Under UK law, Personal Protective Equipment (PPE) manufacturers and importers are responsible for the compliance of PPE placed on the market. As an intelligence-led and risk-based national regulator, the Office for Product Safety and Standards (OPSS) prioritises its regulatory activity, which includes product testing, border targeting, market surveillance, enforcement and advice, to best tackle non-compliance and protect consumers. Numbers of notifications to OPSS and published product safety alerts and reports for non-compliant PPE since 2021 are:

During targeted PPE testing conducted by OPSS between October 2021 and September 2022, 276 out of 315 products did not meet regulatory requirements.

To ask the Secretary of State for Defence, whether Initial Operating Capability for the AJAX armoured fighting vehicle can be declared while operators are required to wear protective headwear due to the functionality of the vehicle.
To ask the Secretary of State for Defence, whether Initial Operating Capability for the AJAX armoured fighting vehicle can be declared while operators are required to wear protective headwear due to the functionality of the vehicle.
Initial Operating Capability (IOC) equates to the delivery of the first 25 Capability Drop 1 Ajax vehicles, (8 ARES, 2 ATLAS, 3 APOLLO and 12 AJAX), and their associated support, training and infrastructure packages and is designed to enable vehicle familiarisation, initial training and experimentation, including static firing. Further system integration and fire on the move capability is planned to be cleared next as part of the operationally deployable Capability Drop 3 level.
As I have said previously to the House, we will not accept a vehicle that falls short of our requirements, and will not declare IOC without establishing a path to resolution on the noise and vibration issues.
The sequential steps for the demonstration phase for AJAX mean that capability will be enhanced by a series of capability drops. Capability drop 3 vehicles will enable the AJAX to be deployed on Operations. The final capability drop (4) will deliver the final vehicles and enable Full Operating Capability to be declared.

We are currently trialling a number of headset options with our industry partner to find the most appropriate solution. Due to commercial sensitivities it would not be appropriate to provide further details at this stage.

All personal protective equipment (PPE) must undergo vigorous checks to ensure they meet the safety and quality required, as per the published technical specification for PPE on GOV.UK. By December 2020, we had established a four-month stockpile of all COVID-19 critical PPE. We are confident that we have secured enough supply for this winter period and that we have the processes and logistics in place to distribute PPE to where it is needed.
The recommendations on what PPE is required in which settings, is set out in the ‘COVID-19 Infection Prevention and Control’ (IPC) guidance, which was last updated on 21 January 2021. This guidance does not include the use of FFP1 masks and these are not distributed by the Department. These recommendations are agreed by an expert group of clinicians and scientists from across all four nations of the United Kingdom. They are consistent with World Health Organization guidance, are based on the latest clinical evidence and are kept under constant review.
