The Department for Transport has opened the market for road condition monitoring technology to encourage innovation and efficiency in highway maintenance.
A new data standard published in September 2024, allows local highway authorities to use a wider range of AI-based technologies while also ensuring that local authorities receive robust, comparable data. This is available online, at: https://knowledge.bsigroup.com/products/road-condition-monitoring-rcm-data-specification.
Local Authorities are now able to use any technology which has been approved against this new standard, as assessed by approval trials run by the Transport Research Laboratory. There were 16 different companies that participated in the first approval trial in 2025, and the trials will be rerun again this summer, and then every two years, to encourage more technology companies to take part.
We have communicated the work widely across the highways sector via conferences and the sector press, to encourage the widest number of technology companies possible to participate.

The Government keeps all taxes under review and will continue to monitor the situation and make the necessary decisions to help protect households and businesses from price increases from the conflict in the Middle East. In addition to the recent extension of the fuel duty freeze and the 12-month Vehicle Excise Duty holiday for HGV's, the Government also announced the first uprating of mileage rates for employees using their own vehicle for work and the self-employed who use the simplified expenses rates, back-dated to April, recognising pressures facing these drivers. Mileage rates for cars and vans will increase for2026/27 from 45p to 55p for the first 10,000 miles, and 25p thereafter, with effect from 6 April 2026. Looking ahead and beyond 2026/27, the Government has already committed to a review of these rates and will set this out at the Budget.

The information requested is provided in the attached excel tables. These tables include data covering the period 2020 – 2024 on:
(a) The number of offenders who were convicted of the specified offence (all disposal types); and,
(b) The number of offenders who were convicted of the specified offence but did not receive an immediate custodial sentence, by the number of previous convictions for that specified offence.
This data is not regularly published or held in an easily accessible format. The information supplied has been sourced from a bespoke retrieval from the Police National Computer database.
To note, figures from 2020 and 2021 have been affected by measures taken to combat the COVID-19 Pandemic and the subsequent effect this has had on the court backlog. Additionally, figures from 2022 will have been affected by the Criminal Bar Association strikes.

To ask the Secretary of State for Health and Social Care, if he will make an assessment of the potential safety benefits of providing warning lights for vehicles used by Community First Responders.
Community First Responders (CFRs) are volunteers trained by ambulance services to attend certain types of emergency calls in the communities where they live or work. Decisions on operational arrangements, including safety measures and equipment for CFRs, are determined locally by ambulance trusts.
As a complementary resource, CFRs are dispatched only to those calls that appropriately fall within the clinical scope of practice for a volunteer CFR role and assessment of this takes both the safety of the volunteer and patient into account.
My Rt Hon. Friend, the Secretary of State for Health and Social Care, may, by regulations, make provisions for courses of training for driving vehicles at high speed. It is generally taken that those responding to incidents using blue lights and sirens are trained to an appropriate standard that is recognised by the despatching National Health Service ambulance service. The decision to authorise interested CFR and/or co-responder schemes to use blue lights and sirens and claim exemptions is for local determination by NHS ambulance services.
The CFR scheme is designed so volunteers are typically located close to incidents requiring a response, meaning driving under emergency conditions would typically confer relatively little benefit compared with travelling at normal road speed. Any potential benefits must also be weighed against the increased risks to the public associated with using exemptions to road traffic regulations.

Defra has conducted a review of council powers to seize and crush vehicles used by suspected fly-tippers, and we are working to identify how we could help councils make better use of this tool. Defra is exploring options and intend to bring forward best practice guidance shortly.

The Department for Transport and DVSA keep the content of the MOT test under continuous review. This includes considering how on-board diagnostics could be used in future to monitor systems such as Advanced Driver Assistance Systems.
The Department does not regulate the content of servicing as every driver is responsible for maintaining their vehicle to a roadworthy standard. In practice most drivers rely on a garage servicing regime that can include the use of on-board diagnostics software.

To ask the Secretary of State for Transport, what interactions the Driver and Vehicle Standards Agency has had with food delivery companies in reference to vehicles used by delivery drivers.
The Driver and Vehicle Standards Agency (DVSA) recognises that last-mile delivery, including food delivery services, presents specific safety and compliance challenges. To address these challenges, DVSA has engaged with representatives from the sector and continues to collaborate on the development of guidance and best practice, including hosting a last mile delivery summit.
Operational enforcement activity is also undertaken where appropriate, particularly in relation to light commercial vehicles used within this segment.
In addition, DVSA does support police investigations – for example, by conducting technical assessments of modified “last-mile” fast-food delivery bicycle fitted with electric motors.

