My Lords, there have been several influences on Chinese opinion, including the interest that they have in stability to extract oil. The point has been made to them that forces in civil society—particularly in the world of entertainment as we know from Make Poverty History—can have a very dramatic impact.
During yesterday’s high-level meeting in Paris, we agreed that the heavy support package should be in place in the middle of the autumn—I would judge that October is the most realistic time. It has the possibility of transition into hybrid force status very soon after that. I was very clear at the meeting, as were others, that the proposals for sanctions must remain in place. Too many agreements have been broken, and this one must be made to stick.

My Lords, I thank the Minister for that Answer and note without surprise that he passed fairly lightly over the possible effect on the Olympic Games. Is it not well to recognise thatthe modest shift in Chinese policy that seems tohave taken place in recent months to a posturemore supportive of the UN has coincided rather remarkably with the increase in NGOs and individual sporting celebrities raising the possible damage to the reputation and so forth of the Olympic Games? There are lessons there.
What action are the Government taking to accelerate the deployment of the hybrid force, which it appears that the president of Sudan has now accepted? What action might they be prepared to take if the president of Sudan yet again drags his feet?

Does he think that in view of the slight change in China’s attitude we can rely on Beijing in future to help us to sort out any difficulties that may arise with the deployment?

My Lords, the Chinese have around a 42 per cent interest in Sudanese oil, which is pretty substantial. I believe that that, together with minerals, constitutes the basis of the foreign exchange earnings of the Sudanese regime. My belief is that a high proportion of it is spent on armaments. Unfortunately, that makes armaments and their supply among the most obvious candidates for effective sanctions, if they can be achieved.

My Lords, the agreement which has fortunately been struck between the United Nations and the African Union about the nature of the peacekeeping force, to which Sudan has given unreserved acceptance, requires that it should be overwhelmingly African in nature and commanded by an African commander—and, indeed, a Nigerian has been appointed. While I can see a role that we can play to assist in various ways, such as heavy lift and with some of the logistics, if we can meet the aims of the African Union and assist it in its principal objective, Africa should be able to sort out Africa's problems and we will probably all benefit to a far greater extent.

My Lords, does this situation not call for military intervention? The Minister will know about the European battle group, which seems to be a sort of embryonic European army. I have been told in evidence that this battle group will never go to battle but that, on the other hand, it might be useful in peacekeeping operations. Surely Darfur is a very good candidate for that.

My Lords, part of the new energy that President Sarkozy has brought to this has been to open up again the discussion with President Deby in Chad. I believe that the plans for Chad at the moment are for a serious gendarme force rather than a conventional military force, although there may be military elements to it as well. The aim is to ensure that the war is not simply displaced backward and forward across the border, leaving people in the most hapless circumstances whichever side of the border they are on.

My Lords, I am sure that the Minister will feel that this is a very good outcome but of course it will not happen for a little while. Can Her Majesty's Government and the European Union more generally ensure that adequate supplies and protection go to the thousands of refugees encamped in Chad? As he will be aware, a substantial part of the population of Darfur has moved across the border and there are real problems with supplying them with enough food, shelter and all the rest that is required to keep them alive.

The Government of Sudan agreed in Addis Ababa on 12 June to the African Union (AU)-UN proposal for a hybrid peacekeeping force. This was based on a joint report produced by the AU and UN. The details of the plan agreed are contained within this report, which will be placed in the Library of the House.

The security situation in Darfur remains precarious, with increasing banditry and inter-tribal fighting. The Sudanese Government resumed bombing villages in Darfur in late April, killing and injuring a number of civilians. These attacks showed little regard for human life and violated UN Security Council Resolution 1591. My right honourable friend the Foreign Secretary has strongly condemned them. We call upon the Sudanese Government to stop these attacks and on all parties to the conflict to stop attacks and other violations of the ceasefire immediately. All sides must commit to the resolution of the conflict or face further measures in the UN Security Council.
We remain very concerned about the humanitarian and security situation in eastern Chad. We are particularly concerned by increasing levels of internal displacement, due to inter-ethnic fighting and cross-border attacks from Darfur; protection of refugees and internally displaced people; the security environment for humanitarian agency operations and the fragility of the natural resource base to support displaced populations. We support renewed French efforts to get a peacekeeping force into Chad.

