To ask the Secretary of State for Energy Security and Net Zero, whether she accepts the conclusion in ADE: Demand's No Home Left Behind that low-income households are effectively paying five times more than wealthier families for clean heat; and what immediate steps she will take to close that gap.
Through the Warm Homes Plan (WHP), the Government is rolling out cost-effective, clean energy technologies that reduce bills including solar, batteries, and heat pumps.
Low-income households can access fully-funded grant support through the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund where the grants will cover the full cost of measures installed including heating system upgrades. A total of £4.4 billion has been put aside for low-income schemes up to 2030.
Additionally, universal grants of up to £9,000 are available for heat pump installations through the Boiler Upgrade Scheme, and the WHP also committed to a brand-new scheme offering low interest, government-backed consumer loans supported with £2 billion of public funding.
We’re also taking direct action to reduce energy bills including removing VAT charges on electricity bills, removing policy costs at the last Budget worth an average of £150 per year, and expanding the Warm Homes Discount to six million households last winter and confirming that level of support for the rest of the decade.

To ask the Secretary of State for Education, what discussions she has had with representatives of the travel industry regarding the relationship between school holiday dates and peak-season pricing.
To ask the Secretary of State for Education, what discussions she has had with representatives of the travel industry regarding the relationship between school holiday dates and peak-season pricing.
The department has not made a formal assessment of the merits of introducing regional variations in summer holiday dates.
School holidays are not determined at national level and are decided locally by trusts, schools and local authorities, depending on the school type.
The department encourages collaboration between schools, trusts and local authorities in the setting of term dates to minimise any disruption or inconvenience to families. In doing so, they should consider the importance of regular school attendance to children’s attainment, wellbeing and wider development.
The department will keep this policy area under review, including considerations of the impacts of different approaches to school holiday arrangements.
To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment she has made of the adequacy of the availability and affordability of swimming lessons.
To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment she has made of the adequacy of the availability and affordability of swimming lessons.
The Government recognises the importance of swimming lessons. Swimming is a great way for people of all ages to stay fit and healthy as well as being a crucial life skill in terms of water safety, which is why it is a mandatory part of the primary PE National Curriculum.
Sport England, our arm’s-length body for grassroots sport, is investing £16.45 million into Swim England, the National Governing Body for swimming in England with responsibility for developing the sport across the country, for the funding period 2022-2029 to increase swimming participation and invest in grassroots swimming initiatives.
The ongoing responsibility for providing access to public leisure facilities lies at local authority level, and swimming lesson pricing is determined by individual clubs and operators.

To ask the Secretary of State for Energy Security and Net Zero, what comparative assessment her Department has made of domestic heating oil prices between in (a) Scotland and (b) other parts of the UK following publication of the Competition and Markets Authority's heating oil market study; and what steps...
We know that users of heating oil have been particularly impacted by the rise in prices due to the Middle East conflict. It is clear that the heating oil sector is not working as it should for consumers and we will fight the corner of all those affected by the rise in heating oil prices.
I note the concerns about price disparity between regions, the price of heating oil is not set by Government and suppliers are subject to UK competition and consumer protection law. Therefore, pricing should be fair, transparent and reflective of genuine market conditions - and we would ensure that any price gouging behaviour is appropriately dealt with. However, it should be noted that the CMA's market study found no widespread evidence of suppliers making excessive material profits.
In Scotland, £4.6 million has been allocated to the Scottish Emergency Oil Heating Scheme, which launched on 1 April 2026. The scheme aims to support vulnerable households with the increased cost of oil or LPG for heating. Households on a means-tested benefit, or those in financial hardship who have additional vulnerabilities, may be able to get support. The scheme is delivered by Advice Direct Scotland. More details can be found at: https://homeheatingadvice.scot/faqs/, or by calling 0800 048 7413.
We are considering the CMA’s recommendations to create a fairer system for households and commit to issuing an official response within 90 days.

