To ask the Secretary of State for Education, who is the responsible body for ensuring lead testing happens in school buildings.
To ask the Secretary of State for Education, who is the responsible body for ensuring lead testing happens in school buildings.
Responsibility for the safety and maintenance of school buildings, including ensuring the quality of drinking water, rests with the responsible body for the school. For maintained schools this is usually the local authority or governing body, and for academies it is the academy trust.
Responsible bodies are expected to comply with relevant legal requirements and take appropriate action, including testing for lead in drinking water where there is a potential risk. The School Premises (England) Regulations 2012 require schools to have suitable drinking water facilities.
To ask the Secretary of State for Health and Social Care, whether he has made a recent assessment with Cabinet colleagues of the potential merits of providing NHS standard eye tests to children in primary school in (a) Yeovil constituency and (b) England.

The UK National Screening Committee recommends vision screening in school for children aged between four and five years old to look for reduced vision in one or both eyes.
Free National Health Service sight tests are also widely available for children under 16 years old and under 19 years old in full time education from high street optical practices. To address challenges with access to high street NHS sight testing services faced by children with learning disabilities and/or autism, integrated care boards are now able to commission NHS sight tests in special educational settings across England.

The UK National Screening Committee (UK NSC) is an independent scientific advisory committee advising Ministers and the National Health Service about all aspects of population and targeted screening. It reviewed screening children for hearing problems in 2019 and did not recommend school age screening unless already implemented in an area. A summary of the recommendations conclusions is available at the following link:

We would encourage anyone with concerns about their child’s hearing to speak with their general practitioner.
The NHS does, however, run a national newborn hearing screening programme offering screening to all babies in England ideally within the first four to five weeks after they are born. The test can be done for babies up to the age of three months old. Newborn hearing screening aims to identify permanent moderate, severe and profound deafness and hearing impairment in newborn babies.

I will definitely not take my full allocation, Mr Deputy Speaker. I just want to make a few brief remarks about the Budget. I want to refer to a couple of measures that I think are very positive and pay tribute to some of my Front-Bench colleagues who have worked...

My Lords, over the past few months, the Government have made a concerted effort to bring forth a sense of normality across the country with the easing of restrictions, while maintaining caution with regard to this deadly virus, which clearly has a long way to run. These regulations are a...

My Lords, I very much agree with what the Minister said about the importance of self-isolation. I note that emphasis is given in the winter plan to the importance of isolation in relation to breaking transmissions. The issue I have is that there is a proportion of the population who...

I thank the Minister for introducing the regulations as he did, but it does not alter the fact that the current rules around self-isolation and PCR and lateral flow testing are confusing. People who are not stupid and who genuinely want to know what to do and what they should...

My Lords, my noble friend Lord Hunt made the most pertinent point, which is that, as we have acknowledged, Covid has pointed to the gross inequalities in our society. That can be seen
absolutely when we look at the self-isolation regulatory regime and the impossibility of those on low incomes...

My Lords, I am enormously grateful for this rich debate. The reflections of noble Lords are shared by the Government in many ways. I will start with the poignant remarks made by the noble Lord, Lord Hunt, on support. We agree that financial support is an important part of the...

To ask the Secretary of State for Education, whether schools will be required to contribute to the cost of mass asymptomatic testing from their own budgets.

The Government will fund secondary schools and colleges that have remained open for costs relating to testing on site. We have published a workforce planning tool which illustrates the levels of funding available for school and colleges.
Primary schools will not receive additional funding to carry out testing. Primary school staff (including staff in schools-based nurseries and maintained nursery schools) will be supplied with at home Lateral Flow Device (LFD) test kits which they will be able to use before coming into work. The LFDs supplied do not require laboratory processing and can provide a quick result in up to an hour in a home setting. We are seeking to minimise the burden on primary schools in relation to processing testing. No further equipment or funding is therefore required for the administration of these tests. Funding is being provided for secondary schools, colleges, and special/alternative provision settings as we are asking them to establish testing sites on the school estate.
My Lords, on Christmas Day, there were 578 Covid-related hospital admissions in London; 16 weeks earlier there had been just two. That number became 38, four weeks later, and, after another eight weeks, 124. It is now 578. That is an exponential growth, with the total number of in-patients in...
