I am struck that the hon. Member used the phrase “collective national response” to start his remarks. As a Scottish MP, I am conscious that this is a UK-wide endeavour, but four different Governments could be looking at it. If work is accelerated in one part, pressure can be put...

The hon. Gentleman is right to say that one main handbrake to remediation is national resourcing. There are simply not enough fire safety engineers or specialist companies that can do this remediation work on a fast timescale. That problem exists not only between Scotland and England but within the English...

Will the hon. Member give way?
I had better not, given the timings.
I urge the Government to listen to Members present and take the necessary steps to deliver the building safety and accountability that people back home in Woking, and across the country, deserve.

To ask the Secretary of State for Defence, what steps he is taking to ensure Armed Forces personnel who are away on duty are protected from Default Judgements for claims brought by private parking companies.
To ask the Secretary of State for Defence, what steps he is taking to ensure Armed Forces personnel who are away on duty are protected from Default Judgements for claims brought by private parking companies.
It is the responsibility of Service personnel to resolve issues such as car parking judgements before they deploy. If needed, they should seek assistance from a solicitor or support group such as Citizens Advice. If there is no evidence that Service personnel are being treated differently than the rest of the population, then the Armed Forces Covenant, which aims to prevent Service personnel, veterans and their families being disadvantaged by their service, will not apply.
To ask the Secretary of State for Business, Innovation, Science and Trade, if he will outline the process for selecting the Furniture and Home Improvement Ombudsman and Trusted Payments as delivery partners for the Approved Code and Trusted Payments schemes announced on 28 August 2026.
To ask the Secretary of State for Business, Innovation, Science and Trade, if he will outline the process for selecting the Furniture and Home Improvement Ombudsman and Trusted Payments as delivery partners for the Approved Code and Trusted Payments schemes announced on 28 August 2026.
The Furniture and Home Improvement Ombudsman (FHIO) will deliver an Approved Code that traders can sign up to. The Chartered Trading Standards Institute (CTSI) will provide oversight of the Approved Code. The Approved Code will have built-in Alternative Dispute Resolution for consumer redress.
Trusted Payments was developed in collaboration with the Dispute Resolution Ombudsman (DRO), who have business links to FHIO, to provide a service that traders and consumers can use to ensure money is held safely in escrow while work is completed.
Government supported the launch as it improves consumer choice and protection in a key sector where detriment levels are consistently high. The Government will monitor the success of the scheme, including take-up and the number of disputes resolved.
The FHIO worked with industry during development, and the announcement was welcomed by a range of bodies, including the Chartered Trading Standards Institute, Citizens Advice and Which?.
Trader recommendation platforms are not directly affected, but the Government expects them to play their part in keeping rogue builders out of the market.
To ask the Secretary of State for Education, what assessment she has made of the safeguarding risks arising from the use of AI-enabled and camera-equipped smart glasses in education, youth and care settings.
To ask the Secretary of State for Education, what assessment she has made of the safeguarding risks arising from the use of AI-enabled and camera-equipped smart glasses in education, youth and care settings.
The department recognises that emerging technologies, including AI-enabled and camera-equipped smart glasses, may raise issues relating to transparency, privacy and the processing of personal data. They also present safeguarding risks if used to record, share or manipulate images, audio, or video involving children.
Schools and colleges must consider their obligations under data protection law when using camera-enabled smart glasses or other wearable recording devices. Schools and colleges should also assess the risks presented by emerging technologies and ensure these are appropriately reflected in their safeguarding, data protection and visitor policies.
Our statutory guidance ‘Keeping children safe in education’ sets out a whole-school approach to safeguarding and requires schools and colleges to consider online safety and risks arising from technology, including how it may facilitate abuse, exploitation, harassment or other harms.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps his Department is taking to protect children in Gaza, with reference to the report from the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel.
The impact of the conflict in Gaza on children is a moral outrage. We are clear that children must always be protected, and their rights upheld in accordance with international law. The UK continues to take measures to support Palestinian children. In June the previous Foreign Secretary announced the resumption of UK-supported medical evacuations of critically ill and injured children, as well as eligible students, and their immediate families from Gaza. On 19 May we announced a partnership supporting children with blast injuries caused by the conflict and we continue to provide support to UK-Med field hospitals across Gaza. I also refer the Hon. Member to the Foreign Secretary's statement on 8 September.
To ask the Secretary of State for Health and Social Care, what steps he is taking to help protect people with dog allergies.
To ask the Secretary of State for Health and Social Care, what steps he is taking to help protect people with dog allergies.
The Government is committed to improving care for people with allergies, and ensuring they receive high-quality care and support, and access to the latest treatments.
The Expert Advisory Group on Allergy (EAGA), co-chaired by the Department and the National Allergy Strategy Group, meets regularly to bring together stakeholders across the Government, the National Health Service, voluntary organisations, professional bodies, and patient representative groups, to consider how allergy care and support could be improved. The purpose of the EAGA is to inform policy making, and to identify priorities in relation to the holistic care of people with allergies. The EAGA last met on 2 September 2026.
The National Allergy Strategy Group published its National Allergy Strategy earlier this year in March. The Government will thoroughly review all of the recommendations included in the National Allergy Strategy and will carefully consider the feasibility and viability of implementing each of the recommendations aimed at the Government.

