In relation to the hon. Gentleman’s hospital, he knows that those decisions are taken at a local level, based on expert advice. We are committed to prioritising women’s health as we reform the NHS, including through our women’s health strategy. In his area alone we are investing £57 million to transform care. That is money we provided at the Budget. He actually voted against it, along with the rest of the Lib Dems. They cannot complain about the lack of investment and then, when we put the money forward, vote against it. That, again, is very Lib Dem.

On Monday, with colleagues, I wrote to the Health Minister following the news that women’s health and maternity services may be relocated away from St Helier hospital due to building safety concerns. Yesterday we heard Baroness Amos’s review state:

“Poorly maintained buildings…affect how safe people feel, how effectively staff can work, and whether care can be delivered in a way that is private, respectful and reliable.”

It has been reported today that the Department of Health and Social Care’s capital budget will be cut by more than half a billion pounds over this Parliament to fund the DIP, which puts the new hospital programme timeline in doubt. Will the Prime Minister arrange for the Health Secretary to visit St Helier hospital with me to see its condition and hopefully agree to bring forward the build of the new Sutton specialist emergency care hospital—build it today, not in 2034—to ensure safe and modern healthcare and maternity facilities for my constituents?

I thank my hon. Friend for all his campaigning and focus on this issue for his constituents. We remain committed to the new hospital scheme for Epsom and St Helier University Hospitals NHS Trust. It will deliver brand-new, state-of-the-art facilities as part of our hospital programme. I thank the Prime Minister and the Secretary of State for Health and Social Care for the recent announcement that Epsom and St Helier University Hospitals NHS Trust can proceed with plans to improve and upgrade St Helier and build a brand-new hospital in Sutton. The NHS trust is further along than other trusts in the cohort, so can the Prime Minister assure me that when the trust is ready to go, the Treasury and the Government will be ready to give it the green light?

I appreciate my right hon. Friend’s tenacity and doggedness in making the case for Epsom. I am a big supporter of the decision that has been made, and I am afraid, from his point of view, that the final decision on the location of the new hospital—in Sutton—has now been made. I welcome the Government’s substantial investment in hospital services in my area. The Secretary of State knows that I remain disappointed that Epsom, was not the NHS’s choice of location— rather than Sutton—but will he assure me that as the NHS reviews the impact of the pandemic and looks at future capacity needs, he will keep an open mind if that decision needs to be changed, because in the end Epsom represents better value for the health service?

My hon. Friend raises an important issue. It is vital that all children with special educational needs receive the support they need. I have been assured that the council will receive the right support. The Department for Education and NHS England have been working closely with the local authority to ensure that the necessary changes take place, and they will continue to do so. My hon. Friend talks about funding. This year, Sutton’s high needs funding allocation has been increased. I understand that Ofsted and the Care Quality Commission will revisit Sutton to ensure that the council is improving its support for children with special educational needs, so that those children can fulfil their potential.

Last year, an Ofsted report revealed severe shortcomings in the London Borough of Sutton’s special educational needs department. I have since met many parents, such as Hayley Harding, who have had to resort to tribunals to get an appropriate education, health and care plan for their children. A leaked internal report showed that money is categorically not the issue, as Sutton has the highest per head spend on SEND in the UK. However, it also has one of the highest levels of refusals for EHCP assessments. Will the Prime Minister assure me that Sutton Council will receive all possible assistance from the Government to resolve its lack of leadership and its mismanagement, which were identified in its own report, so that we do not let families down?

In Sutton, we have hugely exciting plans for a London cancer hub, working with the Royal Marsden Hospital and the Institute of Cancer Research, on a single campus to provide a global centre for cancer innovation that will in turn provide a huge boost for our local economy, including 13,000 new jobs. If I may say so, that was a neat reference to pie at the end of the question.

I am happy to congratulate Sutton on their extremely good run in the FA cup. It makes a huge difference to a local area when its football club is able to progress to that extent, to be up there with the big boys, and to do as well as Sutton did. I am also happy to congratulate Lincoln City—I see that my hon. Friend the Member for Lincoln is sitting next to my hon. Friend the Member for Sutton and Cheam (Paul Scully)—on their success. We wish them well for the future.

The planning policies of Sutton borough and the Mayor of London prioritise development on brownfield sites over greenfield sites and metropolitan open land. Is the Minister as surprised as I am that in a debate on Wednesday, an Education Minister described a site on metropolitan open land as the “preferred” site for a new secondary school, despite a brownfield site having been identified and purchased by the local authority? Will the Minister talk to the Education Minister about the basics of planning, and explain to him why it was perfectly in order for a local authority to prioritise development on brownfield land?

My right hon. Friend makes a very good point about the strength that Sutton has. Obviously, we have the patent box to attract life science businesses to Britain; we also have the investment in apprenticeships, which is very important; and, of course, as he knows, the Office for Life Sciences brings together the Department for Business, Innovation and Skills and the Department of Health to help bring life sciences jobs here. Working with local enterprise partnerships, there is a great opportunity for more investment in these very important businesses.
