The System Operator is responsible for managing constraints on the networks. It does this by curtailing a type of generation, for example wind, and turning up an alternative generation, as needed. Costs are funded through electricity bills, not through the Exchequer. Annual network constraint costs for 2023 were £1.4bn (2023 prices).
To manage the level of constraints on the system and ensure the UK's homes can be powered by clean, green energy in future, government is working with Ofgem, network owners and others to halve the build process from 14 years to 7 through our Transmission Acceleration Action Plan.

The Government is committed to the Global Methane Pledge, collectively to reduce global methane emissions by at least 30% by 2030.
COP28 mobilised action, with countries including Kazakhstan, Turkmenistan and Azerbaijan joining the Pledge. We also welcomed new regulatory initiatives, companies committing to the Oil and Gas Decarbonisation Charter, and the Methane Finance Sprint mobilising funding. The UK committed £2 million to help developing countries address energy-related methane emissions.
The International Energy Agency has recently reported that methane emissions from fossil fuels are set to decline once recent announcements are implemented.

Ofgem is responsible for regulating networks through a price control process that enables the investment needed to deliver a secure, resilient, net zero network in an efficient way, protecting consumers from excessive costs. Costs for network investment are recovered through electricity bills over a period of 45 years. The previous price control, covering the period between 2015 and 2023, enabled over £24bn of Distribution Network Operator expenditure. The cost impact on consumer bills remained broadly flat for this period.

Under the Climate Change Act 2008 we are required to follow international guidelines on emissions reporting, which require emissions from the burning of oil and gas to be accounted for in the country in which they are used. This is in line with guidance from the Intergovernmental Panel on Climate Change.
Emissions from UK oil and gas extraction are accounted for in our legally-binding carbon budgets. This includes projected future emissions from new licensing rounds. The judgment of the Oslo District Court does not change this.

The workforce estimates developed by OEUK come from statistics provided by the data analysis company Experian, who in turn use government jobs data and track expenditure as it flows through the economy. OEUK have previously shared some underlying data with the department, but OEUK produce these figures independently of Government.

The Government has committed £1.1 billion to the Green Industries Growth Accelerator to support the expansion of domestic green manufacturing capacity and strengthen clean energy supply chains. At Spring Budget, we announced provisional allocations of up to £390 million for offshore wind and networks, up to £390 million for carbon capture, utilisation and storage and hydrogen and up to £300m to support domestic production of high-assay low-enriched uranium (HALEU) for nuclear fuel.
The Government is conducting engagement with industry on the design of the Accelerator and more detail on eligibility and how to apply for funding will be shared in due course.

The Electricity System Operator’s (ESO) report: ‘Beyond 2030: a national blueprint for a decarbonised electricity system’ includes proposals to install new circuits to reinforce the network between Scotland and the rest of Great Britain, helping to connect the ScotWind projects to the Great Britain electricity grid and transmit the electricity on to consumers. The total capacity of the additional links between Scotland and the rest of Great Britain is 6.8GW. More detail is included in the ESO’s report.

The Electricity System Operator (ESO) published their report ‘Beyond 2030: a national blueprint for a decarbonised electricity system’ this week. Ministers have made no such estimate since its publication.
The report notes that Scotland has nearly 15 GW of operational renewable capacity and the ScotWind offshore wind leasing round awarded a total capacity of approximately 28GW. In 2022, peak winter demand in Scotland was around 5 GW. The Electricity System Operator (ESO) has assumed a significant increase in demand of 10 GW by 2035. However, there will remain a surplus of generation in Scotland which will need to be transmitted to centres of demand across Great Britain. More detail is included in the ESO’s report.

The transitional centralised strategic network plan (tCSNP) will connect offshore wind projects from the ScotWind seabed leasing round. Once operational, projects will pay rent to the Crown Estate Scotland which pays its profits to Scottish Government. The amount of revenue from rent will depend upon the amount of electricity generated.
Independent analysis commissioned by the Electricity System Operator suggests that, by 2035, recommendations in the CSNP report could add up to £5.22 billion to the Scottish economy and support an average of 6,000 jobs each year.

The Offshore Petroleum Licensing Bill will not affect the UK's ability to reach targets for ensuring our Marine Protected Areas are in a good or recovering state.
Nor will it change the robust framework we have in place for licensing oil and gas that ensures this.
Licenses have only ever been awarded once the environmental regulator was satisfied that the activities will not negatively impact protected areas, and their impact is carefully managed by our expert regulators.
There is therefore no reason for the Bill to affect our Environment Act target for maintaining marine protected areas.

Since the Secretary of State's appointment in August 2023, a total of six decisions have been published and development consent was granted in all cases.

The regulatory approval process for interconnectors in Great Britain is run by Ofgem. Details of Ofgem's consideration of the AQUIND project can be found in Ofgem's Initial Project Assessment for this application round, which was published on 1 March 2024. The Ofgem regulatory process is independent from Government and therefore the Secretary of State has not assessed the compatibility of Aquind with Ofgem’s Initial Project Assessment criteria.
