I have said that the review is on and the elections are on, and I am ready to get on with it. I am sure that the right hon. Member will work with me to make sure we get it sorted—and it is on.

One of the policy goals of LGR is to encourage economically important cities like Exeter to better play their role in generating jobs, growth, housing and better place-based services. In our case, devolution does not work if Exeter is not in the strategic authority, as it is one of the...

I reassure my hon. Friend that I have said that this review should be rapid, and that we should get on as quickly as possible with engagement, but also that the timetable for devolution should not be affected. We need to make sure that we make the right decisions on...

It is apparent to absolutely everyone that this local government reform is now a shambolic, incompetent mess. I just want to put on record how much time, as well as money, has been spent by councillors and council officials right across Norfolk, where this has been a massive, monumental distraction,...

No. What I have said is that I have reviewed the decisions. I have said on record that people across Norfolk, and representatives from across the whole conurbation, have put in a great amount of work. I want to respect that work, as the new Secretary of State, and make...

I echo the comments of Lancashire colleagues, particularly on the opportunity to review the boundary decisions, but I also think that all those councillors and officers in Lancashire who worked so hard on reorganisation and made so much progress deserve an apology.
More fundamentally, every day and every week that goes...

Again, I say to my hon. Friend that I recognise the work that has gone in. That work is not wasted. The pause will be about working with local areas at pace to get this right, but it does not mean that we cannot take advantage of unlocking growth in...

I am going to try a different tack, rather than commenting on the hokey-cokey of this process. The more serious point is that local government reorganisation was always a significant risk to the voluntary and community sector. Many funders are reluctant to fund organisations with annual incomes exceeding £1 million,...

I am grateful to the Secretary of State for her statement. It will be met with some disappointment and frustration locally, not least because many businesses, community groups, charities, councillors and council officers have put an enormous amount of effort into the proposal for a north Hampshire authority. I absolutely provide that reassurance. I needed that time. With the advice that I received during the judicial review process, and with the Prime Minister asking me to look at this again, it was only right that I did so, in a timely way. As I have reiterated, I am...

There is a video circulating online that claims the three most difficult things to say in life are “I’m sorry,” “I love you” and “Worcestershire”. It is fascinating to see that the right hon. Lady struggles with at least two of those three things. I am glad that she has...

My hon. Friend is right that devolution can happen at pace, and that it will unlock potential. I am sure that the Minister will be happy to meet him and my colleagues from No. 10 North to ensure that we unlock the potential of his area.

I absolutely share the shock and anger of councillors and council officers at the announcement. At the heart of this are councillors who are working so hard to deliver frontline services, whether that is education, housing or social care. It is they who are battling this change. I am still...

The Prime Minister and the Cabinet Office set out their plans last week to rewire the state, and effective local government remains fundamental to that. Will the Secretary of State double down on her commitment to listening—as she did so well with us in Cornwall—to Members of this House, local...

Local government reform in Essex has been a farce from the outset, because the people never wanted it. The council tax payers themselves never had any desire for this process. I welcome the fact that Labour’s five gerrymandered unitary authorities are clearly now stone dead, but I want to give...

I think it is fair to say that there is a very strong argument and rationale for it. I will make sure that the review happens speedily and that we can give those reassurances as part of the process after the review.

I have repeatedly argued with colleagues that LGR is extremely complex but extremely important. It therefore did not need to be a term-one priority for this Government, and I remain of that view, because for me our councils should be building council houses, tackling homelessness, strengthening trade standards and regenerating...

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to improve air quality; and what steps she is taking with devolved administrations on this issue.
We are taking forward the measures set out in the Environmental Improvement Plan to further improve the quality of the air we breathe and reduce the impacts of air pollution on human health and the environment. This includes delivering actions to reduce emissions from transport, domestic burning, agriculture and industry, alongside implementing the Environment Act PM2.5 targets.
Air quality policy is a devolved matter, but air pollution does not respect administrative boundaries. The UK Government therefore works closely with the devolved governments through the Common Framework to coordinate action, share evidence and support delivery of measures that reduce harmful emissions and concentrations of air pollutants across the United Kingdom.

To ask His Majesty's Government, further to the Written Statement by Baroness Smith of Basildon on 21 July (HLWS298), what is their definition of "good growth in every postcode, across government and the wider economy"; how they expect Number 10 North to deliver this; and over what period.

The Prime Minister wants power, opportunity and investment spread more fairly across the country, so that every town, city and community can share in economic success. No10 North is about taking power and decision-making out of Westminster and putting it closer to people's lives.
Thank you, Madam Deputy Speaker. We all know the Prime Minister is a strong supporter of devolution and we understand that big changes are now under way in Devon. Before Devon embarks on one of the biggest changes to local government in a generation, local people deserve to know what...

I will indeed, because it is important that we recognise that not all of the country is covered by devolution in the way that the Prime Minister has set out. It is important that no area is left behind, and I will seek to arrange that meeting.

I thank the Secretary of State for advance sight of her statement. It is a pleasure to see her again so soon. I join her in thanking those involved in the response to this summer’s wildfires, and applauding their remarkable courage.

I welcome the hon. Member to her place, and I look forward to facing her across the Dispatch Box in the months to come. She comes with a good, strong track record: I believe her grandparents met while they were delivering leaflets for the Labour party—so that’s a good start!...

I thank the Secretary of State for very timely and welcome statement. Let me point to a good development in Grimsby—a really good example of town centre housebuilding that is working with local housing associations. The partnership is between Keepmoat and Ongo northern Lincolnshire housing association, and it will provide...

My hon. Friend has been a great champion for Grimsby for a very long time—I think we both originally came here together in 2015—and I congratulate her on her work. She is absolutely right to praise the housing associations coming together to build the homes that people desperately need. I...

The hon. Gentleman is absolutely right to raise this issue, which is one that the Prime Minister feels incredibly passionate about. My hon. Friend is right to highlight the role of local government. I came from a local government background, and then represented local government workers across the board for many years as a Unison rep, so I am slightly biased about what local government does. We should think about what...

An estimated 1.4 million consented homes in England remain unbuilt. Why will the Secretary of State not concentrate on getting those homes built before demanding that councils surrender more green-belt and greenfield land? Otherwise, developers just cherry-pick the most profitable sites, instead of building the homes for which they have...

My simple answer is that we are doing that. It is why we strengthened the national planning policy framework. As I have said, this is not just about one lever; a number of factors need to be considered. We have been doing that, and that includes having mandatory housing targets...
