The Ministry of Defence takes the medical treatment of its Armed Forces very seriously, and the care we provide is intended to encompass the whole course of their treatment, from the point of injury to eventual discharge from medical care. Mobilised reservists are entitled to receive the same treatment as regular personnel. Appropriate medical support is provided in-theatre when personnel are on deployment, and a range of establishments in the UK are able to offer further specialised treatment as required. As well as the Royal Centre for Defence Medicine (RCDM) within the University Hospital Birmingham Foundation Trust (UHBFT) at Selly Oak, there are a further six Ministry of Defence Hospital Units (MDHUs) located within NHS hospitals across the country, enabling military patients there to obtain the high standards of treatment available in the NHS hospital, and allowing the Defence Medical Services to take advantage of NHS expertise. We also have 15 Regional Rehabilitation Units (RRUs) in the UK and Germany to provide assessment and treatment of musculo-skeletal disorders. Patients are referred from unit medical facilities where the simpler injuries would be diagnosed and treated. A Multidisciplinary Injury Assessment Clinic (MIAC) team within each RRU is responsible for providing an assessment and diagnostic service. The MIAC has rapid access to MRI (Magnetic Resonance Imaging) scanning or other imaging if required. It then determines the most appropriate rehabilitation plan for the patient. This includes rapid access to orthopaedic surgery when clinically indicated, with every patient having a post-operative rehabilitation plan before surgery. Where appropriate, personnel may be referred for further treatment to the Defence Medical Rehabilitation Centre (DMRC) at Headley Court, which provides high-quality medical care, rehabilitation, prosthetics and adaptations for service personnel. The MoD is also committed to providing appropriate healthcare to those servicemen and women suffering from mental health problems. This is based on a community-based approach so as to ensure that personnel have better, more timely and more convenient access to mental healthcare. To meet this commitment we have 15 Defence Community Mental Health teams across the UK, plus other satellite centres overseas. In-patient care, if required, is provided by the Priory Group. In addition to this, while personnel are in theatre, we provide appropriate levels of support from trained mental health staff either based in the UK or in theatre. The MoD is also working on a number of further initiatives, relating for example to the prevention and management of problems arising from operational stress and to the need to address issues of stigma and discrimination. We have work in hand to ensure that those leaving the services can recognise the signs of stress and know where to go for help. The MoD also has the discretion to meet the costs of treatment related to injuries of illnesses for which a war pension is paid, but not where that treatment is provided free under the UK legislation, such as through the NHS. In 2004–05, the charity Combat Stress received £2.8 million in respect of such treatment. Although I cannot comment on the individual case of Corporal Corrigan for reasons of medical confidentiality, I can confirm that his claims about the circumstances surrounding his treatment have been the subject of full investigations, and the MoD continues to be in regular contact with him, to ensure that he receives the full benefits to which he is entitled.

Medical support to any deployed operation is absolutely vital, and British forces in the Gulf have access to a wide range of high quality medical care, the majority of which is provided by UK Defence Medical Services.Specifically, there are three levels of Medical Treatment Facility (MTF) available to the British forces in the Gulf. These are:Role 1—Primary health care, specialised first aid, triage, resuscitation and stabilisation.In addition to the organic role 1 facilities within the deployed elements, there is also a facility at Basra air station with additional strategic, tactical and immediate response teams components deployed.Health care providers also give basic occupational medicine and preventative medical advice including:"primary dental care;""basic laboratory testing;""initial stress management."Role 2—Reception and triage of casualties, and resuscitation and treatment of shock to a higher level than role 1 MTFs.May include damage control surgery and a short term holding facility for casualties until they can be returned to duty or evacuated. Can be enhanced to include primary surgery (PS), intensive care unit (ICU), and medium and low dependency nursing care beds (MLDs). May also cover:"preventative medicine; operational stress management, psychiatry or psychology;""diagnostic imaging and tele-medicine;""patient evacuation co-ordination;""GeneralMedicine;""Genito-urinary medicine."There are role 2 facilities at Al Amarah and Al Muthanna; the latter has Australian medical personnel supporting UK personnel.Role 3—Deployed hospitalisation and associated support elements including PS, ICU, MLDs, diagnostic support and mission tailored clinical specialities for emergency medical care.The holding capacity allows for beds for the sick and injured, diagnosis and treatment of patients who may return to duty within the Joint Operations Area (JOA), within the constraints of the Theatre Holding Policy. Role 3 facilities reinforce those of roles 2 and control or give ready-access to Medical Evacuation (MEDEVAC) assets. These may include:"Specialist surgery (neuro-surgery, maxillo-facial, burns);""Advanced and specialist diagnostic capabilities to support clinical specialists (CT scan, arthroscopy, sophisticated laboratory tests);""Major medical, nursing specialities (internal medicine, neurology, intensive care, ophthalmology);""Primary dental care."The MOD has a role 3 field hospital at Shaibah logistics base, which is currently supported by a Czech surgical team. This has the additional capability of a theatre dental team, a mental health team, two aeromedical evacuation liaison officers (AELO), and a detachment of 84 Medical Supply Squadron.Other deployed facilities include:"Environmental health technicians, deployed throughout the area of responsibility;""AELO/primary health care nurse based in Baghdad;""Medical admin primary health care/aeromed evacuation co-ord in Muharraq and Seeb;""Primary health care nurse/AELO in Al Udeid."Other troop contributing nations provide facilities which, if necessary, our troops can access. Similarly, other nations can access our facilities.

Tim Loughton: To ask the Secretary of State for Defence (1) what the standard procedure for (a) de- briefing and (b) recovery from trauma for British soldiers returning from Iraq is; [183180] (2) whether all British soldiers returning from Iraq are assessed for mental health problems; and how long after arrival back in the UK mental health assessments take place; [183181] (3) what provisions are in place to address the mental health needs of soldiers who have been to Iraq. [183193] Mr. Caplin: Service personnel, both Regular and Reservist, returning from current operations in the Gulf undergo a two-three day period of `normalisation'. During this period, they receive a post-deployment briefing package. This package includes two leaflets and a presentation, covering post traumatic stress reactions, and the problems that may be encountered on returning home to families and friends. Personnel also receive guidance on who to consult (including their commanders, padres, social workers or medical officers) if they experience post traumatic problems. Commanders also receive training on how to identify signs that an individual may be experiencing problems in order that they can encourage them to seek help. There is no mandatory mental health assessment for Service personnel returning from current operations in the Gulf, it is considered that the detection of mental health problems is not best served by a standardised `one size fits all' assessment process as such conditions can manifest over a period of time and affect individuals in different ways. Therefore, an enforced assessment could, in the longer term, be potentially counter productive. Mental health assessments and any treatment required is carried out according to individual needs.