The vehicles were manufactured under the responsibility of MAN Truck & Bus UK (MTB UK). The base was produced at MAN’s facilities in Germany and Austria, with UK-specific modifications integrated by MTB UK and specialist subcontractors within the UK. The age of the vehicles is approximately 18 years, entering service in 2007/8.

Repair analysis is ongoing; however, initial estimates indicate that all vehicles will be returned to full use by early 2026 in accordance with formation priorities.

The Ministry of Defence continually monitors the threat posed to the UK. Integrated Air and Missile Defence, including the countering of the threat posed by Uncrewed Air Systems, will be prioritised appropriately as part of the future Integrated Force. Delivery of the Strategic Defence Review recommendations, including investment in homeland Integrated Air and Missile Defence, will be laid out in the Defence Investment Plan due to be published later this year. The Department is reviewing all options for the manufacture and deployment of anti-drone systems.

The Home Office has no plans to regulate the method of disposal following vehicle seizure. Decisions on the best method of vehicle disposal is an operational matter for Chief Officers of local forces to decide based on the specific circumstances and how they can recoup the vehicle recovery costs as set out in the statutory fees.

The Department for Health and Social Care has confirmed that all ambulances carry defibrillators. Provision of defibrillators in police and fire vehicles is an operational matter for either the individual police force or fire and rescue service to determine at local level.
The Home Office recently purchased over 500 defibrillators to distribute to police forces free of charge and for them to deploy according to their local knowledge. We continue to work to explore what more could be done to increase availability of defibrillators more generally where this is within the remit of the Home Office, including through our ongoing engagement with the OurJay Foundation.

While the Department for Transport does not hold specific data on the types, trends and impacts of roadworker abuse, we work closely with the Highways Authorities and Utilities Committee (HAUC) UK, the representative body for the industry, who provide a mechanism for reporting roadworker abuse through the HAUC App. Abuse to roadworkers can also be reported to the local Highway Authority or in more serious cases where there is an immediate danger or a crime is taking place, the police. In 2023, GeoPlace worked with HAUC UK to gather data and publish the “Road Worker Abuse Report” on the prevalence, nature and impact of road worker abuse across the England, Scotland and Wales. The report highlighted some of the abuse that roadworkers had been subjected to, such as spitting, projectiles being thrown and punching. The Government strongly condemns any abuse directed at roadworkers, who play a vital role in installing and maintaining the infrastructure we rely on daily. We remain committed to working with HAUC UK, local authorities, the police, and campaign groups to tackle this issue and ensure roadworkers can carry out their duties safely and with respect.

This Government has announced nearly £1 billion in further investment for Directed Energy Weapons (DEW) to bring these capabilities into service, including a new DEW for the British Army by the end of the decade.
We have recently completed trials of both radio frequency and laser DEW demonstrators mounted on British Army vehicles, putting DEW in the hands of the warfighter so we can learn from their experience and shape the development of future systems. This included the first use of DEW by the Army to counter drone swarms as part of live testing against targets.
DragonFire, our high energy laser for Type 45 destroyers, recently completed a trial that saw us fire 300 times, proving consistency and reliability, and included 30 drone defeats and firings in adverse weather conditions. This is critical to system development, meeting our plan to put it into service from 2027.

This Government acknowledges that the Tamar Crossings are an important local issue. Toll management is a matter for local determination through the Tamar Joint Committee and we recognise the benefits of the recently formed Tamar 2050 Programme Stakeholder Panel which will help oversee key decisions.
It is, of course, essential that emergency vehicles are able to travel swiftly to deal with urgent incidents. The Joint Committee maintains a very close working relationship with the emergency services. Although it is not possible to offer a dedicated emergency route on the bridge, this close level of engagement helps to ensure that emergency vehicles can cross as quickly as possible.

VAT charged on the contracting out of repair and maintenance as a stand-alone service is also recoverable. The hire of vehicles is not a service provided in-house and VAT on the hire alone is not recoverable under the government departments’ refund scheme.

