We continue to monitor the political and security situation in Peru, including any implications arising from the public demonstrations that took place across Peru on 19 July. The UK welcomes President Boluarte's calls for peace and dialogue in the context of the recent protests. Our Embassy in Lima regularly discusses human rights and values issues with the Peruvian Government. We will continue to work with the Peruvian Government and the United Nations Office of the High Commissioner for Human Rights in Peru to help Peru make progress towards sustainable and inclusive development with respect for human rights.

The UK Government has been carefully monitoring the situation in Peru since heavy rains and countrywide flooding affected the country in March. The Peruvian authorities subsequently declared dengue fever a national health emergency in May. The Peruvian government is leading the immediate response to the current dengue outbreak. The UK Government will continue to monitor and support the country's long-term sustainable development through our work in Peru.

UK officials at the British Embassies in Quito and Lima have been monitoring developments following the earthquake on 18 March that affected Ecuador and Peru. Neither the Ecuadorean nor Peruvian governments have formally requested bilateral assistance from the UK. I [Minister Rutley] passed on my condolences to the Ecuadorean Foreign Minister and Minister for the Environment for the lives lost and casualties in Ecuador when they joined an event virtually, that I attended in person, on 22 March.

We are closely monitoring political developments and public protests in Peru, and the implications of these developments for our work in the region. We continue to work with the Peruvian Government across a broad range of shared priorities including infrastructure, trade, security, the environment and values. We have made clear the UK's support for the Peruvian Government, the constitutional process and Peruvian democracy.

The Foreign Secretary discussed developments in Peru during a call with Peru's Foreign Minister on 21 February. Minister Rutley spoke with the Peruvian Vice Foreign Minister on 22 February 2023. Our Embassy in Lima has regular discussions with the Peruvian Government about the situation, including reports of abuses and the deaths of protestors that have occurred since the change of government in December, highlighting the need to protect lives and for greater transparency in ensuring respect for fundamental rights.

Our Ambassador in Lima and his team also hold regular discussions with the Peruvian Government and have discussed the violence seen in Peru, including the deaths of protesters, following the change of government in December. The UK supports the Peruvian Government and constitutional order and welcomes dialogue to calm the ongoing protests. It is important that the Peruvian Government does all it can to protect lives and that there is greater transparency of how the Government is ensuring the protection of rights.

The Minister for the Americas & Caribbean, David Rutley discussed the political situation in Peru during a recent meeting with the Peruvian Ambassador. Our Embassy in Lima is also in regular contact with the Peruvian authorities about the ongoing political crisis and we are closely monitoring news on a possible early election. The UK has made clear its support for the Government of Peru, for constitutional order and for the rule of law.

The UK Ambassador and members of his team in Lima hold regular discussions with the Peruvian Government and have used these meetings to raise concerns about the violence seen in Peru following the change of government in December. Bearing in mind the deaths of protestors and injuries to both police and protestors, we have been clear how important we consider it to be that the Peruvian authorities should do all they can to protect lives. We continue to closely monitor recent political developments, public protests, and the potential impact of the ongoing political situation on British Nationals in Peru. Protests have caused disruption to air, road and rail transport, including travel to and from Machu Picchu. In December we were aware of a number of British Nationals, as well as tourists from other countries, who were unable to leave Machu Picchu for a period of time. Staff from the British Embassy Lima assisted the three British Nationals who requested help in December and are available to assist British Nationals who request help in light of ongoing disruption to travel in Peru.

The UK places real value on our partnership with Peru. Our long-term commitment to the sustainable development of Peru is demonstrated through our Government to Government agreements focusing on the reconstruction and development of healthcare, education and risk prevention sectors, as well as our climate and trade partnerships. We are monitoring the situation in Peru following the impeachment of former President Pedro Castillo and will continue to hold an active dialogue with the new Peruvian administration under President Boluarte, including on human rights and values issues.

We have been closely monitoring developments in Peru including the actions of former President Pedro Castillo and Officials are in contact with their counterparts in the Peruvian Government. We welcome Dina Boluarte being sworn in as President of Peru and look forward to working with the President and her administration to help Peru advance sustainable and inclusive development in ways that respect human rights.

The UK Government has a significant dialogue with indigenous groups and environmental defenders in Peru. Officials at the British Embassy in Lima promote the rights of indigenous groups in Peru and support them in raising concerns. HMG regularly discusses the impact of climate change and environmental degradation with the Peruvian Government and these were core themes at our annual UK-Peru Political consultations in August this year.
