Mr. Whittingdale: To ask the Secretary of State for Environment, Food and Rural Affairs what the estimated cost per farm is of the introduction of integrated pollution prevention and control requirements. [180373] Mr. Morley: The Pollution Prevention and Control (England and Wales) Regulations 2000 (the PPC Regulations), which implement the 1996 EC Directive on Integrated Pollution Prevention and Control (IPPC), apply to large intensive livestock installations with more than 40,000 places for poultry, 2000 places for production pigs, or 750 places for sows. IPPC will ensure that the environmental impacts of these farms are assessed and minimised. New farms must apply for a PPC permit before they can carry out their operations and existing farms must apply for a permit by 31 January 2007. Regulators are required by statute to recover their costs from the operators they regulate. In England and Wales, the Environment Agency has made a particular effort to lower the cost of regulation through the development of an `off the shelf' permit for farmers, provided that they can comply with "Standard Farming Installation Rules". In the period 2004-05, the standard fee for a PPC permit application is 3,024. Once a permit is issued, the Environment Agency will charge an annual subsistence fee to cover the costs incurred in assessing compliance and maintaining the permit. These fees are 2,095 for a standard permit holder or 2,626 for the largest farms (more than 400,000 poultry, 20,000 production pigs, or 7,500 sows). For the purposes of the permit application, some farmers may decide to employ consultants to help them to complete the necessary records, audits and plans. The Standard Farming Rules, which were developed in consultation with industry, are based on "Best Available Techniques" (BAT) that aims to balance the cost to the operator against the benefits to the environment. Some of these techniques may be expensive, particularly for those older farms that have suffered from lack of capital investment in recent years. The changes will be sought through improvement conditions established on a farm-by-farm basis, at timescales agreed between the Environment Agency and the farmer.

Mr. Drew: To ask the Secretary of State for Environment, Food and Rural Affairs if she will make a statement on progress being made on the introduction of new entry level schemes for environmental support. [168792] Mr. Morley: Entry Level Stewardship (ELS) has been developed in response to recommendations made by the Policy Commission on the Future of Farming and Food. The ELS is intended to tackle countrywide environmental problems such as diffuse pollution, loss of biodiversity and landscape character and damage to the historic environment. A pilot scheme has been running in four areas of England since February 2003, and an evaluation of these pilots has confirmed that the scheme is popular with farmers and has the capacity to deliver widespread environmental benefits. Following the success of the pilot, Defra intend to launch Entry Level Stewardship (ELS) as part of a new agri-environment scheme called Environmental Stewardship in early 2005. Proposals for the new scheme have recently been submitted to the European Commission for approval. It is proposed that the ELS should be open to all farmers in England and that they will be paid at a flat rate of 30 per ha in return for carrying out a certain amount of environmental management options across their whole farm. A parallel Organic Entry Level Stewardship (OELS) is proposed, which will have the same design as the standard Entry Level Scheme but would be tailored towards organic farming systems. It is proposed that organic farmers will receive a higher payment rate of 60 per ha, in recognition of the contribution that organic farming systems make towards increases in soil health and fertility, benefits for biodiversity and wider landscape benefits. Entry Level Stewardship and its Organic equivalent will be complemented by Higher Level Stewardship, which is designed to build on the basic Entry Level in order to deliver significant environmental benefits in targeted high priority situations and areas. Further information on Environmental Stewardship will be available once Commission approval has been received. Final details of the new Scheme will be made available immediately prior to the launch in 2005. Application packs will not be available until the launch of the Scheme.

Andrew George: To ask the Secretary of State for Environment, Food and Rural Affairs whether decisions will be made by her Department in respect of applications to grow GM crops in the UK before the final results of the farm scale trials are published. [139154] Mr. Morley: [holding answer 17 November 2003]: The final results for three of the four GM crops tested in the farm scale evaluations (beet, forage maize and spring- sown oilseed rape) were published in October 2003. The results for the other GM crop (autumn-sown oilseed rape) will be published next year. Our statutory expert advisers on GMO releases--the Advisory Committee on Release into the Environment (ACRE)--are considering the results for the first three crops and we expect their advice in December or January. Decisions on whether or not any particular GM crop should be authorised for commercial use in the EU are subject to collective agreement by all EU member states. It is not possible to say precisely when these EU decisions will be taken, but we do not expect any decisions on current applications to cultivate GM crops until well into next year. There are currently 21 applications for proposed commercial GM products being processed across the EU, 12 of which include cultivation of GM crops (no such application has been made in the UK). Of the 12 applications for cultivation, 10 have not yet completed their initial assessment by the member states in which the applications were made; the other two have received favourable initial assessments, and have been forwarded for scrutiny and comment to the European Commission and all other member states. Neither is a GM crop involved in the farm scale evaluations and in both cases the UK has objected to the applications on the grounds that the applicants have not yet supplied sufficient information for us to make an adequate risk assessment of the likely effects of the GM crops in question on the environment. The GM forage maize in the farm scale evaluation trials (Bayer T25) already has a consent under EU GM safety legislation for commercial cultivation throughout Europe. This was granted in 1998. Based on the FSE results, the UK will reach a view on whether this consent should be maintained, altered or revoked. Other member states will also need to consider this.
