Tackling high street criminality is a priority for this Government. That is why, on 19 May, the Government announced a £30 million crackdown targeting cash intensive business such as candy stores and souvenir shops, over three years. This includes dedicated funding for an enhanced law enforcement response supporting the National Crime Agency, HMRC, Trading Standards and others, and the creation of a new cross-government High Street Organised Crime Unit to tackle this threat. The Unit will identify what more is needed – from stronger powers to better coordination – to respond to this criminal activity and stop it from happening in the first place.
As part of the Government’s work on this issue, the Government is currently consulting on extending the duration of Closure Orders to 12 months, to ensure that criminal businesses can be shut down for longer where appropriate.

My Department has made no specific assessment of the ability of local planning authorities to prevent the reopening of vape shops, where no planning permission is required because the use remains within the same use class.
The ‘Commercial, business and service’ use class (Class E) encompasses a wide range of uses which attract people to high streets and town centres.
Separately, the sale of tobacco and vaping products is being regulated through the Tobacco and Vapes Act which provides powers for Ministers in England, Wales, and Northern Ireland to introduce, within their respective nations, a licensing scheme for the retail sale these products.
The Department for Health and Social Care intend to consult on the new retail licensing scheme next year.

Healthier food targets and reporting is intended to improve the healthiness of food sales. We will consult soon on the design of the measures, a key aspect of which is to allow businesses flexibility to improve the healthiness of their sales in ways that best reflect their product portfolio and business model. For example, changing store layout, price points, or the reformulation of products. The consultation will also invite views on the size of the business in scope.

19 May the Government announced a £30 million crackdown targeting cash intensive business such as barber shops, vape stores, mini-marts and sweet shops operating on our high streets, over three years. This includes £20million in funding towards an enhanced law enforcement response and the creation of a new cross-government High Street Organised Crime Unit to tackle this threat.
Closure powers are implemented by the police and local authorities. The Home Office does not hold data on the number of closure orders in relation to unlawful high street shops in England nor on specific counties or specific areas.
The Home Office is however looking at how powers used by local responders to address high street illegality can be strengthened. As part of this effort, a targeted consultation has recently launched on increasing the duration of closure orders.
