To ask the Secretary of State for Health and Social Care, whether he has made an estimate of the number of illegal vape imports that do not comply with the Medicines and Healthcare products Regulatory Agency’s notification and testing regime which have entered the UK market in the most recent...
Before a nicotine vape can be placed on the United Kingdom consumer market, producers or manufacturers must first submit a notification to the Medicines and Healthcare products Regulatory Agency (MHRA), in accordance with the Tobacco and Related Products Regulations 2016. If the notification data is compliant, the notification will be published on the MHRA portal.
However, under the current system, there is no requirement to check a product against its notification. There is also no current testing regime for nicotine vapes – this is done on an ad hoc basis where there is concern a product does not meet regulations. Therefore, no estimate has been made.
Powers in the Tobacco and Vapes Bill will enable us to establish a new registration scheme and more rigorous testing regime for tobacco, vaping and nicotine products.
Enforcement agencies continue to take action to ensure that illegal vapes do not reach consumers. In 2024/25, over one million illicit vapes were seized inland, and over 1.2 million illicit vapes were detained at ports by Trading Standards in England.

I fully understand that the Minister does not want to do that. However, I would have thought that, if the Attorney-General is telling me that I have to refer to her on this, he would at least have sent her the document.

The Minister refers to “characterising flavours” in Finland. That sounds to me like a descriptor, rather than anything about the composition. May I make a suggestion? To ask the Secretary of State for Transport, whether she plans to require MOT tests to check that (a) front windows and (b) windscreens comply with legal light transmission limits.
Driver visibility is an important safety consideration at the MOT, with the tester required to check the driver’s field of vision for obstructions. This includes inspecting the windscreen and front side windows for excessive tinting and discolouration. The MOT tester will fail the vehicle if the windscreen or window are excessively tinted and visibility through the swept area of the windscreen, or of an obligatory external mirror, is seriously affected.
This approach aligns with legal light transmission levels that are intended to ensure the driver has good visibility of the road for safety purposes.

Excessive vehicle noise can be a serious disruption to people’s lives. This is why it is included in the MOT as an inspection of exhaust silencers and noise deafening material as well as a subjective assessment of excessive noise upon revving the vehicle. The MOT tester will fail the vehicle if they deem the exhaust noise is unreasonably above the level expected from a similar vehicle in average condition.
The Department and the DVSA included a question about noise testing using decibel meters in a 2023 call for evidence about updating the MOT. Responses highlighted both the benefits of identifying excessively noisy vehicles and the difficulty of testing with decibel meters in a noisy garage environment.
To ask His Majesty's Government what plans they have to regulate, and mandate independent testing of, period products following recent reports of harmful chemicals and heavy metals being found in such products.
To ask His Majesty's Government what plans they have to regulate, and mandate independent testing of, period products following recent reports of harmful chemicals and heavy metals being found in such products.
Period products are already regulated under the General Product Safety Regulations 2005 which require that only safe products, in their normal or reasonably foreseeable use, are placed on the market. There are obligations on producers and distributors to, where reasonable, sample test products to check safety. The Government employs a risk-based approach to product testing, targeting categories with a high potential for danger and do not test period products. We have no plans to independently test them.
However, during the passage of the Product Regulation and Metrology Act 2025, the Government committed to consult on period product safety, and as part of this Officials are also reviewing the need for any further research and testing for harmful chemicals and heavy metals in period products to complement the consultation.
To ask the Secretary of State for Transport, how many MOT centres in England in (a) 2022-2023, (b)2023-2024 and (c)2024-2025 assessed for exhaust noise as per section 8.1.1. of the MOT inspection manual: cars and passenger vehicles.
To ask the Secretary of State for Transport, how many MOT centres in England in (a) 2022-2023, (b)2023-2024 and (c)2024-2025 assessed for exhaust noise as per section 8.1.1. of the MOT inspection manual: cars and passenger vehicles.
It is a mandatory requirement for all MOT centres in England to assess for exhaust noise when conducting an MOT.
During the emissions test the tester is required to use their judgement to assess the exhaust noise, either as part of the emissions test or by raising the engine speed to around 2,500rpm or half the maximum engine speed.
The numbers below show how many active MOT testing stations there are in England, who have carried out MOTs. This would include being assessed for exhaust noise.
- 2022 to 2023 there were 22,701 active MOT testing stations testing car, private bus and light commercial vehicles (classes 3,4,5 and 7);
- 2023 to 2024 there were 22,526 active MOT testing stations for classes 3,4,5 and 7 and;
- 2024 to 2025 there were 22,448 active MOT testing stations for classes 3,4,5 and 7 vehicles.
The numbers below show how many vehicles passed their MOT in (a) 2022-2023 (b) 2023-2024 and (c) 2024-2025. This would include being assessed for exhaust noise.
- 2022 to 2023 there were 30,843,492 normal tests carried out for classes 4, 5 and 7;
- 2023 to 2024 there were 31,084,949 normal tests carried out for classes 4, 5 and 7 and;
- 2024 to 2025 there were 31,615,467 normal tests carried out for classes 4, 5 and 7 vehicles.

