To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment he has made of the effect on the UK economy of the O2 data failure of 6 December 2018.
To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment he has made of the effect on the UK economy of the O2 data failure of 6 December 2018.
We work closely with the telecoms sector on matters of resilience and security through the industry led Electronic Communications Resilience and Response Group. Furthermore, the Communication Act 2003 (section 105A) requires telecoms operators to have appropriate measures in place to manage risks to the security (covering confidentiality, integrity and availability) of networks and services. Telecoms operators are also required to notify Ofcom of security and resilience issues (including service outages) which have a ‘significant impact on the operation of a network or service’ (section 105B Communications Act 2003).
Ofcom reports annually on the number and scale of security incidents, including impacts (ie numbers of customers affected) through their Connected Nations report.
Compensation arrangements linked to a service incident are a matter for the company but Ofcom will be discussing the company’s plans with them.

Ofcom publishes information on coverage in the UK, which can be displayed by Local Authority. Its latest Connected Nations Report shows that, as of May 2018, there is 99.6% 4G indoor coverage from at least one Mobile Network Operator (MNO), and 69.7% from all four MNOs in the Lewes local authority area. In the same area, the data show that there is 99.9% 4G geographic coverage from at least one MNO and 95.1% from all four MNOs.

To ask the Secretary of State for Culture, Media and Sport, what assessment he has made of the effect of the proposed merger of O2 and Three on the competitive functioning of the mobile telecommunications industry.
The assessment of the impact of mergers on competition is a matter for the independent competition regulators. In the case of the takeover ofTelefónica UK (O2)byCKHutchison Holdings Ltd. (CKHH), which owns Three, the competent authority is the European Commission, due to the international scope of the deal, although the UK Competition and Markets Authority has applied for jurisdiction.
Any authority ruling on this merger will take advice from Ofcom, the UK’s independent communications regulator, on competition in the mobile communications sector in the UK.

[holding answer 25 January 2013]: The Secretary of State for Culture, Media and Sport, my right hon. Friend the Member for Basingstoke (Maria Miller), Ministers and departmental officials have met all of the named companies frequently over the past 12 months to discuss a range of issues both in direct meetings and in the margins of other meetings. The Department does not hold centrally a list of all meetings held by officials and to collate this information for the period requested would incur disproportionate cost. The Department publishes details of all ministerial meetings with external organisations, since May 2010, on its transparency website at the following link:

That this House condemns the mobile phone operator O2 for its intransigence surrounding the siting of a phone mast on Woodgreen Drive in Worcester; fails to understand why it chose this site when alternatives with better coverage are available; is deeply worried by the complete lack of public consultation surrounding this decision and the implications this has for the mobile phone operators' own code of conduct and how other constituencies may be affected; further condemns O2 for producing misleading diagrams used by the local planning authority when making their adjudication and warns other local authorities to watch out for such practices; believes that O2 operates in an arrogant and high-handed manner when dealing with members of the public and honourable Members; and calls upon O2 to share existing masts covering the Warndon Villages area of Worcester and abandon plans to erect a mast on Woodgreen Drive, so that local people are free from the blight of mobile phone masts so close to residential properties.
