I am delighted that your Lordships are debating the UK space industry. It is key to building back better. It is rapidly growing—by 60% in the past decade—and is spread across the whole country, from Goonhilly in Cornwall to the north of Scotland, via Guildford, Leicester, Glasgow and elsewhere. I...

My Lords, I was delighted to see that the European Space Agency recently announce that it was intending to send a disabled person into space. There was much celebrating from non-disabled people, who saw it as a step towards inclusion, but personally, I would prefer it if it were possible...

My Lords, it is good that we have the noble Lord, Lord Frost, with us to be accountable for Brexit, because he has a lot to be accountable for. His UK-EU Trade and Cooperation Agreement is the most damaging treaty negotiated by a British Government for more than 50 years....

I welcome today’s maiden speakers and thank the noble Lord, Lord Willetts, for the way in which he introduced this debate. I was interested to hear his positive comments on OneWeb, which were particularly striking in contrast to the remarks others have made on that issue. Following the latest fundraising...

My Lords, the Government’s decision to create UK space command is a golden opportunity for greater co-operation between defence and industry. My Lords, I declare an interest as, until recently, vice-chair of Eutelsat. LEO—low earth orbit—satellites have high potential. Unlike geostationary satellites, they have low latency and universal reach, enabling instant broadband communication anywhere on the planet. The essential satellite services that maritime operators, the Royal Navy and indeed all of us rely on are at risk from growing congestion, debris and threats from irresponsible or hostile actors in space. My Lords, I declare my interests as disclosed in the register. If the Government’s ambition is for the UK to seize 10% of the global space economy by 2030, there needs to be much more joined-up thinking and a clear policy. I seriously question the likely success of the Government’s...

Today’s debate is a decade on from the space innovation and growth strategy of 2010, in which we aspired to a 10% share of a growing global sector. Today, a lot has happened, and the market has hugely grown. The Government are right, therefore, to focus on the increased market...

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what proposals the Government has put forward in the UN conference on Disarmament to control the (a) weaponisation and (b) militarisation of outer space.
HMG is committed to maintaining outer space as a peaceful, safe, and stable environment vital for our social, economic and scientific development. Technological developments in areas such as anti-satellite missiles and jamming of navigational systems increase the threats to space systems both from the ground and in space. The UK therefore proposed a new resolution on 'Reducing Space Threats Through Norms, Rules and Principles of Responsible Behaviours' which was adopted in the UN Disarmament and International Security Committee (First Committee) and then by the General Assembly on 7 December 2020, with the support of 164 countries. This resolution calls on all UN member states to study existing and potential threats and security risks to space systems and share their ideas on norms, rules and principles of responsible behaviours to reduce the risks of misunderstanding and miscalculation. The UN Secretary General will produce a report for further discussion by Member States.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what progress his Department is making in delivering the proposed spaceport in (a) Cornwall and (b) Sutherland.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what progress his Department is making in delivering the proposed spaceport in (a) Cornwall and (b) Sutherland.
The UK Space Agency is monitoring progress across all potential UK spaceports, and are aiming for the first UK launches to take place in 2022.
UK Space Agency awarded £7.35m to Virgin Orbit to support their plans to launch from Cornwall, with the spaceport being delivered separately by Spaceport Cornwall. The UK Space Agency engage regularly with Cornwall Spaceport as part of their oversight of the Virgin Orbit grant and they have recently finalised their Airport Development Implementation Plan for approval. Once approved, works can commence on airport development to meet the requirements for launch operations.
The Government also provided £2.5m to Highlands and Islands Enterprise (HIE) to develop Space Hub Sutherland in Scotland, and £5.5m to Orbex to build a new rocket to launch from Sutherland. HIE have successfully secured planning approval from Highland Council, and Orbex are making good progress with developing their launch vehicle.
What steps his Department is taking to support the UK space sector.
What steps his Department is taking to support the UK space sector.
We are committed to establishing a commanding lead in space and other industries of the future. My Rt hon Friend the Prime Minister has established a National Space Council to deliver this ambition.
We are investing in the next generation of satellite technologies, backing exciting new spaceports in Scotland and Cornwall, and using UK space expertise to tackle climate change.
To ask the Secretary of State for Scotland, what recent discussions he has had with Cabinet colleagues on the progress of the planned space port in Sutherland.

