To ask the Secretary of State for the Home Department, when she plans to publish the report from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services on the intelligence gathered by West Midlands Police on the Ajax v Maccabi Tel Aviv Europa League game in November 2024.
To ask the Secretary of State for the Home Department, when she plans to publish the report from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services on the intelligence gathered by West Midlands Police on the Ajax v Maccabi Tel Aviv Europa League game in November 2024.
The Home Office will make public the findings from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services on the information and intelligence used by West Midlands Police to assess and categorise the Aston Villa v Maccabi Tel Aviv match on 6 November, and how accurately this reflected intelligence received from the Netherlands Police, as soon as this is provided.
The Home Office does not hold any information on whether the Muslim Brotherhood or other organisations subject to government non-engagement shared information with West Midlands Police in relation to this match.
Similarly, the Home Office does not hold any information on discussions between West Midlands Police and the Metropolitan Police, MI5, Cabinet Office, or the Joint Terrorism Analysis Centre in relation to this match.
A reply to the Honourable Member for West Suffolk’s letter of 2 January 2026 will be sent in due course.
Section 40 of the Police Act 1996 enables the Home Secretary to direct a PCC or Mayor where a force is failing, in exceptional circumstances.
The power for the Home Secretary to require a police authority to call on a Chief Constable to retire was removed through the Police Reform and Social Responsibility Act 2011 and the power to dismiss Chief Constables now rests with Police and Crime Commissioners.
The Home Secretary has already taken action and commissioned HMICFRS to review the information and intelligence used by West Midlands Police.
The findings from this are due to be provided on 12 January.

The Home Office routinely engages with international partners as part of its departmental interests in policing, border security and immigration. Officials have met with Dutch counterparts in recent weeks on these matters, including as part of efforts to ensure full transparency around the decision to ban Maccabi Tel Aviv fans from attending the fixture against Aston Villa in November. Ministers have not directly engaged with Ministers from the Netherlands on this specific matter.
To ensure full independent scrutiny, the Home Secretary has commissioned His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to inspect how police forces in England and Wales provide risk assessment advice to local Safety Advisory Groups and other bodies responsible for licensing high-profile public events. HMICFRS has been asked to provide an initial response on the Aston Villa v Maccabi Tel Aviv match by 31 December.
Additionally, the Home Affairs Select Committee held an evidence session on 1 December to examine the decision-making process and intelligence assessments. The government awaits the Committee’s findings. Correspondence between the Committee and relevant parties is routinely published on the Committee’s official website.

I wrote to the Chief Constable of West Midlands Police on 24 November to request an urgent update clarifying the provenance of the intelligence gathered by his force and his confidence in this. The Chief Constable replied on 28 November. I again wrote on 10 December, in the interests of transparency, seeking clarification of the engagement the West Midlands Police undertook with Jewish community stakeholders to inform its community impact assessment.

The gathering and assessment of police intelligence is a matter for West Midlands Police, and the United Kingdom Football Policing Unit who undertake the role of National Football Information Point.

The UK and the Netherlands have a strong bilateral relationship as North Sea neighbours, North Atlantic Treaty Organization (NATO) allies, and a shared approach to global challenges. The Prime Minister hosted Dutch Prime Minister Dick Schoof in Downing Street on 6 February, and the Foreign Secretary hosted Foreign Minister Veldkamp during his visit on 6 May. The UK and the Netherlands continue to work together to promote economic growth and to tackle organised crime, including the people smuggling gangs that drive illegal migration. As NATO allies, we continue to work to promote stability in the Middle East, ramp up the pressure on Russia, and provide support to Ukraine.

Working level discussions have taken place between officials from the Ministry of Defence and Dutch Ministry of Defence on civilian harm mitigation and response. This has also included officials from the US Department of Defence as well as officials from Defence Ministries of other allies. The aim of these discussions is to advance engagement between allies on sharing and promoting best practice on civilian harm mitigation within respective Armed Forces.

I was very concerned to see the reports regarding potential temporary disruption to Eurostar’s operations at Amsterdam Centraal from June 2024 due to planned renovation works at the station. The Government has engaged directly with Dutch counterparts and Eurostar. The Dutch Government have now confirmed that they will urgently engage with Eurostar and relevant partners to explore if there are alternative solutions to maintain Eurostar operations throughout the renovation works. I fully support this latest dialogue and my officials will continue to monitor this closely.

All British Army Boxer vehicles are based on the same dimensions of the common base vehicle, which are shared with our partner Nations. Minor variations in overall dimensions between Nations occur due to the equipment integrated to the vehicle dependent on the role or capability being undertaken.

