of the Department's total expenditure on all health research, including on cancer, is devolved to NHS organisations and details are not routinely collected centrally. Summary information about this research is available on the national research register, which is on the web at www.doh.gov.uk/ research. The Department is a member of the National Cancer Research Institute (NCRI). The recent NCRI report "Strategic Analysis 2002" analysed most of the directly funded research of Government and charity funders. The analyses revealed relatively low sums spent on cancer prevention, which has prompted the NCRI to set up a strategic planning group to look at this area to see what further research may be possible and what extra resources might be needed to bring this about. The Department will be working in partnership with its Government and charity cancer research funding partners to take this work forward.