The UK Government regularly engages with the Scottish Government and Space Hub Sutherland on their plans to build the vertical launch site at Melness. The launch site is expected to create up to 250 jobs, 61 of which will be in the Caithness and Sutherland area.
I would also like to take this opportunity to congratulate them on receiving planning permission earlier this year and I look forward to seeing how the proposal develops in future.

To ask Her Majesty's Government what discussions have been held between the UK Space Agency and the Shetland Island Council about locating a spaceport on Unst; and what have been the outcomes from any such discussions.
The UK Space Agency has been in regular contact with Shetland Island Council, as we have been with councils in all potential spaceport locations, to understand their plans to support the Shetland Space Centre. These meetings have ensured a collaborative working relationship between the UK Space Agency and Shetland Island Council, and that the Council is aware of the support and engagement forums offered by Government to enable them to harness the opportunities offered by commercial spaceflight. For example, the UK Space Agency invited Shetland Island Council to attend the Regulation plenary sessions as well as put them in contact with relevant officials who can provide clarity around security considerations relating to engagement with other nations. Furthermore, UK Space Agency officials visited Shetland in October 2019 and received a briefing from the Shetland Island Council on their plans to support the Shetland Space Centre.

Proceeds from those launches will be limited to any charges for licensing (although the Government is not proposing to cost recover for three years) which will be used to cover costs of licensing, and associated taxes.
The Agreement creates no limitation on the Government continuing to provide funding for the development of domestic space launch companies through other means.

The Technology Safeguards Agreement (TSA) is a legally binding bilateral treaty with the United States of America and is subject to 21 sitting days scrutiny under section 20 of the Constitutional Reform and Governance Act 2010 (CRaG).
The Command Paper along with the Exchange of Notes for the TSA and Explanatory Memorandum was published and E-laid before Parliament on 16 October 2020.
The TSA will not enter into force until the enabling legislation (the Space Industry Regulations, published for public consultation on 29 June 2020) is in force, the CRaG scrutiny procedure has completed and following an exchange of notifications between the Parties confirming that all domestic procedures and requirements necessary for the Agreement’s entry into force have been fulfilled.

The Government plans to realise its obligations under the Agreement through the Space Industry Regulations, published for consultation on 29 July 2020 and licence conditions for operators. Regulations 180-181 of the Draft Space Industry Regulations address segregated areas and highlight that the area remains designated as segregated only if there is US technology in that area.

Assessments are made on a case-by-case basis by the relevant UK Government departments and agencies.
The Government and its regulatory authorities already work closely with UK companies, and in the future will work with UK based launch operators, to understand the nature and degree of any inputs of equipment, technology, manpower, or funds from countries, in this area especially by those which are not partner members of the Missile Technology Control Regime.
This is in line with the UK’s existing international commitments under the Missile Technology Control Regime, the Hague Code of Conduct and other international non-proliferation instruments.

The Government will follow the definition contained in the Agreement.
The definitions in the Agreement are designed to capture all possible business and operational models for UK based launch operators and were drafted to enable maximum flexibility for UK companies.

To ask the Secretary of State for Business, Energy and Industrial Strategy, how many companies participate in the LaunchUK Industry Group; and which of those companies were consulted on the contents of the US-UK Technology Safeguards Agreement signed on 16 June 2020.
There are over 100 companies and research institutions in the LaunchUK Industry Group.
The US-UK Technology Safeguards Agreement (TSA) is a legally binding bilateral treaty with the United States of America and is subject to 21 sitting days scrutiny under the Constitutional Reform and Governance Act (CRaG). The Command Paper along with the Exchange of Notes for the TSA and Explanatory Memorandum was published and E-laid before Parliament on 16 October 2020.
Companies which are likely to be affected by the provisions in the TSA were consulted prior to and throughout its negotiation, both through the LaunchUK Industry Group and in direct consultations. The Agreement will not place any undue limitations on UK-based companies; indeed, it is expected to open new opportunities for them while meeting the UK’s counter-proliferation obligations.
That this House welcomes the Government’s approval of the Shetland Space Centre’s plans to build and operate a satellite launch site on Unst in Shetland; notes that the spaceport will create hundreds of new, high-quality jobs, not only locally in the Northern Isles but across the country; recognises that this will strengthen the UK’s position as a European small satellite launch destination of choice; congratulates Shetland Space Centre for this development; and calls on the Government to support similar initiatives to maintain the excellent work of the UK's space agencies.