The Government is resolute in its commitment to tackle Organised Immigration Crime (OIC).
Tackling people smuggling of all types is a priority for Immigration Enforcement, working through its international network upstream as well as conducting OIC investigations within the UK. Additionally, the dedicated multi-agency OIC Taskforce, led by the National Crime Agency, is committed to dismantling OCGs engaged in immigration crime internationally. The Taskforce is active in 17 countries worldwide, and its activities include supporting judicial and intelligence capacity building in source and transit countries, and intelligence sharing in key near Europe countries. The NCA undertakes investigations into complex and serious OIC offences, arresting offenders in the UK and overseas and bringing them to justice.
In addition to the Taskforce, the NCA has a network in excess of 140 International Liaison Officers (ILOs) based in more than 45 locations, covering over 100 countries. For operational security reasons, the NCA does not disclose those countries in which NCA Liaison Officers are based. The NCA also has intelligence and investigative teams that are deployed across the full range of Serious and Organised Crime threats, where tackling Organised Immigration Crime is a priority.
The NCA overseas liaison officers network works with international partners and coordinates UK law enforcement overseas to gather intelligence, conduct operational activity (through agreement with partners) and enhance international delivery through a variety of means, including capacity building, training, joint European or international taskforces. The Liaison Officer network also includes officers based in the multilateral institutions of Europol and INTERPOL.
The tragedy in the Channel last December sadly demonstrates the extent to which OCGs endanger migrants’ lives at sea. The NCA, Home Office, Ministry of Defence and UK police forces continue to collaborate with French counterparts to tackle the criminals behind the majority of these crossing attempts and protect lives at sea. Our joint efforts are resulting in continued arrests and prosecutions of these criminals, so that we deter, disrupt and dismantle the networks responsible for facilitating many of these crossings.
Joint Investigation Teams are another part of our toolkit to address cross border organised crime. JITs provide a legal framework for investigation teams set up for a fixed period between two or more countries to investigate a specific cross-border case. The UK participates in multiple JITs with an Organised Immigration Crime (OIC) dimension; however, for operational reasons we cannot provide further detail.
We also share information about criminality around small boats between international agencies. The UK-France Joint Intelligence Cell (known to France as the Unité de renseignement opérationnel, so URO or JIC) consists of UK and French officials, as well as a Europol embed, who collate and analyse operational intelligence to prevent crossings and to dismantle the gangs behind them. Since the JIC was established in July 2020, 59 organised criminal groups involved in small boats crossings in France have been dismantled. Our joint activity with the French saw nearly 400 arrests made in 2022 alone.
We also pursue those involved in the financial flows that support this activity. Using criminal powers in the Proceeds of Crime Act 2002, an individual can be prosecuted for money laundering offences if sufficient evidence is obtainable and CPS agree to charging, or civil powers within the same act permit the action to be taken against the money concerned. Both these approaches are used to undermine the financial flows supporting small boat and wider clandestine smuggling, both in the UK and with foreign partners.

In the specific case of the alleged overseas police stations, as I stated to the House on the 1 November, I have spoken to the police and I am assured that they are investigating allegations of unlawful activity. It would be inappropriate for me to comment further on operational matters, including on the status of potential international collaboration.
We do maintain a good relationship with various international counterparts and regularly engage with others on the issue of transnational repression more widely.

To ask the Secretary of State for Transport, what recent assessment her Department has made of the adequacy of arrangements with the Netherlands for sharing foreign HGV registration details.
The Netherlands, like other EU Member States, can request HGV registration details under Mutual Legal Assistance provisions. However, the Trade and Cooperation Agreement suspends timescales for responding to Mutual Legal Assistance requests for vehicle registration data in respect of the enforcement of minor traffic offences until 1 January 2024. Requests are dealt with on a case-by-case basis.
We are reviewing our approach to the provision of data once timescales apply.

The United Kingdom is engaged in the process to modernise the Energy Charter Treaty (ECT) to ensure it is aligned with her climate objectives and advances the British and global clean energy transition. Given the substantial investment required to support the energy transition, the ECT plays an important role in supporting these objectives by protecting British and global investments in clean energy.
The United Kingdom has investment agreements with Investor-State Dispute Settlement (ISDS) provisions with over 90 trading partners, including within the Energy Charter Treaty (ECT). There has never been a successful ISDS claim brought against the United Kingdom, nor has the threat of potential claims affected decisions taken by HM Government.

The Government wrote to the Insolvency Service on 23 March asking it to undertake an urgent and thorough enquiry into the recent actions of P&O Ferries, to determine whether the law has been complied with and consider prompt and appropriate action where it has not.
The Insolvency Service confirmed on 1st April that following its enquiries it has initiated both formal and civil investigations into the circumstances surrounding the redundancies made by P&O Ferries.
The Rt. Hon. Member will appreciate that while these investigations are being progressed it would not be appropriate to make further comment, but the Insolvency Service will provide an update in due course.

My Rt. Hon. Friend the Secretary of State has written to the Insolvency Service asking them to urgently undertake a thorough review into the actions of P&O Ferries. As part of this review they will review the evidence around what notifications were given to the various authorities where P&O ferry have said their vessels are flagged.

The Dutch Government has confirmed that they will extend the current waiver to allow continued supply of Bedrocan oils against United Kingdom prescriptions for existing patients until 1 April 2022 to allow for domestic production to be established. The Department continues to work closely with the Dutch Government, the Home Office and the Medicines and Healthcare products Regulatory Agency to ensure continuity of supply of Bedrocan oils beyond this period.