To ask the Secretary of State for Health and Social Care, what steps she is taking to reduce the number of medications needing to feature on the price concessions list.
Market prices of medicines can increase for several reasons, including normal market forces, manufacturing issues, and wider supply chain pressures, and prices can go up as well as down. Where the market price of a medicine suddenly increases, concessionary prices can be granted in that month, increasing the reimbursement price above the Drug Tariff price, with the aim of mitigating pharmacies dispensing at a loss. With regards to the wider assessment of potential impacts of delays, I refer the Hon. Member to the answer provided on 1 June 2026 in response to Question 3946.

To ask the Chancellor of the Exchequer, what steps he is taking to support farmers with the cost of fertiliser.
To ask the Chancellor of the Exchequer, what steps he is taking to support farmers with the cost of fertiliser.
The Government understands the impact that recent cost pressures have had on farmers across the country. It has cut the duty rate on red diesel by over a third per litre to 6.48p, the lowest rate in over 20 years. This will remain in place until the end of the year, supporting the agricultural sector in the fuel intensive harvest period.
The Government has announced a £65 million package of support to help farmers in England manage the impact of this summer’s prolonged dry weather. This includes an extra £50 million for the Sustainable Farming Incentive 2026 to help farmers adapt to the risk of future droughts, and up to £15 million to build on-farm reservoirs, helping farmers become more resilient. The Government also confirmed temporary adjustments to Environmental Land Management agreements, so farmers affected by drought can continue to receive payments and take practical steps to protect livestock, crops and land. Agricultural policy in the UK is devolved.
The Government ran a call for input on suspending tariffs on fertiliser, as part of a cost-of-living tariff suspensions package, and is now considering the responses ahead of making a final decision.
Biosecurity is of utmost importance to the government. The government is strengthening the systems needed to prevent, detect and control disease and coordinating national action to protect trade, public health and animal welfare.
To ask the Secretary of State for Business, Innovation, Science and Trade, what assessment her Department has made of the impact of school holiday scheduling on consumer prices in the travel and tourism sector.
To ask the Secretary of State for Business, Innovation, Science and Trade, what assessment her Department has made of the impact of school holiday scheduling on consumer prices in the travel and tourism sector.
Businesses in the travel sector consider many factors when setting prices including demand at peak times such as during the school holiday period. However, during periods of lower demand, the travel industry often offer early booking discounts or free chid places, for example. Some will offer late booking deals by reducing prices.
While no specific assessment has been made by the department, the government recognises that this can be a cost to families. We continue to engage with the industry, encouraging competitiveness, price transparency and innovation to promote growth and to ensure that consumers cans choose the best deals.

To ask the Secretary of State for Transport, what steps she plans to take to help reduce the cost of motor insurance for young drivers.
To ask the Secretary of State for Transport, what steps she plans to take to help reduce the cost of motor insurance for young drivers.
My department has not made a specific assessment on the affordability of motor insurance premiums for younger drivers. However, in October 2024, we formed the cross-government taskforce on motor insurance, to fulfil the government’s commitment to tackling the soaring cost of motor insurance in the UK. Though the taskforce has now concluded, the government will continue its work to deliver against the actions set out in the report.
Furthermore, data from the Association for British Insurers’ (ABI) for drivers shows average premiums fell across 2025 and the latest industry data for the second quarter of 2026 shows that premiums are stable. When adjusted for inflation, the average cost of motor insurance in the second quarter of 2026 was £14 lower than the average premium in the same quarter of 2025.
As part of the Road Safety Strategy, we consulted on a Minimum Learning Period before learner drivers can take their practical driving test. This will allow learners more time to gain essential experience, for example in different weather conditions, before driving independently and reduce the risk to themselves and other drivers. If the number of collisions involving young and novice drivers decreases overall this may contribute to a reduction in insurance premiums for younger drivers.
To ask the Secretary of State for Transport, what recent assessment her Department has made of recent increases in motor insurance premiums for drivers under the age of 25.

