There is a range of test and evaluation activity planned across Project CORVUS, Project NYX, Uncrewed Ground Vehicle development activities and other Army uncrewed and autonomous capability programmes. However, costs specific to test and evaluation are not accounted for separately from wider programme and operating costs.

Autonomous capability is at the forefront of Uncrewed Systems development across air, land, maritime and sub-surface domains. Ministry of Defence will optimise use of the Test, Trials, Training & Evaluation partnership with QinetiQ backed by a £1.54 billion contract extension from 2025 to 2030 which is running in parallel to the Test & Evaluation Transformation Programme. Greater use will be made of innovative high-fidelity synthetic testing from 2029.
The DroneTEX investment project has £234 million committed, with the Defence Investment Plan committing £310 million to further develop the Uncrewed Systems Centre, autonomy testing infrastructure and fund personnel to deliver world class validation of autonomy capabilities.

The Government is supporting the development, validation and uptake of New Approach Methodologies through the Replacing Animals in Science strategy, backed by £75 million of funding to accelerate alternatives and innovation. This includes multi‑year funding secured through the Spending Review to provide stability for key programmes. UK Research and Innovation invests in a broad portfolio of research that underpins alternative methods, including for testing and safety assessment. As this research is often categorised as basic research, it is not always possible to disaggregate funding specifically for New Approach Methodologies. The Department will continue to support investment through delivery of the strategy and future funding decisions.

In 2025/26, we are investing £30 million of new funding for enforcement agencies, including Trading Standards, Border Force, and HM Revenue and Customs, to tackle the illicit and underage sale of tobacco and vapes and help enforce the law. As part of this, the Government is investing £10 million of new funding in 2025/26 in Trading Standards. This funding is being used to boost the Trading Standards workforce by hiring 94 new apprentices across England. This will build a workforce tailored to our requirements and increase Trading Standards’ capacity to enforce the new measures in the Tobacco and Vapes Bill.
Once established, the new product registration system will support enforcement agencies, giving Trading Standards better information to help them remove non-compliant products from the shelves quickly and efficiently. This will also give retailers greater confidence that the products they stock and sell are lawful.
We launched a call for evidence in October 2025 which sought further detail on the existing product notification schemes and where registration could go further than current requirements, including testing requirements and fees. The call for evidence closed on 3 December 2025, and we are in the process of analysing the responses. We will consult on policy proposals based on the evidence provided in due course.

To ask the Secretary of State for Defence, with reference to page 72 of the Defence Industrial Strategy: Making Defence an Engine for Growth, published on 8 September 2025, CP 1388, how much funding his Department plans to provide for more mobile test technologies.
As set out in the Defence Industrial Strategy, investing in mobile test technologies has the potential to accelerate innovation, particularly amongst smaller companies for whom geographically remote and highly capable test ranges may be prohibitively expensive. The same technology will also help Defence undertake more testing in the field, under operationally representative conditions, contributing towards the industrial, innovation and warfighting readiness ambitions in the Strategic Defence Review.
Mobile testing is one aspect of the Department’s Test and Evaluation Transformation programme, which is forecast to spend over £1 million on mobile test technologies this year. The scale of future funding is dependent on the outcome of the Defence Investment Plan.

The Animal and Plant Health Agency (APHA) avian influenza national reference laboratory carries out year-round surveillance for highly pathogenic avian influenza (HPAI) in dead wild birds and influenza of avian origin in wild mammals. Including surveillance in marine mammals in coordination with APHA’s Diseases of Wildlife Scheme (DoWS) and the UK Cetacean Stranding Investigation Programme. The results of which can be viewed on APHA’s interactive map and data dashboard. The thresholds for collection for wild birds for HPAI surveillance and case definition for influenza of avian origin in mammals are regularly reviewed, together with the need for additional targeted surveillance at discrete locations or in specific populations, including coastal locations to align with the sensitivity of surveillance required.

The Government funds the cost of routine bovine tuberculosis (bTB) testing through contracts with veterinary delivery partners.
The Government also pays compensation for cattle compulsorily slaughtered to control the spread of bTB.

The National Health Service is a residency-based system, which means that people who do not live here on a lawful, settled basis must contribute to the cost of their care. However, some of the most vulnerable people arriving in the United Kingdom, including refugees and asylum seekers, do not pay for NHS treatment.
Asylum seekers who are receiving support from the Home Office under section 95 of the Immigration and Asylum Act 1999 will automatically receive a HC2 certificate for full help with health costs. From the data available it is not possible to determine the total number, or cost of, sight tests or optical vouchers provided to asylum seekers, as eligibility to NHS services and to free means-tested services is not based on immigration status. Immigration status is therefore not recorded when services are provided.
Asylum seekers are entitled to free new glasses or contact lenses in the same way as other residents meeting the means-test criteria. Further information is available at the following link:
