The Government is switching £400 million of grant funding set aside for future international climate finance projects into loans, which could include projects such as the Tropical Forests Forever Facility. This provides more flexible ways to meet the Government’s international climate objectives.

The terms of any loan including the currency denomination and the treatment of any associated exchange rate risk, will depend on the final design of individual investments and will be considered in line with normal value for money and Official Development Assistance requirements.

Early Construction Funding (ECF) is a regulatory mechanism established by Ofgem which allows network companies to access a limited proportion of approved project funding before all statutory consents have been secured. Under Ofgem's Accelerated Strategic Transmission Investment (ASTI) guidance, the normal limit for ECF is 20 per cent of project licence costs, although higher levels may be considered by Ofgem in exceptional circumstances. Decisions on the award of ECF are a matter for Ofgem as the independent energy regulator.

The Government has not provided any direct grants, subsidies or other public funding to the Quadrature Climate Foundation. The Foundation is an independent charitable organisation.

DESNZ uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. No existing ICF programmes, including the REDD+ Early Movers programme in Colombia, have been switched from grants to loans linked with the recent announcement of £2 bus fares.

We have appointed an independent panel of experts, led by education and health co-chairs, to advise on what approaches, strategies, and tools should be included in the National Inclusion Standards and Specialist Provision Packages.

The Standards will set out the provision that ordinarily should be in every setting across the 0 to 25 system. This is in addition to the evidence-based tools, strategies and approaches for educators to support children and young people with special educational needs and disabilities.

Specialist Provision Packages describe the support available for children and young people with the most complex needs. These measures are designed to create a consistent, high-quality offer, wherever they live, thereby ending the post code lottery of support.

We will develop a national cost framework for these packages, and we expect to engage with stakeholders and consult on any new funding arrangements in due course.

The Highways (Financing) Bill will be brought forward when Parliamentary time allows. This House will have full opportunity to scrutinise this legislation in the usual way at that time. The Bill will be concerned with a new financing model for our largest road projects, not with utilities more generally.

The Spending Review 2025 set MHCLG’s departmental budgets until 2028-29 for resource spending and 2029-30 for capital investment. No additional funding has been allocated to MHCLG beyond that settlement for this announcement. We have already provided record levels of funding to tackle homelessness and rough sleeping. The £340 million is from within existing MHCLG budgets that had not yet been committed to specific spending plans. This means that the announcement does not require the reprofiling or reprioritisation of programmes already underway. The profile of the £340 million will be finalised in due course.

The Government is committed to delivering the biggest increase in social and affordable housing in a generation, and we have already taken decisive action to support councils to play their part in achieving this ambition, including launching our £39bn Social and Affordable Homes Programme, providing long-term certainty via our ten-year social housing rent policy, and Right to Buy reform. The new Prime Minister has also pledged to deliver the biggest council housebuilding programme since the post-war period. We will set out details on how we intend to achieve this in due course.

The Hamburg Declaration of Energy Ministers, signed at the Third North Sea Summit on 26 January 2026, together with its annexes, including the Action Plan and the Offshore Financing Framework, is non-binding and does not create rights or obligations under national or international law. It therefore cannot give rise to justiciable disputes between the parties.

The department has published the ‘Every Child Achieving and Thriving’ Schools White Paper, alongside a special educational needs and disabilities (SEND) consultation, which set out our plans for reform, including those relating to funding. We have also published additional information on SEND Reform for those leading and working in mainstream schools, and a summary of what the SEND reforms mean for specialist provision, including special schools, which are available on GOV.UK.

In taking forward these plans, our aim is both to establish a fair mainstream school funding system that directs funding to where it is needed, enabling improved support for children with SEND, and to create a fair, transparent system that gives specialist schools stable, predictable funding to deliver high-quality education and integrated support for children with the most complex needs. We will consult on proposals for specific funding changes as these plans are further developed.

The government has not made any assessment of the financial sustainability of the private school sector. It is for private schools, as private businesses, to ensure their businesses remain viable.

Local Authorities and Regional Adoption Agencies are responsible for submitting applications. The financial value of all applications submitted to the Adoption and Special Guardianship Support Fund were below the £3,000 fair access limit. The department regularly reviews the costs per hour of therapy, and the number of hours of therapy per application. Local authorities and regional adoption agencies can top-up funding using their own resources.

The department is currently considering responses to its consultation on the future of Adoption Support, including the long-term effects of any changes made to adoption support.

Domestic Abuse Protection Orders (DAPOs) can impose positive requirements on perpetrators, where appropriate, to address the underlying causes of abusive behaviour and better protect victims. These requirements may include attendance on behaviour change programmes which are funded locally or by the Home Office, substance misuse or mental health interventions which are funded by DHSC.

DAPOs are currently being piloted in selected areas of England and Wales. There is an ongoing independent evaluation of the pilot, which will aim to assess the process, impact and value for money. This includes consideration of how positive requirements are being used in practice. The independent evaluation is expected to be completed by the end of 2026.

We recognise that provision of perpetrator interventions varies across England and Wales and that access to services is not currently consistent in every area. As set out in the VAWG Strategy, the Government has committed to work to establish a more consistent and comprehensive offer of perpetrator interventions across England and Wales. To support this ambition, the Home Office has launched a £74.5 million Domestic Abuse and Stalking Perpetrator Intervention Fund, providing funding until 31 March 2029.

The Government has set out its assessment on numerous occasions, including in the Explanatory Memorandum that accompanied the Diego Garcia Treaty. Maintaining long-term operational control of the Diego Garcia base is the entire basis for the UK-Mauritius Treaty.

The Children's Investment Fund Foundation (CIFF) is a valued partner of the Foreign, Commonwealth and Development Office (FCDO). FCDO Ministers and officials routinely hold meetings with counterparts to discuss shared priorities such as global health, education, climate change, and women and girls. Our engagement with the CIFF includes co-hosting the Global Partnerships Conference in May 2026, alongside South Africa and British International Investment, and a range of co-funded initiatives. For example, the CIFF is working with the FCDO's Women's Integrated Sexual Health Dividend programme in West and Central Africa by providing over $150 million in parallel funding through the 'Challenge Fund'.

The Office for Budget Responsibility (OBR) is the Government's official forecaster responsible for assessing the UK economic and fiscal outlook. Its annual publication the Fiscal Risks and Sustainability (FRS) report incorporates biennial long-term projections

The OBR has noted that demographic change can affect future spending and revenues, including the pressures that demographic changes create on state pension spending

The Government keeps these issues under review as part of its wider consideration of the public finances. In July 2025, the Government announced the launch of the Third State Pension age review to consider whether the rules around pensionable age are appropriate, based on the latest life expectancy data and other evidence. The review is ongoing.
