The Government is working to finalise its response and will publish it as soon as possible.

Any expansion at Heathrow Airport, would be privately financed, including any required surface access improvements. The draft Heathrow Expansion National Policy Statement requires any promoter of expansion to meet the full cost of associated works to the strategic and local road network and to develop a surface access strategy setting out how transport improvements, including any rail schemes needed to support the required mode share targets, will be funded.

The department is responsible for a large number of road and rail projects. The most recent project lists have been published by the National Infrastructure and Service Transformation Authority (NISTA) in the March 2026 Infrastructure Pipeline. This includes all road and rail projects with a whole life cost above £25m and provides a description of the project and its location.
NISTA also publishes an Annual Report, which provides more detailed information for a smaller subset of projects. The latest version, published in July 2025, covered five road schemes and ten rail schemes. Compared to the Infrastructure Pipeline, the dataset is more granular, including information on cost, schedule and expected benefits, alongside narrative commentary on current status, including delivery confidence assessments. A new iteration of this dataset is expected to be published shortly.
In addition to this pipeline, Network Rail continues to regularly update and publish its Enhancements Delivery Plan each quarter, providing visibility on rail schemes already in delivery.

The Government does not maintain, and does not plan to publish, a single consolidated list of all applicable legislative and statutory requirements. Doing so would be disproportionate and would duplicate information already available through legislation.gov.uk.

Government is aware of the importance of efficient road and rail connections to enable ports to be effective gateways for trade and handle increasing volumes of freight. The Government is delivering major projects to provide a step change in port connectivity, with the Lower Thames Crossing in the South and Trans Pennine Route Upgrade in the North. In March 2026, the Government announced over £27 billion of investment in the Strategic Road Network through the third Road Investment Strategy, which includes a new performance metric for National Highways to reduce delays on gateway routes. In addition, Great British Railways will work to improve rail access with an overall target of a 75% increase in rail freight moved by 2050.

The Government is aware of capacity constraints on the transport infrastructure connecting ports in the Thames region and is working to improve them. This includes delivering the Lower Thames Crossing, the most significant road building project in a generation. The new crossing will reduce congestion at Dartford, better linking up motorists and businesses in the Midlands and North with key ports in the South East, and spreading growth throughout the regions. In addition, Network Rail is delivering feasibility studies on level crossing mitigations at East Tilbury, Rainham, and Grays, as well as progressing a business case development on cross-London lines, recognising the existing capacity challenges in the region.

On 8 July 2025, and following the Spending Review, the Secretary of State set out the list of funded road schemes and rail enhancements schemes. These included those schemes that remained under consideration for future progression, providing transparency and certainty for stakeholders and the supply chain.
For rail schemes in the East of England, the Secretary of State’s announcement included the continued improvement of East Coast performance through digital signalling, delivery of a new Cambridge South Station, and investment to drive forward the delivery of East-West Rail to unlock growth across the Oxford-Cambridge Growth Corridor. The previous government cancelled the Ely Area Capacity Enhancement and Haughley Junction upgrade at Spending Review 2021.
The list of rail schemes has been further updated in the latest iteration of the UK infrastructure Pipeline, published by NISTA last March, to include new planned investment at Wixams Station to support the operation of the new Universal theme park. In addition to this Pipeline, Network Rail continues to regularly update and publish its Enhancements Delivery Plan each quarter, providing visibility on schemes already in delivery. Rail enhancements are managed as part of a dynamic and adaptable portfolio and as such we will continue to consider options for enhancements for future funding in the region that could strongly support the government’s priorities.
Since July 2024 the following new East of England roads schemes have received approval: A10 West Winch housing access scheme (OBC approved April 2025) and A130 Fairglen (FBC approved Jan 2025). Additionally, the following have been committed to within the funded RIS3 programme: A47 Thickthorn Junction; A47 Great Ouse Refurbishment (renewal); and A120 Wix Bypass (renewal).
The following East of England roads schemes have been withdrawn from the programme either for affordability reasons or at the request of the local authority: A17 Pullover junction; A13/A126 East facing slips (Thurrock); A47 Wansford to Sutton; A12 Chelmsford to A120; and A47 Great Yarmouth Vauxhall Junction.
In the case of the A12 Chelmsford to A120, this had been repeatedly deferred by the previous government, including most recently in March 2024, which added to the overall costs of the scheme.
