The government recognises that volatile energy prices remain a concern for small businesses in Cumbria and across the country. We are monitoring the impact of international energy markets on businesses and stand ready to respond.
The Chancellor recently announced the government would cut energy bills by up to 25% for over 10,000 manufacturers from April 2027 through the British Industrial Competitiveness Scheme (BICS). BICS will be expanded by 40%, with one-off additional payment in 2027 rolled out to an extra 3,000 businesses, from 7,000 to 10,000 businesses.
Government is also working with Ofgem to reform the non‑domestic energy market, improving transparency and complaint handling.

Fuel markets are governed by competition and consumer protection law, overseen by the Competition Market Authority (CMA). The government and the CMA are closely monitoring petrol and diesel prices in the United Kingdom and have met with fuel retailers to emphasise that unfair practices will not be tolerated.

The government recognises that energy costs are a real concern for small businesses. Government supports a competitive insurance market and encourages firms to shop around for suitable cover. Businesses struggling to secure insurance can contact the British Insurance Brokers' Association (BIBA) for guidance and access to specialist brokers.
We are taking broader action to help firms manage energy cost volatility. This includes increasing the Boiler Upgrade Scheme grant to £9,000 to help SMEs transition to lower-cost heating. In addition, strengthened Ofgem protections, regulation of third-party intermediaries, and expanded Energy Ombudsman access are improving transparency, redress, and resilience for business energy consumers.

We are closely monitoring the impact of energy prices on businesses caused by the instability in the middle east, and much will depend on the length of the ongoing crisis. We are increasing the Boiler Upgrade Scheme (BUS) grant for properties heated by oil and LPG, taking the total grant to £9,000. This will help SMEs in England and Wales most impacted by rising energy prices to electrify their heating and provide greater certainty over energy bills.

The Secretary of State and Ministers have had extensive and ongoing discussions with the manufacturing sector on electricity costs and UK competitiveness, both prior to and following the announcement of the British Industrial Competitiveness Scheme (BICS).
Scheme eligibility has been informed by wide stakeholder engagement, including a public consultation that received responses from industry bodies and individual businesses, including SMEs, alongside ministerial and official engagement with industry.
Ministers and officials will continue to engage with businesses to support access to, and awareness of, the scheme and with businesses not eligible for BICS on energy costs and wider competitiveness issues.

Through our Clean Power 2030 mission we are accelerating the transition to clean, homegrown electricity to shield end-users from the volatility of fossil fuel prices and to deliver reliable, affordable energy to every part of the UK economy.
A significant proportion of businesses are on fixed-term contracts that shield them from market volatility for the contract duration. However, we recognise that at the point of contracting, businesses are exposed to international fossil fuel markets, and clearly, for both businesses and consumers, much will depend on the length of this crisis.

The Government is taking action to ensure that fuel at the pump remains affordable. At Budget 2025, the Government extended the 5p-per-litre cut for a further five months, until the end of August this year. The Government has also cancelled the increase in line with inflation for 2026/27; instead, rates will only gradually return to early 2022 levels by March 2027. The 5p cut was introduced at following Russia’s invasion of Ukraine in 2022, when prices reached a peak of over £1.90 per litre.

The water retail market enables businesses, charities and public sector organisations in England to choose their retailer. This market can help to deliver lower bills and lead to improved services. If customers are not satisfied with the service they receive, they are free to switch to alternative retailers.
The water retail market is closely regulated and there are measures in place to protect customers. The Customer Protection Code of Practice states that information provided to non-household customers shall be in clear and plain language, complete, accurate and not misleading. Ofwat also set limits on the price customers pay if they have not switched or renegotiated a new deal, to prevent them losing out.
