In May 2025, HM Prison and Probation Service published the Safer Recruitment: Safer Working Practices Policy Framework, which requires staff, contractors and volunteers working with children in custody to be appropriately selected, assessed and vetted in accordance with safer recruitment principles. Relevant Disclosure and Barring Service (DBS) and other pre-employment checks are undertaken before individuals are permitted to work with children. The framework introduced a revised DBS renewal cycle, reducing the renewal frequency from every five years to every three years.
The proportions of staff with current DBS certification are:
Youth Offender Institutions: 96 per cent
Secure Training Centre: 100 per cent
Secure Children’s Homes: 85 per cent
Secure Children's Homes are run by local authorities, which are responsible for ensuring DBS checks are up to date.
The renewal process has begun for all staff working in the above sectors who have out of date DBS certifications, and they are awaiting responses from the Disclosure and Barring Service.
The Oasis Restore Secure School (ORSS) is operated by a charity, the Oasis Secure School Trust. It currently expects its staff to apply annually for a check. Following publication of the Trowler Review, ORSS will be encouraged to bring its practice into line with that in the other parts of the youth custody system.
The Youth Justice Service has recently introduced safer recruitment audits, which will strengthen organisational oversight by providing regular and systematic assurance that recruitment processes are being applied consistently and in accordance with safeguarding standards, legislation, and policy requirements, and that DBS and vetting checks are completed as policy requires.

Information on individuals who have ceased to hold roles following changes to security vetting requirements is not routinely collated or reported centrally in the manner requested.
In addition, the Ministry of Justice does not centrally hold sufficiently robust or complete data on protected characteristics, including gender, in relation to vetting outcomes under PSI 07/2014, PI 03/2014. Vetting and pre-employment checks are undertaken through a combination of HMPPS, Shared Services Limited, and other parallel processes.
While certain protected characteristic information may be held by third-party providers, HMPPS does not record the reasons individuals cease to hold roles, nor does it record such outcomes by gender within its management information systems. As a result, a consolidated and reliable breakdown of the number of women who have ceased to hold existing roles as a result of changes to vetting requirements introduced through PSI 07/2014, PI 03/2014, is not available and therefore cannot be provided.

The UK continues to support the full implementation of the Colonna Report by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to ensure that the agency meets the highest standards on neutrality and integrity, including the recommendations relating to staff vetting, conduct and oversight. The last Quarterly Colonna Progress Report, published on 11 May, stated that 40 out of 50 recommendations had now been implemented in full, and we look forward to evidence of further progress in the next report, covering the period April-June 2026.
In line with the approach taken by most other Member States, the UK has conducted extensive due diligence and are satisfied that UNRWA adequately manages UK funds.

No final decision has been made regarding the use of Site A at MoD Bicester for asylum accommodation, and no final decision will be taken until the necessary assessments, planning permissions and approvals have been completed and properly considered.
When a person claims asylum, the Home Office conducts mandatory identity and security checks. The biographic and biometric data are checked against relevant Home Office systems and police criminality databases including domestic and international data so we can establish whether the person is a threat to public safety and supports appropriate referrals to statutory agencies where required. The asylum screening part of the process is based on an interview aimed at establishing: any vulnerabilities, any threat to the UK/UK interest, their journey to/history in the UK and the basis of their claim.

As an Executive Non-Departmental Public Body of the Home Office, the Disclosure and Barring Service (DBS) is operationally independent and responsible for the service it provides.
The DBS operates to service standards of completing 85% of Basic check applications within two days, 85% of Standard check applications within three days, and 80% of Enhanced check applications within 14 days. Its latest performance data against those service standards is available here. DBS dataset 1: DBS checks, the DBS Update Service, and disputes - GOV.UK
Achievement of the Enhanced check performance target continues to be impacted by delays at the police checking stage. DBS’s is working to improve performance for Enhanced DBS checks. This focuses on prioritising cases and supporting those police forces not attaining agreed turnaround times, including working with forces on recruitment. DBS is also working on enhancing matching algorithms and collaborating strategically with National Police Chiefs Council (NPCC).
I appreciate the impact delays in processing checks can have on those awaiting employment. Nonetheless, it is of utmost importance from a safeguarding perspective that DBS and police forces make the correct decisions to ensure that applications are processed accurately and correctly.

The Prime Minister made the decision to withdraw Peter Mandelson as Ambassador to the United States on 11 September 2025. The decision was made in light of the publication of emails written by Peter Mandelson that showed that the depth and extent of his relationship with Jeffrey Epstein was materially different from that known at the time of his appointment.

It is long-standing practice that we do not comment on confidential details in individual vetting cases. We cannot publicly discuss the details of individual vetting cases, as doing so would compromise the trust, confidentiality and candour required for the national security vetting (NSV) process to retain its effectiveness as a safeguard. NSV, which is one of a suite of personnel security mechanisms, relies on individuals feeling comfortable sharing sensitive, private information with UKSV.

Landlords have tools to assess applicants looking to rent or occupy a property, such as through referencing checks. The Government encourages landlords to make sure that these checks are proportionate. However, there is no one-size-fits-all approach to determining whether any given tenancy or a licence to occupy a property will be suitable or sustainable.
Through the Renters’ Rights Act 2025, we have taken direct action to make clear that private landlords must stop discriminatory practices against households with children or receiving benefits in the private rented sector. While these measures do not apply to licenses to occupy, the Department continues to monitor trends across the private rented sector and is conducting a robust evaluation of the impact of the Renters' Rights Act 2025.
