APHA, Defra’s executive agency, has data on the number of commercial and non-commercial dogs exported to China. The system does not record the purpose of movement for commercial dogs and therefore does not hold data on dogs being exported to China for use as meat for human consumption.

The Government has seen no evidence that dog meat is being sold or consumed in this country. There are strict rules for food businesses on the slaughter and production of meat for human consumption in the United Kingdom and dog or cat meat would not be permitted under these requirements. We also have specific laws on the sale of food in England which are enforced under the Novel Foods Regulation 2018. These regulations make it an offence to sell dog or cat meat in England.

The British Government believe that the eating of dogs is a deplorable and revolting practice. The UK Government is committed to raising standards of animal welfare at home and abroad. We are already undertaking an ambitious approach to cooperation and collaboration in many of our new Free Trade Agreements where we are seeking commitments to work with trading partners on animal welfare. We will continue to use our position as a global leader for international advocacy on animal welfare to forge new relationships with our trading partners and other nations across the globe to promote high animal welfare. The consumption of dog meat is legal in many countries and there are no international norms, laws or agreements governing this. We believe that it is necessary to work with Governments around the world to gain agreement on animal welfare standards, and to phase out cruel and inhumane practices.

The Government has seen no evidence that dog or cat meat is being sold or consumed in this country.
There are strict rules for food businesses on slaughter and production of meat for human consumption in the UK and dog or cat meat would not be permitted under these requirements. The sale and consumption of dog meat is legal in many countries, including China, and there are no international norms, laws or agreements governing this. We believe that it is necessary to work with governments around the world to gain agreement to animal welfare standards. We have raised our concerns on specific animal welfare issues with the Chinese authorities and will continue to do so.

There is no suggestion that the event will break any local or international laws. We have previously raised our concerns on specific animal welfare issues with the Chinese authorities and will continue to do so.