To ask the Secretary of State for Education, what assessment her Department has made of the potential impact of energy procurement guidance on the ability of academy trusts to leverage price competition.
To ask the Secretary of State for Education, what assessment her Department has made of the potential impact of energy procurement guidance on the ability of academy trusts to leverage price competition.
The department is currently drafting and finalising guidance for academy trusts which includes definitions of what constitutes comparable pricing and value where they are seeking to benchmark their energy costs with the Energy for Schools route. This guidance will be published prior to the effective date for the 2026 Academy Trust Handbook, which is 1 October 2026.
The department’s approach is to support academy trusts in simplifying and securing value for money from energy procurement, while retaining flexibility to use alternative routes where they can demonstrate pricing comparable to that available through the department’s Energy for Schools service or a department approved energy deal. The department expects trusts to continue to act in accordance with their broader responsibilities to achieve value for money and effective stewardship of public funds. The guidance will include definitions of what constitutes comparable pricing and value where they are seeking to benchmark their energy costs.
The department carried out a pilot prior to full implementation of Energy for Schools. This involved benchmarking actual energy usage data and pricing provided by individual schools and Government Commercial Agency (formerly Crown Commercial Services), comparing 12 months' worth of a school’s historic invoices with what a school would have paid under the department’s contract for the same period. Recent benchmarking has demonstrated that a typical primary school can save £4,900 a year and a typical secondary school £23,200 through the department’s deal.
The department’s policy is to support trusts in simplifying and securing value for money by making available the department's Energy for Schools service and department approved energy deals. At the same time, it continues to permit alternative procurement routes where trusts can demonstrate comparable pricing or value. The requirement does not prevent trusts from seeking alternative suppliers or procurement arrangements and allows trusts to access the wider energy market where competitive pricing can be evidenced.

To ask the Secretary of State for Energy Security and Net Zero, what steps her Department is taking to help prevent profiteering on the sale of road fuel and off-grid fuel prices.
To ask the Secretary of State for Energy Security and Net Zero, what steps her Department is taking to help prevent profiteering on the sale of road fuel and off-grid fuel prices.
The Government will not tolerate profiteering or unfair practices in fuel markets.
For road fuel, we are supporting greater competition and transparency through Fuel Finder, which requires retailers to share live prices. The Competition and Markets Authority (CMA) also continues to monitor retailer behaviour, including passive pricing strategies that may contribute to sustained high margins.
For heating oil, the CMA has proposed stronger consumer protections, including supplier registration and minimum standards, improved price transparency, independent dispute resolution and better support for vulnerable households. It has also secured compensation for customers affected by cancelled orders. The Government welcomes this work, is carefully considering the CMA’s recommendations and intends to respond formally in due course.
Vulnerable households facing immediate financial difficulties because of rising heating oil prices are encouraged to contact their local authority to find out what support may be available to them through the Crisis and Resilience Fund (CRF) which has over £50million to help low-income families tackle surging prices.
That this House notes with concern the persistently high and variable road fuel prices faced by drivers across the United Kingdom; further notes the Competition and Markets Authority findings that prices remain significantly above levels seen before the conflict in the Middle East, alongside passive pricing strategies by some retailers that have failed to promptly pass on reductions in wholesale prices to motorists; recognises that rural communities are particularly exposed to high fuel costs, where limited public transport alternatives and greater distances to travel leave households with little choice but to pay elevated prices at the pump; stresses that rural households continue to face wider and unrelenting cost-of-living pressures, including a 4% increase in the Ofgem energy price cap from October and rocketing fertiliser and red diesel prices for farmers after a summer of extreme weather; believes that additional targeted support must be provided to vulnerable consumers while fuel retailers continue to benefit from historically high margins; calls on the Government to introduce immediate relief by cutting fuel duty by 10p per litre and to strengthen enforcement to ensure that reductions in wholesale prices are fully and swiftly passed on to motorists; and urges the Government to expand the Rural Fuel Duty Relief Scheme to additional rural communities facing disproportionately high fuel costs.
