That this House deplores in the strongest possible terms the unfounded and insulting criticism of Sir David King, the Government's Chief Scientist, by Myron Ebell, an adviser to US President George W. Bush, on climate change; notes that Mr Ebell is Director of Global Warming and International Environment Policy at the Competitive Enterprise Institute in Washington, an organisation funded by, amongst others, Exxon Mobil and the American Petroleum Institute; fervently hopes that Mr Ebell's comments do not represent official US policy; congratulates Sir David King on the work he has done to raise the issue of global warming both at home and abroad; believes that the planet cannot afford another four years of inaction and denial from the US Administration; and calls on the Prime Minister and Foreign Secretary to do everything possible to get President Bush to accept the need to take climate change seriously and ensure the US plays its part internationally in reducing greenhouse gas emissions.

That this House condemns the decision of the Government, announced first to journalists and pressure groups and only subsequently to the House, and then in a written rather than oral statement to apply to the European Union to increase by almost three per cent. the UK's permitted carbon emissions under the EU Emissions Trading Scheme; sympathises with the Environment Secretary whose wishes to hold the line were overruled by the Prime Minister; notes that the only interventions by the Prime Minister on environmental matters, notwithstanding the promise held out by his speeches, are when he seeks to weaken environmental protection; and suggests that he will find it difficult to achieve his stated aim of persuading other countries in the EU and G8 to take the fight against climate change seriously if he fails to do so himself.

That this House is disappointed by the residential energy efficiency aim set by the Government to achieve 4.2 megatonnes of carbon (MtC) savings by 2010 rather than the 5 MtC savings by 2010 envisaged by the Energy White Paper, particularly as 338 honourable Members have supported the 5 MtC figure by signing EDM 96, and because the lower figure will make it more difficult to achieve fuel poverty targets and environmental targets for the reduction of carbon dioxide emissions; and therefore calls upon the Government to implement urgently those measures already identified in the Energy Efficiency Implementation Plan and to consider introducing additional measures in this year's Comprehensive Spending Review.

That this House notes that hydrofluorocarbon chemicals used in refrigeration and air-conditioning have on average 2,274 times the global warming potential of carbon dioxide; recalls the statement, firstly, in the UK Climate Change Programme that 'HFCs are not sustainable in the long term', and secondly by the Deputy Prime Minister, the Right honourable Member for Hull East on 9th March 2000, that the UK's plan for implementing the Kyoto Protocol included 'a clear signal to industry that HFCs have no long-term future'; therefore expresses concern that in its 'Regulation on Certain Fluorinated Greenhouse Gases', the European Commission is in danger of missing the opportunity to accelerate the replacement of HFCs by alternatives; questions both the Commission's and the UK Government's reliance on a policy of HFC leakage containment; therefore welcomes the publication by Atlantic Consulting on 26th February of the report 'HFC Containment Has Already Failed', which 'calls into question the use of containment as a policy tool for controlling HFC emissions'; and calls on the Government to act in accordance with its past commitments and the present evidence to safeguard the planet's future.

That this House recognises that in keeping with environmental objectives, the Large Combustion Plant Directive will be operative from 2008; and calls on DEFRA to advise the European Commission that it has chosen to adopt the Emission Limit Value approach so that individual power stations are liable for reducing sulphur dioxide, most probably by fitting flue gas desulphurisation equipment, rather than the National Emission Reduction Plan option, because the latter will encourage the power generators to import low sulphur coal instead of using indigenous coal and thereby threaten 15,000 UK coal mining related jobs.

That this House notes that within the United Kingdom domestic electricity consumption accounts for 33 per cent. of total electricity consumption, 69 per cent. of which is used to power lights and appliances; further notes that domestic electricity consumption is responsible for nine per cent. of total UK carbon emissions and that under the Kyoto Protocol the UK has to reduce its carbon emissions by 12.5 per cent. on 1990 levels; recognises the role domestic energy efficiency can play in achieving this target; and urges Her Majestry's Government to work with its EU partners to improve energy standards for household appliances, electrical goods and lighting via a mixture of policy instruments including mandatory energy labelling, minimum energy performance standards and voluntary agreements, with incentive schemes in favour of the most efficient appliances, together with disincentives for inefficient appliances to ensure the rapid market penetration of energy-efficient equipment; and calls on the Government to introduce escalating standards of energy efficiency beyond the current A-rating on the EU Energy Label, with energy standards extended to all household appliances and electrical goods.