The safety, wellbeing, and welfare of everyone participating in sport is absolutely paramount. Sport England and UK Sport (DCMS’s Arm’s Length Bodies for sport) provide support to the sport and physical activity sector around safeguarding, including funding the Ann Craft Trust and the NSPCC who provide safeguarding standards and guidance.
The Football Association (The FA), is responsible for the rules governing football, the regulation of the sport and for ensuring that appropriate measures are in place to protect participants from harm. For this reason, the department does not hold data on the number safeguarding incidents in grassroots football and has not made an assessment of trends..
My department engages regularly with the FA on a variety of topics, including safeguarding. Whilst we recognise that significant work is taking place in sport on this issue, more must be done to continue to strengthen safeguarding systems across the sector.
To ask His Majesty's Government what assessment they have made of the regulation of artificial intelligence use in healthcare; and what assessment they have made of the potential need for legislation to protect patient safety and address algorithm-bias, clinicians’ accountability, and medical legal liability within the NHS.
To ask His Majesty's Government what assessment they have made of the regulation of artificial intelligence use in healthcare; and what assessment they have made of the potential need for legislation to protect patient safety and address algorithm-bias, clinicians’ accountability, and medical legal liability within the NHS.
The use of artificial intelligence (AI) in healthcare is already subject to a range of legal, regulatory, and assurance frameworks, and bodies such as the Medicines and Healthcare products Regulatory Agency, the Care Quality Commission, the National Institute for Health and Care Excellence, the Health Research Authority, and the Information Commissioner’s Office, all have important roles to play in ensuring that AI technologies are safe, effective, evidence-based, and used responsibly within healthcare settings.
The Government has also established the National Commission into the Regulation of AI in Healthcare to advise on how regulation should evolve as AI becomes more embedded in clinical pathways. The commission is considering issues including patient safety, algorithmic bias, accountability, transparency, and the evidence needed to support safe deployment. Its recommendations will inform future policy and regulatory development.
Over time, AI is expected to support National Health Service staff by reducing administrative burdens, improving productivity, and enabling more time to be spent on patient care. From a training perspective, the Government’s current focus is therefore to upskill staff so they can make effective, safe, and appropriate use of the new technologies as they become available.

To ask the Secretary of State for Education, whether the department plans to introduce national timescales for allegations investigations involving foster carers approved by independent fostering agencies.
To ask the Secretary of State for Education, whether the department plans to introduce national timescales for allegations investigations involving foster carers approved by independent fostering agencies.
Fostering is a devolved matter, and the response outlines the information for England only.
The department recognises the impact that lengthy allegations investigations can have on foster carers and the children they care for. Through the proposed new Fostering Quality Standards, currently out for consultation, we are seeking to improve the allegations process to make it more proportionate and timely, while maintaining robust safeguards for children. The consultation will inform next steps on improving the allegations process for all foster carers, including those approved by independent fostering agencies.
We have launched an ambitious fostering reform programme that aims to create 10,000 additional foster placements by 2029. As part of this programme, our enhanced regional hub model is improving regional coordination and visibility of fostering capacity across local authority and non-profit independent fostering agency provision. This will help local authorities make better use of all available fostering provision when identifying the most appropriate placement for a child, while increasing fostering capacity across the sector so children can be matched with homes that best meet their needs.

