The Social Care Grant is distributed as part of the Local Government Finance Statement. Towards the end of each calendar year, the Government publishes a consultation setting out its proposals for council tax referendum principles, business rates retention and allocation of numerous grants, including the Social Care Grant, for the following financial year. After the consultation closes and any alterations are made, the final Settlement and local authority allocations are published early in the following calendar year and are subject to a debate in the House of Commons. The department also sends local authorities a copy of their allocations along with the Grant Determination for the Social Care Grant at the start of the financial year.

This Government has made the unprecedented commitment to end rough sleeping within this Parliament and to fully enforce the Homelessness Reduction Act. We are providing an unprecedented £2.4 billion to tackle homelessness and rough sleeping via a range of programmes. The majority of this funding is provided through ring-fenced grants, including the Homelessness Prevention Grant and the Rough Sleeping Initiative, to make sure that resources are committed to these priorities.
The approach to future funding will be a matter for the upcoming Spending Review.

This Government is committed to tackling homelessness. We are investing over £1.2 billion in the Homelessness Prevention Grant over three years to help councils prevent homelessness and provide temporary accommodation, including a £109 million top-up announced at Autumn Statement for 2024/25.
The Local Authority Housing Fund enables councils in England to buy or build housing stock to obtain better quality temporary accommodation for those owed a homelessness duty and provide a lasting affordable housing asset for the future. We recently announced a third round of funding, bringing the total funding to £1.2 billion.

This Government is committed to tackling all forms of homelessness including youth homelessness.
The Government’s ‘Ending Rough Sleeping for Good’ Strategy, published in 2022 and backed by £2.4 billion, recognises young people face particular challenges. The strategy confirmed a £200 million investment in the Single Homelessness Accommodation Programme (SHAP) which will deliver homes for people at risk of or experiencing homelessness and rough sleeping, including young people. In addition, £2.5 million of Rough Sleeping Initiative funding for 2022-2025 supports youth services in local areas.
The department will continue to work with local authorities and partners in the voluntary and community sector and private sector to tackle youth homelessness.
