Prestwick, with its clear weather, transport links and aerospace park, is one of the frontrunners to be a horizontal-launch spaceport. In 2016, the then Transport Minister said that the Government would no longer be picking spaceport sites, but the narrative around the current grant process seems to be reversing that. Will the Business Secretary clarify who will choose where launch facilities are developed: the space industry or the Government?

I am surprised that the hon. Lady has not welcomed the fact that the first commercial rocket site in Europe will be in Sutherland in the north of Scotland. We are keen to bring the next wave of innovation, which is horizontal launch, and it is the UK Space Agency, which brings together the expertise that is required, that will advise on the right location for it.

Our Industrial Strategy recognises the role of new markets like space launch in driving growth across the UK. The Government is delivering a major programme to enable companies to offer small satellite launch and sub-orbital spaceflight from UK spaceports.
The UK Space Agency has considered 26 proposals for grant funding to kick-start satellite launch and spaceflight operations in the UK.
On Monday we announced £31.5 million in funding to enable satellites to be launched from Sutherland, Scotland, which aims to be the first vertical spaceport to launch satellites into space from mainland Europe.
Alongside this, we have also announced plans, subject to business case, for up to £2 million of funding for airports such as Newquay, Glasgow Prestwick and Snowdonia planning to build the market for horizontal spaceflight using air-launched rockets and sub-orbital spaceplanes.

The Government have stated their ambition for the UK to have 10% of the worldwide space industry by 2030. Central to achieving that is establishing our own launch capabilities within the UK, through UK spaceports. Cornwall is keen and ready to play a significant part in that, so will my right hon. Friend confirm that the Government are committed to the establishment of UK spaceports? Will she ensure that the right people get together to deliver this in Cornwall as soon as possible?

My hon. Friend has put in a good bid and is a good champion for Cornwall on this issue. He is absolutely right to say that our industrial strategy identifies the role of new markets, such as space launch, in driving growth across the UK. That is why we are delivering a programme to ensure that companies can offer small satellite launch and sub-orbital space flight from UK spaceports. On the specific issue relating to Newquay and Cornwall, strong enthusiasm for this new opportunity is being shown by Newquay airport and other locations around the UK, which is why in March the Government brought forward the Space Industry Act 2018 to support them and we have made £50 million available to enable small satellite launch and sub-orbital flight from UK spaceports. The space agency is considering funding to help kick-start promising projects and will be making announcements shortly.

Royal Assent of the Space Industry Bill on 15 March 2018 was a major milestone in establishing the environment for safe, responsible and commercial spaceflight operations from UK spaceports. We are now working swiftly to put in place the detailed regulations, including licence requirements for spaceports and spaceflight operators. We opened a call for evidence on 27 March that will assist in formulating policy related to liability, insurance and charging; and are continuing to engage with prospective licensees. We are planning to publish and consult on the detailed regulations in 2019. Once the detailed licensing requirements are in place, it will enable companies to apply to become a licenced spaceport or spaceflight operator.
To ask the Secretary of State for Transport, what discussions he has had with the Civil Aviation Agency on licenses for space flights and the location of spaceports in (a) the UK and (b) Cornwall.
To ask the Secretary of State for Transport, what discussions he has had with the Civil Aviation Agency on licenses for space flights and the location of spaceports in (a) the UK and (b) Cornwall.
My officials are working closely with Civil Aviation Authority (CAA) and the UK Space Agency to develop the legal framework for the licensing and regulation of spaceports and spaceflight in the UK. The Space Industry Bill, which lays the foundation, received Royal Assent on 15 March 2018. The CAA continue to be involved in the development of the detailed regulations, including licence requirements for spaceports, which we plan to consult on from 2019.
Once the detailed licensing requirements are in place, it will enable any location that thinks it can meet the licensing requirements to apply to become a licenced spaceport or spaceflight operator.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what recent discussions he has had with the UK Space Agency on Cornwall Newquay Airport's bid to become a spaceport.
My right hon. Friend the Secretary of State has received a recent update about Cornwall Newquay Airport’s plans to build a spaceport. We welcome the strong Cornish interest in the space sector, and the region’s recently announced Space Action Plan. Organisations like the South West Satellite Catapult Centre of Excellence and Goonhilly Earth Station will enable Cornwall to play a part in the new commercial space age.
Our Industrial Strategy recognises the role of new markets like space launch in driving growth across the UK. The UK Space Agency is delivering a major programme to enable companies to offer small satellite launch and sub-orbital spaceflight from UK spaceports. The Space Agency has considered 26 separate proposals for grant funding, that remain confidential, and will make further announcements about this in the coming months.
However, the UK Space Agency is not considering bids to become the UK’s national spaceport. Any site can still develop their plans for a UK spaceport entirely independent of government funds, and all sites will need to apply for a government licence to operate.