To ask the Secretary of State for Transport, what steps her Department is taking to encourage competition between independent MOT testing garages and large national chains.
To ask the Secretary of State for Transport, what steps her Department is taking to encourage competition between independent MOT testing garages and large national chains.
The MOT is a vital part of the regulations that keep our roads safe, and I greatly appreciate the work of skilled mechanics in both independent garages and larger businesses that are essential to testing.
It is one of the strengths of our testing regime that independent garages across the country provide assurance to millions in their community's while providing value to drivers in a competitive market.

To ask the Secretary of State for Defence, if he will take steps to compensate British servicemen who took part in sampling missions through Soviet mushroom clouds in 1961 and 1962.
This Government has no current plans to develop a specific compensation scheme for Nuclear Test Veterans or their families, including those who took part in sampling missions through Soviet mushroom clouds in 1961 and 1962.
Service personnel and Veterans who believe they were negatively impacted by their service can apply for compensation through the existing War Pensions Scheme (WPS). The WPS is a no-fault scheme for Service personnel disabled or killed due to injury or illness caused or worsened by service before April 6, 2005. There is no time limit for claiming, however if a claim is made more than seven years after termination of service, the claimant is granted the benefit of doubt when there is uncertainty about whether the disablement is linked to or worsened by their service. Factors such as being on operations or in a hazardous environment can support a service-related claim. Historical records, including medical records, will be reviewed to establish a causal link to service for Veterans seeking compensation.

As set out in the Defence Industrial Strategy, our Test and Evaluation Transformation programme is piloting the provision of a high-fidelity virtual test range, focused on the evaluation of UK equipment in the most demanding operational environments. This project will pave the way for the UK Defence enterprise to rapidly test, innovate and integrate systems against the most demanding operational use-cases.
Since publication of the Defence Industrial Strategy, the project’s technical approach has been tested through the largest and most ambitious multinational trial ever undertaken on a virtual range of this type. This successfully validated the technical direction of the project and work is underway to establish the facilities needed to expand access to the pilot by the summer of 2026.

Wargaming, such as the December 2024 Industry Wargame, helps the Ministry of Defence, industry, and wider society identify and address risks, enhancing operational resilience and ensuring mission continuity in contested environments. The exercise yielded critical insights across multiple areas essential for surging capacity and scaling to full warfighting readiness. Achieving this requires strengthening strategic collaboration with industry and international partners, alongside further developing enablers such as appropriate legislation, financial frameworks, specialist skills development, and digital transformation.
Considerable progress is already underway, including work on a Defence Readiness Bill, the formation of a dedicated scenario planning and modelling capability, accelerated digital system upgrades for secure information sharing, and cross-Government efforts to access vital defence skills.

The AI Security Institute (AISI) evaluates models both pre and post deployment in voluntary collaboration with leading AI developers.
Since being established in November 2023, AISI has tested over 30 models from leading AI companies. AISI’s findings show that over the past 18 months there has been a clear upward trend in AI system capabilities, which we expect to continue. We are committed to ensuring the UK is prepared for the changes AI will bring.
