The meeting between Chris Ward MP and the steering committee of the UK Open Government Civil Society Network (UK OGN) took place ahead of the launch of the call for evidence to inform the Seventh UK National Action Plan for Open Government (NAP7), which is currently under development.
The main focus of discussion was a request to ensure that civil society voices were involved in the development of policy, particularly for NAP7 commitments, including on access to information and digital governance. There are ongoing opportunities for civil society involvement in the co-creation and implementation of NAP7.

The Cabinet Secretary has agreed with the Prime Minister that she will lead a review into the organisation, performance and transformation of the permanent Civil Service, with the aim of setting out a vision for its future as a world class institution serving the duly elected government of the day, building on its existing strengths. An external expert advisory panel will be constituted to inform the review.

Distillation is the practice of training a "student" model to reproduce the capabilities or characteristics of a more capable "teacher" model. Developers commonly distill their own models to produce smaller, cheaper versions, and some models are released under licences that expressly permit others, external to their organisation, to do so. Distillation can also be carried out in breach of a model's licence or terms of service. The Department is not aware of any such instances of UK AI models being distilled.

These are organised against different sub-themes such as open data, public participation, anti-corruption, and Freedom of Information. To deliver the Defence Investment Plan Cabinet Office’s capital budgets will reduce by 1% each year from 2026/27 to 2029/30. For the current financial year this equates to £6m.

The Civil Service values its people, invests in their growth, and is serious about building the capability to meet the challenges of the future. This autumn the National School of Government and Public Services will formally open its doors to civil servant learners. The learning the school provides will boost public sector productivity and accelerate the pace of progress towards delivering the excellent, digitally-enabled public services to be expected from a modern state.
Many of the Civil Service’s training needs can be delivered in-house, by civil servants and the government is committed to reducing outsourced training contracts as we transition to an in-house delivery model through the new National School.
The National School will move away from the historical prime-contractor framework model. This new approach will create direct relationships with the learning and developing sector, including UK universities and university consortia. These relationships will be a combination of direct commercial relationships and new strategic relationships. Under this model, from April 2028 the School will have the ability to contract directly with universities and other academic partners to commission training and expertise directly, rather than through Prime Suppliers.
This sector will play a vital role across the School’s three core missions of teaching, research, and knowledge transfer; with an aim to provide civil servants with access to world-class training, evidence-based research on future policy challenges, and a pool of expert fellows to support evidence-based decision-making.
In the meantime, the School has also launched our College of Experts (CoE), a set of academic and external experts who can bring insight to and advise on all aspects of the School’s work on a needs basis. The CoE will also broaden the School’s evidence base, and strengthen knowledge exchange across government and academia.
