In order to become a business registered with TrustMark, the business must demonstrate to the TrustMark Scheme Provider that it complies with the rigorous TrustMark Framework Operating Requirements. These requirements have clear conditions, including the disclosure of any previous and/or present business interests that will impact upon the registration of the business. This has been established to prevent manipulation of the Government Endorsed Quality Scheme including through accessing multiple schemes where compliance with the Framework Operating Requirements has not been demonstrated.
As part of the ongoing development of the Scheme, the requirement for consumer protection for all works being undertaken via a TrustMark Registered Business, is being strengthened to provide greater protection to the consumer. TrustMark is currently in discussion with multiple parties to develop improved provisions to ensure that both consumers and businesses are suitably protected as a requirement of the TrustMark Scheme.

The Green Homes Grant scheme opened for installer applications on 30 September. As of 28 January, the total number of installers registered with the scheme was 906.
Official scheme statistics will be published in due course.

As of 26 January 2021:
(a) 66,902 grant applications have been received, corresponding to 103,833 voucher applications
(b) 17,618 vouchers have been approved and issued to customers, to date.
With regard to (c), (d) and (e), official scheme statistics will be published in due course. BEIS will continue to monitor application data as the scheme progresses.

As of 10:00 on 7 January, we can confirm there were 8 businesses which are TrustMark registered and certified to install insulation measures in park homes under the Green Homes Grant Voucher Scheme.
TrustMark registered installers can offer their services in multiple locations. Every Local Authority in England has at least one TrustMark registered park homes installer available, 126 have at least two and five Local Authorities have at least three.

Over the last two months, we have seen a 350% increase in the number of TrustMark registered park homes installers, with respect to the figure stated in the answer given by my Hon. Friend the Minister of State for Business, Energy and Clean Growth to my Hon. Friend the Member for Christchurch on 23rd October 2020 to Question 106216.
BEIS officials have been working with the park homes industry, United Kingdom Accreditation Service (UKAS) and TrustMark to clarify what is required and encourage businesses to obtain Publicly Available Specification (PAS) certification to install insulation in park homes, and register as an installer for the Green Homes Grant.
As part of the £6.9 million Green Homes Grant Skills Competition, we have taken steps to ensure comprehensive access to training for measures offered under the scheme, including for park homes. This includes ensuring good coverage of training providers, as well as retrofit coordinators and assessors required to support park home retrofits, across all regions in England.

The Green Homes Grant scheme has been designed to help stimulate economic recovery and create and support tens of thousands of green jobs. As of 2nd November, there were 1,141 businesses that are TrustMark registered and hold the necessary certifications to install measures under the voucher scheme.
BEIS officials are working closely with the industry to increase the number of installers available and with TrustMark scheme providers and certification bodies to support installers to get certified as quickly as possible, including streamlining certification processes where possible. We are also supporting the growth of the industry through a £6.9m skills competition to provide training opportunities for energy efficiency and low carbon heating supply chains to deliver works and scale up to meet additional consumer demand.

TrustMark (2005) Ltd (TrustMark) operate the TrustMark Scheme. TrustMark aims to marginalise unscrupulous traders by identifying to consumers traders who have been inspected for both trade competence and good trading practice.
The Department for Business, Innovation and Skills (BIS) receives a small volume of correspondence from individuals each year relating to TrustMark. These communications are passed to the TrustMark Board to investigate the actions of their Scheme Operators which would include NAPIT should the case arise. The Department does not hold records of communications about specific Scheme Operators as these are audited and monitored by TrustMark and not BIS.
In 2011 a consumer body provided views about the scheme to the Department; those views were fed into a review of the scheme which the TrustMark Board undertook in 2013.

Construction 2025, published in July 2013, is not a Government strategy. It is a collaboration between the construction industry and Government. It sets out four high level ambitions to be achieved by 2025. These ambitions will be underpinned by an action plan and the strategy document outlined a number of specific actions. Many of these actions, including a number contained in this set of questions, are owned and driven by a range of key bodies from across the full breadth of the construction industry.
I am pleased with the industry's positive response and close ownership of the agenda and of specific actions.
The review of the research into recognised card schemes is under way.
The industry has drafted a high level statement of its commitment to having young people working on construction. This will be published shortly.
There is a commitment to implement Level 2 BIM on all central Government projects by 2016 and this includes a programme for communicating best practice to local Government and private sector clients.
A number of discussions are under way with the Green Construction Board and the retail sector and with the lighting industry about the development of market and technology plans for investment in energy efficient and low carbon construction.
The Green Construction Board is considering DEFRA's National Adaptation Programme to consider whether the Board might be able to add additional value by developing its own climate change adaptation plan.
The potential to develop a trade 'grouping' of UK based contractors continues to be explored through UKTI's construction sector advisory group.
On 25 November 2013, Official Report, column 4WS, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), announced that Government was establishing the British Intergovernmental Services Authority (BISA).
The industry is currently investigating existing best practice in terms of young people across the sector, to determine to what extent it can adopt a more coordinated approach to engagement.

A number of regionally owned views of future work are starting to emerge (for example, from the Manchester Chamber of Commerce) and members of the Leadership Council Delivery Group are considering these with a view to their wider relevance.
It was agreed to pause the work on demand mapping while industry bodies focussed their attention on the role of public procurement to inform further work by
Cabinet Office and HMT—Infrastructure UK on procurement. The demand mapping work is now being picked up again.
The industry is working closely together on a broad agenda, with an agreed set of priorities and good progress is being made.