Does my hon. Friend agree that community-owned venues are better protected against that kind of touting? If live music belonged to the people who watched it and used it, that would be the way to protect it most—through community and co-operative ownership.

We are trying to build a business case for commercial flights from Blackpool airport again, and such things make it really hard for airports that are trying to reopen...
I thank my hon. Friend for that. Obviously, the air space does not exist within the Bill alone. The tax changes will have huge implications, whether at Blackpool airport or at Humberside airport, which I visited recently. They face life-and-death pressures that will decide whether they continue to be going...

I would like to say that it is a pleasure to follow the shadow Secretary of State for Transport. I think most people here will want to address yesterday’s incident, its implications for passengers and the aviation sector, and more importantly—the reason we are here—the Bill. Most of my remarks,...

Would the hon. Member like to reflect on what happened to me over the summer when I was flying back from a family holiday? Our flight was continually delayed, and we kept getting told that there were “extraordinary circumstances”, which we know is code for, “You won’t get compensation.” That...

The hon. Member describes a holiday experience that so many of our constituents have had. There are two issues here. The first is getting information and updates regularly. Yesterday, one pilot had the decency to say, “Look, I don’t know what’s happening,” every 20 minutes; at least that gave some...

I commend the Government on bringing forward this Bill. My hon. Friend is giving an excellent speech. I have been reflecting on what she has said, and on the Government’s focus on taking away barriers to consumers—our constituents—asserting their rights, especially given the cost of living challenges we face. Does...

My hon. Friend makes a very good point. The delay repay system, which we now take for granted on our rail system, except on the Eurostar, is a good model. I agree that the airlines could look at that, and I hope that the Minister will consider it as well.

On the issue of connectivity to airports, my hon. Friend and I have discussed in the past the fact that there is no rail link to Glasgow International airport. In fact, it is possible to get a train from Glasgow Central station to Manchester airport but not from Glasgow Central...

I think I am right in saying that people also have to walk quite some way to get the bus to the airport. Talk about a lack of joined-up thinking in our public transport—and in this instance I include flying.
I fear that in this respect the UK is an embarrassment....

My hon. Friend is giving an excellent and thorough speech based on her and her Committee’s work. I agree with everything she has said, with one caveat, which is that even for those living a stone’s throw from the airport there often are not public transport links. In my constituency...

Absolutely. For almost 40 years, I have dealt with Heathrow’s lack of interest in transport. My hon. Friend is to the north of Heathrow, and I know full well what he is saying. In fact, one of the section 106 conditions in the terminal 5 planning decision was that there...

My hon. Friend and neighbour mentions the Elizabeth line—we cannot miss that out when talking about connectivity to Heathrow—which has transformed my constituents’ lives. However, in line with another neighbour, my hon. Friend the Member for Uxbridge and South Ruislip (Danny Beales)—his constituents appear to be throwing stones at the...

If anything, the Elizabeth line has been a victim of its own success—that is why it was right to fight for Crossrail all those years ago. I will come back to the link between what airports should provide and the actuality.

A member of GMB, the union that operates at East Midlands airport, told me that it was unusual if she had not received her first abusive customer by 5 am. There is real merit in seeing how we can ensure that the workers in our airports are treated appropriately.

I thank my hon. Friend for that intervention. We have railway behaviour notices, so I wonder whether the Government could work with airlines, airports and the trade unions to consider a similar standard and process for the aviation sector.

I thank my hon. Friend for raising that important point. Yes, absolutely. People in airports up and down the country are having to manage the delayed flights at their end. Pulling in people from around the airport adds cost. Some regional airports are operating on much smaller margins, and the expense of bringing in additional staff has a significant impact...
