To ask the Secretary of State for Energy Security and Net Zero, if he will work with the Northern Ireland Executive to ensure that low-carbon and sustainable heating technologies other than heat pumps are included within the final capital support framework for the proposed Warm Homes Plan.
The Department is committed to working collaboratively with the Northern Ireland Executive on the delivery of the Warm Homes Plan (WHP), recognising the distinct housing stock and energy needs across the UK. The WHP supports a range of low‑carbon heating solutions beyond hydronic heat pumps including heat networks, biomass boilers, air-to-air heat pumps, and heat batteries to ensure the upgrades are right for the context of the household. We will continue to keep under review the range of technologies that are supported by the WHP schemes.

The Government provides grant support for low‑income households worth £4.4 billion up to 2030 through the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund, funding measures such as insulation, heat pumps, solar, and batteries.
The Boiler Upgrade Scheme (BUS) is a universal grant offer of up to £7.500 for low carbon heating such as heat pumps, with a recent uplift to up to £9,000 for properties heated by oil or LPG in response to the Middle East situation.
We’ve also committed to offering new low-interest loans backed by an initial £2 billion of Government support, raising minimum standards in the rented sectors to ‘C’, and implementing the new Future Homes Standard to ensure new-build homes are fitted with solar, heat pumps, and high levels of insulation as standard.
These policies are part of the Government’s wider £15 billion Warm Homes Plan, which represents the biggest public investment in home upgrades in British history.

To provide additional support for off-gas-grid households the Boiler Upgrade Scheme will begin to provide grants of £9,000 for hydronic heat pumps replacing oil or LPG boilers in off-grid homes from 21 July, in addition to the £7,500 grants that are available for most homeowners.
The Government believes most off-grid homes are suitable to install hydronic heat pumps. To provide additional consumer choice the scheme also offers grants of £5,000 for biomass boilers in rural homes, and will begin to provide grants of £2,500 for air-to-air heat pumps and heat batteries once appropriate product and installation standards are in place.

Decarbonising heating in Scotland is largely devolved, allowing the Scottish Government to set its own policies and support schemes. Scottish households can access support through the Home Energy Scotland Grant and Loan scheme, including grants to replace old electric heaters with high heat retention storage heaters.
The Department has also consulted on alternative clean heating solutions, such as thermal energy storage, for properties across the UK that are unsuitable for heat pumps or heat networks. This sought evidence on costs and barriers to uptake. We are now considering responses and will publish our findings in due course.

The Department recently consulted on the role of alternative clean heating solutions for properties that may not be suitable for heat pumps or cannot connect to heat networks. Through this consultation, we sought evidence on the costs and barriers to uptake of alternative low‑carbon technologies. We are now considering responses and will publish our response in due course. For Scotland, this responsibility lies with the Scottish Government.

The Government recognises that leasehold ownership can create additional complexity, as many must secure consent from freeholders before installations can proceed. The Warm Homes Plan committed to working with relevant organisations on how to remove barriers to low carbon heating installations in leasehold properties.
Announced on 21 April, the Government will consult this summer on expanding permitted development rights to make heat pump installation easier, including amending siting restrictions and seeking views on enabling more installations in flats.
The Warm Homes: Local Grant and Boiler Upgrade Scheme provide funding to support property owners, including leaseholders, to transition to low‑carbon heating.

The Government’s Warm Homes Plan includes £5 billion targeted investment for home upgrades for low-income and fuel poor households. As part of this offer, from 2027/28 the Government intends to integrate the Warm Homes: Social Housing Fund and Warm Homes: Local Grant into a single low-income capital scheme, which will shift toward area-based delivery. The Government will say more about the evolution of our low-income schemes this Spring, including the scope of funded technologies.
In addition to any forthcoming funding from these schemes the Government is investing £1.1bn in low-carbon heat networks over this Parliament, and accelerating their rollout through Heat Network Zoning. We have also taken action to strengthen consumer protection through appointing Ofgem as the Heat Network regulator.

The Government’s Warm Homes Plan includes £5 billion targeted investment for home upgrades for low-income and fuel poor households. This will initially be delivered via the Warm Homes: Social Housing Fund (WH:SHF) and the Warm Homes: Local Grant (WH:LG), which support social housing tenants and low-income homeowners respectively. The WH:SHF has been allocated up to an extra £295 million for 2026/27, in addition to the £1.3billion previously committed. £500 million has been allocated for the WH:LG.
From 2027/28 onwards the Government intends to integrate these schemes into a single low-income capital scheme, shifting towards area-based delivery. The Government will say more about the evolution of our low-income schemes in Spring 2026.
