Chris Loder (West Dorset) (Con):

I welcome the Government’s significant funding increase for two-year-olds’ pre-schooling in 2023, but the illustrative 2024-25 Department for Education funding to Dorset Council for two-year-olds’ pre-schooling looks to be a net 17p per hour less than it is today, and that is giving West Dorset preschools some nervousness about their sustainability. Will my right hon. Friend support me to ensure that educational funding formulas will take into account the challenges of rural living and allow excellent preschools to—

In the absence of any Ofsted oversight or regulation of multi-academy trusts, will my right hon. Friend tell me what mechanism is in place for a school to escalate concerns over the pooling of pupil grant funding, especially in a situation where a multi-academy trust gives a school considerably less money than the Education and Skills Funding Agency allowance for that school?

The Dorset BSIP has returned no investment to rural Dorset. In the light of that, will the Minister consider giving Dorset Council the power to run its own services? Will she also consider enabling journeys using concessionary bus passes to attract the full commercial value of that journey to the operator?

What is my right hon. Friend doing to give the Groceries Code Adjudicator some more teeth to make sure that supermarkets do not inappropriately take advantage of the difficulties that we see with food prices? As he will well know, a lot of farmers face great pressure from supermarkets, and some would argue that they actually control the prices that farmers get when that is not really how it should be.

Dorset police is at the bottom of the funding league table for police forces, coming 40th out of 41 forces, and we continue to battle issues of rural crime, including county lines drug gangs. Will my right hon. Friend commit to ensuring that Dorset gets its fair share, so that we can get more police officers—I particularly want to see the rural crime police team doubled, and I know those aspirations are shared by our police and crime commissioner?

Good afternoon from West Dorset, Mr Speaker. Dorset Council has done a huge amount of effective work to protect vulnerable people by tackling domestic violence, and there is no doubt in my mind that the extra funding given by my right hon. Friend’s Department will help substantially. However, this funding is ring-fenced for reactive responses to domestic violence. Can I ask my right hon. Friend to look at providing non-ringfenced funding for new burdens under the Domestic Abuse Act 2021, so that Dorset Council can continue its vital work in preventing domestic abuse, not just reacting to it when it happens?

With the Government’s integrated review due to be published imminently, potential investment in programmes such as Tempest would clearly align with the Government’s agenda for skills, development and social value. The defence sector employs unique, high-end design and manufacturing capabilities across the UK, with significant export potential, so how will constituents benefit from this?