The Department has made no assessment of the impact of rodents on automotive wiring using a soy-based insulation material. Although rodents have a propensity to chew both domestic and automotive wiring, there is little evidence beyond the anecdotal to suggest that this is increased for soy-based products.
Individuals experiencing such an occurrence with their vehicle wiring should raise the matter with the manufacturer or report the matter to the Driver and Vehicle Standards Agency if it is considered a serious safety defect.

The Government is committed to improving access to automated external defibrillators (AEDs) in public spaces, and reducing inequalities in access to these life saving devices. We have made a further £500,000 available from August 2024 to fulfil existing applications to the Department’s Community AED Fund. The criteria specified for the original grant continues to apply and will go to applications for AEDs in areas of England where there is the greatest need, including in areas of high footfall, hot spots for cardiac arrest, and areas that already have low access to AEDs.

Public sector bodies pay VAT in the same way that businesses and consumers do. As their activities are 'non-business', they are not ordinarily able to reclaim VAT incurred.

We welcome support for Ukraine from across civil soceity. In coordination with the Ministry of Defence, the Department of Business and Trade (DBT) cohere donation offers from Industry and assists companies in achieving this goal. DBT regularly meets with defence and security trade associations to discuss requirements, based on Ukraine’s specific requests for equipment.

The pathway to 2.5% will set the overall envelope for Defence spending. Funding for specific programmes is considered as part of the Department’s annual budget setting process.

There are no requirements in the goods vehicle operator licensing regime for vehicles used by delivery companies, utility companies, or construction companies to have livery displaying the details of the owning business, and the company using the vehicles at the time.
The goods vehicle operator licensing regime applies to vehicles weighing 3.5 tonnes or more used domestically, and those weighing more than 2.5 tonnes used for the purposes of hire and reward in the European Union.
Vehicles subject to operator licensing must have a disc with the operator licence number displayed. This can be checked on GOV.UK at https://www.gov.uk/find-vehicle-operators to identify the operator responsible for the operation of the vehicle, and the type of licence held.

The Government is clear that slingshots should not be used for illegal purposes, whether against wildlife, people or property.
Under provisions in the Wildlife and Countryside Act 1981, The Wild Mammals (Protection) Act 1996 and Animal Welfare Act 2006, there are a range of offences around injuring and inflicting unnecessary suffering on wildlife. These measures give the police broad powers to deal with cases where wildlife is attacked, including cases involving the misuse of slingshots.
It is an offence to carry an offensive weapon in a public place without lawful authority or reasonable excuse, under provisions in the Prevention of Crime Act 1953. If a slingshot is carried in a public place with the intention of causing injury it is likely to engage the legislation. The maximum penalty for having an offensive weapon in a public place is 4 years imprisonment. Where a slingshot is misused as a weapon, and a person is injured, there are a number of offences which may apply, such as causing actual bodily harm, which carry significant sentences.
The Criminal Damage Act 1971 creates offences around destroying or damaging property and possessing anything with intent to destroy or damage property. The maximum penalty for offences under the Act is 10 years imprisonment.
Slingshots do however have legitimate uses, for example within competitions and fishing and at present we consider that existing legislation provides the correct balance between protecting the public from the small number of individuals who misuse slingshots, while also allowing the public to enjoy legitimate pastimes. We have no plans to ban the sale of slingshots or slingshot ammunition at this time.

The £500 million additional funding for Ukraine, announced on 23 April 2024 will be used to rapidly deliver urgently-needed ammunition, air defence, drones and engineering support. The drones will be procured in the UK and the funds will support a scale-up in domestic defence supply chains.

We will provide over 400 vehicles to Ukraine, consisting of 160 protected mobility Husky vehicles; 162 armoured vehicles comprised of further AS90 155mm artillery guns and Combat Vehicle Reconnaissance (Tracked); and 78 all-terrain vehicles made up of Bv-206 and Viking.
These will provide much needed additional artillery support, reconnaissance capabilities, and amphibious mobility to support development of the Ukrainian marine corps.

This provides the number of fire operational appliances (fire-fighting appliances) and non-operational appliances which includes the subcategory of vehicles. The data is provided by year for England, and for each fire and rescue service (FRS), designated as either metropolitan or non-metropolitan. We do not publish the data by region, but the numbers for each FRS can be aggregated to provide required regional level data.
The table below provides the number of operational and non-operational appliances in England between the years ending March 2017 and years ending March 2021.
