To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking in response to the result of the EU referendum to ensure that investment in the Hartlepool steel pipe mills is made.
The Government’s top priority for steel has not changed in the light of the EU referendum. The process for selling Tata Steel’s remaining UK assets remains ongoing and we continue to work closely with Tata and potential bidders so that we can secure a sustainable future.
My officials have also met with parties interested in acquiring Tata’s steel pipe mills in Hartlepool, to explain what the Government is doing to support the UK steel sector.
More widely, we are committed to working closely with the UK steel sector through the Steel Council.

The Steel Council met on the 8th June to consider initial recommendations from the Council’s four working groups. The industry chaired working groups cover trade, energy, procurement, and future capability and capacity. The secretariat for the Steel Council, comprising of Gareth Stace from UK Steel and senior representatives from the Department of Business, Innovation and Skills, meet on a regular basis to drive this work forward. In the last month, the procurement working group has met twice on the 9th and 24th June, the trade working group met on the 22nd June, and the future capability and capacity working group met on the 7th July.

The European Commission has recently taken the decision to propose the EU-Canada Comprehensive Economic and Trade Agreement (CETA) as a “mixed agreement” consisting of both EU and Member State competence. This means that CETA can only take full effect once the UK has decided to ratify it. As part of that ratification process, the complete draft text of the agreement would be laid before Parliament for 21 sitting days. In addition, the Government will ensure the proposals for a Council decision on signature, and subsequent conclusion, will be subject to scrutiny in both Houses of the UK Parliament.

As my right hon. Friend the Prime Minister has made clear, while the UK remains a member of the EU, current EU funding arrangements continue unchanged. It will be for the Government under the new Prime Minister to begin the negotiation to leave, and set out arrangements for those currently in receipt of EU funds.

The employment rate for the country as a whole is at a record high. Government is committed to ensuring that UK remains open for business, and continues to grow and thrive. The North East continues to have a positive balance of trade, with links to the global market as well as into the European Union. Government will continue to work with the North East Local Enterprise Partnership to deliver its Strategic Economic Plan, ‘More and Better Jobs’, which aims to build prosperity in the North East by increasing the skills base and creating more businesses.

The Cabinet Office has established a new unit to oversee arrangements for the UK’s exit from the EU, after we have triggered Article 50. Until then, the UK remains a full member of the EU. The Government is reviewing trade policy, although the direction of future UK trade policy would be a matter for the new administration to consider once a new Prime Minister has been appointed.

We are working to ensure we have the right business support for everyone, including women, to set up and grow a business. Start-Up Loans provide funding and intensive support to new entrepreneurs (39% of Start‑Up Loans have been awarded to women).
There are 39 Growth Hubs across England and the Government has provided funding to Liverpool City Region to support development of a business growth hub that provides support to help businesses start-up and grow. The Business Support Helpline also provides information and guidance to people across England - 45% of users in the last year (April 2015-16) were women. In 2015 the Global Entrepreneurship Development Institute ranked the UK as the best country in Europe for female entrepreneurs.

The UK remains a full member of the EU until we formally exit and all rights and obligations under the EU, including trade defence measures, still apply.
We will continue to support the EU’s trade agenda, including tackling unfair trade and continue to do all we can to support a sustainable UK steel industry.
