My Lords, the key difference is that GP fund-holding allowed people to keep the surpluses they engineered for their own purposes. My Lords, we have of course ring-fenced the money for dental service changes. The current PCTs are making a good job of commissioning services where there is a need, and this will continue under the new arrangements.
