Innovate UK launched a £5m Engineering Biology Access to Infrastructure Pilot competition on September 7 as part of the £184m Engineering Biology Scale-up Infrastructure programme. This competition enables SMEs affordable access to specialised UK engineering biology scale-up facilities in the public and private sectors, such as catapults, bio-foundries and CMOs. BIST and UKRI are working closely together on the scope and design of the scale-up infrastructure fund to ensure that the necessary facilities are available to support SMEs to demonstrate the technical and economic commercial viability of their technology. This fund and further phases of the access fund will be launched in due course.

To ask His Majesty's Government what lessons they have learnt following Russia’s targeting of Ukrainian energy infrastructure during the winter in 2025–26 in relation to aid provided to Ukraine.
To ask His Majesty's Government what lessons they have learnt following Russia’s targeting of Ukrainian energy infrastructure during the winter in 2025–26 in relation to aid provided to Ukraine.
We have learned the lesson that early support is vital for Ukraine's winter preparedness and therefore announced £20 million for the Ukraine Energy Support Fund in February. This will deliver equipment such as generators, energy systems, grid protection and emergency power capacity in time for this winter and brings total UK support to the Fund to £173 million since 2022. The Fund directs support to the most urgent needs across Ukraine including to Kyiv, Chernihiv and Sumy.
Power outages disrupt heating, water, and essential services, creating a risk of humanitarian crisis. The UK has committed almost £577 million for humanitarian support since 2022 and we continue to work with the Ukrainian authorities, UN organisations, and charities to reach the most vulnerable communities.
Finally, enhanced air defence is essential to protecting Ukraine's energy infrastructure. The UK recently announced a further £100 million for interceptors and continues to encourage other partners to follow suit.

To ask His Majesty's Government with reference to the command paper Protecting What Matters published on 9 March 2026, what youth, sport and community infrastructure will receive £750 million over the next four years.
The referenced Protecting What Matters commitment is being led by the Department for Digital, Culture, Media and Sport (DCMS). DCMS is investing £400 million in new and upgraded grassroots sports facilities through to 2030.
In 2026/27, this includes the following commitments:
- £85 million will be invested through the Multi-Sport Grassroots Facilities Programme to build and upgrade pitches and facilities UK-wide, funding projects such as artificial grass pitches, changing rooms, and floodlights. This funding is designed to benefit the areas most in need, with 50% of investment going to the 30% most deprived areas in the UK. At least 40% of funded projects have a multi-sport offer, and the programme also aims to increase access and participation levels for under-represented groups, including women and girls, across the UK.
- The UK Government and NBA will invest £5 million each into basketball and basketball-led multi-sport facilities in England.
- At least £2.5 million will be invested via the Lawn Tennis Association into covered courts in England for tennis, padel and other activities, and additional funding to enable a wider range of sporting bodies to trial innovative funding pathways.
- £3 million will be invested via the England and Wales Cricket Board to build covered, all-weather multi-sport domes in Birmingham, Bolton, Derby, Newcastle, and Nottingham.
Additionally, DCMS’ Youth Matters Fund is a merged capital and revenue fund that will provide over £400 million over the next few years to enable youth organisations across the country to deliver high-quality youth work and activities as well as refurbish or build up to 250 youth facilities. Further details on when it will open to applicants, along with guidance on the application process and eligibility criteria, will be announced in the coming weeks.

The Government recognises concerns where developers leave housing developments before roads, pavements or other agreed infrastructure have been completed. Under section 38 of the Highways Act 1980, developers may enter into agreements with local highway authorities for new roads to be adopted once they have been constructed to the required standard. Where a Section 38 agreement is in place, local highway authorities will normally require a financial bond or other security to help ensure outstanding highway works can be completed if the developer fails to do so.
The Department for Transport recently commissioned independent research into the road adoption process in England and is considering the findings alongside wider cross-government work on unadopted estate amenities. The recourse available to homeowners will depend on the circumstances of the development and the legal arrangements in place but may include action by the relevant local authority under agreements entered into with the developer, including the use of any bond or other security.

The Government recognises the significant challenges that drought conditions can pose for farmers and growers. As part of the drought support package announced on 14 August 2026, up to £15 million has been made available to support on-farm reservoir construction.
FETF 2026 was the final round of the Farming Equipment and Technology Fund in its current form; Defra is reviewing our wider grants offers to ensure they deliver the greatest benefit for farmers, food production and the environment. Decisions on the design and scope of any future offers have not yet been made.

To ask the Secretary of State for Environment, Food and Rural Affairs, what principles will guide decisions on water allocation where the water requirements of major infrastructure projects may potentially conflict with environmental flow requirements for protected habitats and chalk streams.
The National Planning Policy Framework is clear that planning policies and decisions should protect and enhance valued landscapes and sites of biodiversity, which includes Chalk Streams. We have also set out more clearly expectations for development proposals to assess and mitigate adverse impacts to water quality on these sensitive waterbodies.
