That is exactly why the Government have funded the £30 million for Live Labs 2. We want councils to have access to the best available evidence on the condition of their roads. Potholes are the bane of all our lives, including for my constituents, but I have a cunning plan: we could fix potholes much faster by tapping into the superpowers of bin men and women. Bin lorries travel every road every week. Why not equip them with cameras and AI-enabled technology, so that they can spot, map and log potholes immediately, as soon as they appear? That would significantly speed up the process of fixing them. This has been done very successfully in Australia. Will the Department for Transport work closely with the Ministry of Housing, Communities and Local Government to ensure that local authorities have the funding and co-ordination needed to adopt this fantastic technology nationwide?
In my area, the improvement on potholes is noticeable, and I thank the Government for the additional funding, which is being used for large patching work; no longer is there just shovelling into endless holes. I am concerned, however, about road safety in my constituency. Understandably, the money has been prioritised for addressing the enormous backlog of roadworks that developed under the last Government. In addition, we have introduced a red, amber and green rating of local authorities, to identify where extra support is necessary in order to improve systems and practices, so that we can banish the potholes once and for all.

To ask the Secretary of State for Science, Innovation and Technology, what steps her Department has taken since 1 January 2026 to support research infrastructure that facilitates the advancement of key technologies.
To ask the Secretary of State for Science, Innovation and Technology, what steps her Department has taken since 1 January 2026 to support research infrastructure that facilitates the advancement of key technologies.
The government’s Modern Industrial Strategy focuses on frontier technologies and eight key growth sectors. Since January, progress on research infrastructure has included:
- Up to £250 million to expand access to cloud through the AI Research Resource (AIRR).
- Launch of the Zenith AI supercomputer at the University of Cambridge, supported by £36 million of joint DSIT and UK Research and Innovation investment.
- A £51.2 million investment for a new National Cryogenics Facility in Daresbury which will support quantum computing scale up.
- A further £110 million for the UK Telecoms Lab, dedicated to national security testing and research of advanced connectivity technologies.

The Environment Agency does not oversee the deployment of clean heating systems. However, where oil tanks, boilers etc. are removed, waste producers and contractors must comply with their legal Waste Duty of Care and ensure waste is managed appropriately, including any hazardous wastes from decommissioning activities. UK Defence Innovation (UKDI) represents a fundamental transformation of how the Ministry of Defence (MOD) approaches innovation. We recognised that for too long, innovative companies and start-ups faced significant barriers when trying to engage with defence innovation programmes.
UKDI works closely with UK industry and academia, including Small and Medium Enterprises (SMEs), to identify and invest in innovative technologies that address our most pressing capability challenges as well as publishing our future priorities to incentivise investment. We are transforming processes to drive this at pace and are already testing and deploying these technologies.
The Defence Industrial Strategy (DIS) commits to significantly increasing SME participation and spending, recognising their critical role in strengthening capability and economic prosperity.
We have established a dedicated Office for Small Business Growth in January to remove barriers, improve access, and drive delivery against our SME ambitions across Defence.

The Obesity Pathway Innovation Programme includes evaluation activity to assess programme outcomes, funded from within the programme's budget. The programme's 12 funded projects will generate real-world evidence on innovative approaches to obesity care, supported by a national evaluation and Community of Practice to share learning across the NHS. The findings will help inform future obesity services and commissioning decisions.

To ask the Secretary of State for Transport, whether her Department has analysed international examples of requiring intervening Intelligent Speed Assistance technology for high-risk and repeat speeding offenders.
The Department has not undertaken specific analysis of international approaches to require intervening Intelligent Speed Assistance technology for high‑risk or repeat speeding offenders. The Government keeps the motoring offences framework under review, but does not currently have any plans to introduce Intelligent Speed Assistance for those convicted of speeding offences. The Department will continue to consider emerging evidence on technologies to improve road safety.
The Department does not have a specific national definition of a high-risk repeat speeding offender. Sentencing in individual speeding cases is a matter for the courts, which assess the seriousness of the offence by reference to the speed recorded against the applicable speed limit and any relevant aggravating factors, including previous convictions.
The Department has not commissioned bespoke data from police forces specifically on repeat speeding offenders to inform policy development. Data on motoring offences, including speeding, is published annually by the Home Office in its “Police powers and procedures: Roads policing” statistical release.

The Government takes road safety seriously and recognises the important role that roads policing and speed enforcement play in reducing the number of people killed and seriously injured on our roads. Operational policing decisions, however, are taken locally by chief officers based on local needs and priorities.
The Home Office has not made an assessment of the effectiveness of average speed cameras in supporting the enforcement of speed limits in urban areas, nor has it had discussions with West Midlands Police regarding its approach to enforcement of speeding offences. Decisions on the deployment of speed cameras, including the type of camera used and where it is installed, the deployment of roads policing officers and the enforcement of speeding offences are operational matters for Chief Constables and Police and Crime Commissioners. Speed enforcement forms part of wider operational road safety activity undertaken by police forces in response to local risks and priorities.
The results from Cambridge and the DIOSynVax programme, primarily funded by the Government through Innovate UK, is a good example of how the Government are taking AI’s potential in vaccine technology seriously. AI’s most credible contribution to vaccine development is in the design stage, including predicting antigen structure and binding and predicting how pathogens evade immunity. Our £137 million AI for science strategy is funding some key enablers for AI use in drug discovery, including in medical research and engineering biology.

One of the researchers involved said that it is
“amazing what we can do with it for the good of humanity”.
Unfortunately, this new technology may also, in turn, potentially pose a great threat to humanity. So I ask my noble friend: what work is going on to ensure that this type of development is subject to the strictest controls and that, in future, no bad actors can in any way use this new technology to pose a threat to humanity?