We welcome the extension of existing US sanctions. They are an important element in maintaining the pressure to solve the crisis in Darfur. But we, along with the US and France, remain committed to a robust UN Security Council resolution if the Government of Sudan and rebel movements do not co-operate fully. This would include further targeted sanctions against individuals engaged in violence or responsible for authorising it; expanding the arms embargo to cover the whole of Sudan; and measures to allow better monitoring of the illegal use of aircraft in Darfur.
The UN Secretariat reports regularly to the Security Council on the situation in Darfur and compliance with the council’s resolutions. We use these reports, information gathered from Sudan and our wider contacts with the international community, and our membership of the Security Council’s sanctions committee to press for improved implementation of all existing resolutions.

We are deeply concerned by these reports by Amnesty International. Our mission to the UN is following up at the Sudan Sanctions Committee in New York.
These reports highlight the limitations in the UN arms embargo, which covers only Darfur. We are pressing Security Council partners to extend the embargo to the whole of Sudan, in line with the current EU arms embargo, if the Government of Sudan and the rebels in Darfur do not co-operate with the UN.

We are not currently aware of militia recruitment from Niger to fight in Darfur. We are investigating the claims of the Sudan Liberation Movement.
We are continuing to press the Government of Sudan to comply with their obligations under UN Security Council Resolution 1706 to disarm all militia operating in Darfur. If they do not comply, we will move towards further sanctions and an extension of the existing UN arms embargo in the UN Security Council.

We would like the heavy support package (HSP) to be deployed as soon as possible, and are pressing the UN Department for Peacekeeping Operations, which is responsible for setting the timetable, to ensure that this happens.
The military element of the HSP of 3,000 personnel will provide engineering, medical, logistics and aviation capacity to pave the way for the African Union (AU)-UN hybrid force. We understand that, once pre-deployment preparations are complete, deployment should take three to four months. The timing will depend on how rapidly the UN can generate forces from contributing nations for the HSP and build the infrastructure for the deploying force. Deployment will not be easy given Darfur's environment and the oncoming rainy season.
The UN and AU expect all parties to the conflict in Darfur to stand by the commitments made in Ndjamena and Abuja, which include abiding by a ceasefire. A fully functioning ceasefire is not, however, a precondition of the deployment of UN support for the AU in Darfur.

My Lords, it is certainly true that in the past week and a half there have been a couple of incidents of bombing about which we have made the appropriate representations to the Government of Sudan. The problem will plainly not improve until not just the heavy support package but the whole of the hybrid African Union and United Nations force can be deployed. Discussions are proceeding on that but, I agree, far too slowly. It is a matter for businesses to decide whether they will impose sanctions; I hope that whatever sanctions they impose do not impact on the people of southern Sudan who are not guilty of any of the crimes that have been described by the noble Lord. However, each time one of those decisions is taken, it seems to reflect a very sound ethical principle.

It is a matter for businesses to decide whether they will impose sanctions; I hope that whatever sanctions they impose do not impact on the people of southern Sudan who are not guilty of any of the crimes that have been described by the noble Lord. However, each time one of those decisions is taken, it seems to reflect a very sound ethical principle.

My Lords, as the hourglass recorded at the weekend, on the fourth anniversary of the war in Darfur with reports of the Sudanese military continuing to bomb Darfur,some 4 million people are now dependent on aid, some 2 million people have been displaced, and some 400,000 people have been killed during the conflict. Can the Minister tell the House when the heavy-duty package which he referred to when we last discussed this issue will be put in place? Will he contrastthe welcome decision of Rolls-Royce to proceed immediately with divestment in Darfur because of the humanitarian catastrophe there with the craven and ineffectual response of the international community to impose a no-fly zone or to impose any form of sanctions against a regime responsible for these deaths?

My Lords, the humanitarian and security situation in Darfur and eastern Chad continues to deteriorate.In Darfur, 107,000 people have been displaced since January, the total number displaced now rising to1.2 million, and 4 million are dependent on aid. Insecurity, lack of access and a tax on humanitarian agencies continues to hamper severely the delivery of aid. In Chad, violence and cross-border attacks have left hundreds of thousands of people vulnerable and dependent on aid.
