My Lords, as someone who watches most proceedings in the House, albeit remotely, I personally pay tribute to the noble Lord, Lord Shipley, as he leaves the House, for his great service—and I mean great service—particularly in the handling of legislation. He will be surprised to know how often I...

My Lords, I agree strongly with the right reverend Prelate on community participation being fundamental to democracy.

My Lords, the Companion to our proceedings nowadays discourages Back-Bench Members from paying tribute to valedictory and maiden speakers and as a Deputy Speaker I feel obliged to follow the rules, albeit somewhat reluctantly, so I will simply thank my noble friend Lord Shipley for everything that he has done...

My Lords, this has been a welcome and wide-ranging debate, which has enabled many different interpretations of a general debate about local government and electoral reform. The health of our local governance structures is vital to our health of our democracy; the two are inextricably entwined. That is why this...

The English Devolution and Community Empowerment Act 2026 enables mayors to appoint commissioners to support delivery within areas of competence set out in the Act. These appointments are discretionary and mayors are not required to appoint commissioners in relation to any specific issue or geography.
The Act includes rural affairs and coastal communities as an area of competence. Where a mayor considers it appropriate, they may appoint a commissioner whose work relates to that area and provide them with a locally appropriate brief reflecting the needs and priorities of their communities. The Government has no plans to require the appointment of commissioners in authorities that meet a specified rural population threshold.
To ask the Secretary of State for Housing, Communities and Local Government, pursuant to the answer of 14 July 2026, to Question 14926, on MHCLG: Public Expenditure, if she will publish a table showing the revised CLG and LG CDEL allocations in each year of the spending review.
To ask the Secretary of State for Housing, Communities and Local Government, pursuant to the answer of 14 July 2026, to Question 14926, on MHCLG: Public Expenditure, if she will publish a table showing the revised CLG and LG CDEL allocations in each year of the spending review.
As set out in the answer of 14 July 2026 to Question 14926, departments have been asked to contribute 1p in every £1 of their capital budgets to fund this Government’s Defence Investment Plan.
Revisions to departmental capital budgets will be reported to Parliament through the usual estimates process.
The Local Government DEL budget does not include capital expenditure and therefore no Local Government CDEL allocation is held.