To ask Her Majesty's Government how much Official Development Assistance was given to the government of China in the last 10 years; to list the projects that were funded; and what assessment they have made of providing aid to any country which has a space programme.
To ask Her Majesty's Government how much Official Development Assistance was given to the government of China in the last 10 years; to list the projects that were funded; and what assessment they have made of providing aid to any country which has a space programme.
The UK Government no longer gives Official Development Assistance (ODA) directly to the Chinese Government. The UK ended its traditional bilateral aid programmes to China in 2011 and now offers the country expertise and skills to help tackle global issues like climate change and global health, which are also in the UK national interest. This includes working with government-affiliated organisations to positively influence Chinese policy and practice.
All UK ODA spend, including to China, complies with the Organisation for Economic Co-operation and Development's (OECD's) ODA rules. This also includes the ODA spend on costs related to UK diplomatic staff in China, Chinese Chevening scholars and the British Council's ODA eligible activity in China.
The unanimous decision by Highland Council planning to grant consent for the UK’s vertical space launch site in Sutherland is clearly extremely good news. I hope that the Prime Minister agrees that this will be extremely good for the local economy of the highlands, and will provide a huge opportunity for the UK economy in the international satellite market.

Absolutely; I congratulate Launch UK on what it is doing. As the hon. Gentleman rightly says, the project would create 250 full-time jobs, including 130 at the facility in Forres. I am in no doubt that it will launch the UK on a path to ever greater presence in the global satellite market.

To ask the Secretary of State for Business, Energy and Industrial Strategy, when the US-UK Technology Safeguards Agreement signed on 16 June 2020 will be published.
The draft Agreement was signed by the US and UK governments on 16 June 2020 and will be subject to scrutiny and ratification by Parliament. It will be laid in Parliament after enabling legislation is in force, and the Agreement will be published as soon as practically possible thereafter.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what consultation was undertaken with the UK-based commercial space industry prior to the signing of the US-UK Technology Safeguards Agreement on 16 June 2020.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what consultation was undertaken with the UK-based commercial space industry prior to the signing of the US-UK Technology Safeguards Agreement on 16 June 2020.
Regular engagement with UK based commercial space industry was undertaken over a three-year period prior to the signing of the US-UK Technology Safeguards Agreement. This included direct consultations with companies and presentations to industry groups. Companies provided valuable advice which informed the negotiations.
We will of course be guided by the best scientific judgments in all these matters. I can certainly confirm that it is our firm determination to have a second spaceport in Scotland, and we are looking for candidates to send into orbit.

Mr Alistair Carmichael (Orkney and Shetland) (LD):
The Shetland Space Centre, a limited company in my constituency, is working in partnership with Lockheed Martin to build a sustainable space economy in Shetland. Will the Prime Minister give me some assurance that the very welcome Government support for the space industry will be allowed to follow the best commercial and technical options, and confirm that those in companies such as Lockheed Martin are the people best placed to make such judgments?

I know that the Prime Minister, like me, is a big supporter of Spaceport Cornwall, where we aim to launch satellites into space from Europe’s first horizontal spaceport by 2021. To achieve that, we need Government agencies to ensure that the contracts and regulations are in place. Will he ensure that the UK Space Agency and the Civil Aviation Authority have the resources they need and work at pace to make the most of this exciting opportunity?

I congratulate my hon. Friend on what he is doing to promote the prospects of the new spaceport in Newquay which this Government are constructing; he is doing an outstanding job. I think we all have a favourite candidate for the person who is best placed to trial one of the new vessels that we propose to send into space. If it is a horizontal spaceport, I am anxious that it will take off at a horizontal trajectory, in which case, even if we were to recruit the right hon. Member for Islington North (Jeremy Corbyn) to be the first pilot, there is a risk that he would end up somewhere else on earth—maybe Venezuela would be a good destination.

I recently visited Orbex in Forres, which is heavily involved in the new spaceport at Sutherland and is seen as a sector leader with its new innovative launch vehicle. Will the Minister outline what support the UK Government can give to companies such as Orbex, which plans to bring 250 high-quality jobs to the region?

The Government support growing our national space capabilities, especially by
establishing the new national space council, which will be chaired by the Prime Minister. We are supporting Orbex to develop an exciting new launch vehicle technology with a grant of £5.5 million as part of our industrial strategy. We are keen to work with it as part of the wider national space framework we are establishing.
