My Lords, the potential impact of flooding, taking into account climate change trends, would clearly be an important consideration in any future siting assessment for any proposed new nuclear build. Clearly, that would also have to be considered against the background of looking at the potential for coastal sites to be protected from rising sea levels. UK nuclear power stations are designed to protect against flooding or erosion and the Health and Safety Executive requires flood defence plans to be periodically reviewed by site operators. That is carried out against the background of the latest climate change predictions.

My Lords, the Jackson report was commissioned by the DTI but it was only one report to be fed into the whole process and does not form part of government policy. As I said, before we look at the location of any nuclear power plants, we will carry out a strategic siting assessment. A strategic environmental assessment will be part of that and, when it comes down to individual sites, there will be a local environmental impact assessment as well. The Jackson report does not form part of government policy; it was merely part of the discussion, and it represents the views of Jackson Consulting.

We have also taken expert advice on this from a number of sources: for example, the OECD Nuclear Energy Agency, the International Atomic Energy Agency and the Sustainable Development Commission. As I said, in terms of carbon emissions, we assess nuclear to be a low-carbon form of energy. The amount of CO2 emissions generated during the whole lifecycle, including the mining of the uranium which goes into nuclear production, is about as much as that generated by wind energy, and that is an undoubted fact.

How can that assertion stand up, because the department has never undertaken a carbon lifecycle study of any nuclear plant? As we are running out of high-grade uranium quite quickly, can the noble Lord say whether any work has been done on the carbon value of low-grade uranium?

My Lords, I agree with my noble friend, and that is precisely why we have launched a consultation on new nuclear build. The Government’s preliminary view expressed in the energy review last year was, and remains, that nuclear power has a role to play in a future low-carbon energy mix. We are holding a 20-week consultation and want to ensure that all stakeholders, the public, NGOs and other groups have an opportunity to feed into it. We will then take those views into account. My noble friend is also right that, if we are to tackle climate change, we need to look at low-carbon forms of energy production in the future. Nuclear is one option and renewables are another. Some parties opposite talk about nuclear as a last resort but we cannot do that because, ultimately, it is the Government’s responsibility to keep the lights on, and that is what we will do.

My Lords, does the Minister accept that nuclear power is likely to be a medium-term answer to a very long-term, serious problem of climate change? If we do not recognise that, perhaps we had better stop advising people to travel to Europe by train, because 80 per cent of the electricity for the French railways is provided by nuclear generation. If we are wrong on this, we had better start telling the public, but my strongly held view is that we need to pursue this as a short to medium-term solution to climate change.

It is a fact that if we do nothing over the next two decades, all our nuclear power stations will close. They currently provide 18 per cent of our electricity—that is against the background of a third of our electricity generating capacity being wound down. By 2020 we will be dependent for up to 80 per cent of our gas imports from abroad. Security of supply is an issue; we need to develop future forms of electricity generation; and we need to ensure that indigenous supplies are maximised so that we do not become dependent on any one country or any one energy form. That is what we outlined in our energy White Paper.

My Lords, we have made it clear that it is for the industry to propose, develop and build nuclear power stations. Obviously, that will go through the planning process and will be done without any government subsidy, so it is up to the industry to decide to put forward proposals for particular areas, provided that they meet the strategic siting assessment and environmental aspects that I have talked about. However, one energy company has said that, if the Government make a positive decision by the end of this year, as we intend to do, a new nuclear power station could be up and running by 2017.

The regulation on mobile roaming, which is likely to come into effect by the end of June, has been made under Article 95 of the Treaty of Rome.
The Government are sensitive to concerns as regards the scope of Article 95 and how it may be used in the future. The Government believe that the use of Article 95 as the legal base for this regulation is unlikely to set a precedent which would allow the EU to impose price controls in other areas. This is because of the specific nature of the measure and the distinct nature of the international mobile roaming market.
The Government will continue carefully to consider the suitability of Article 95 as a legal base for other EC proposals on a case by case basis.

The Medical Research Council (MRC) is the main agency through which the UK Government support medical and clinical research.
Researchers do not always focus on one type of stem cell and may involve several other types. There are valid reasons; for example:
the MRC-funded researchers at the University of Edinburgh are performing comparative evaluation of stem cells embryonic, foetal and adult origin, to define which stages of cell developments are best suited for particular therapeutic applications; and
the University College London (UCL) researchers are studying both embryonic and adult stem cells to understand how stem cells give rise to specialised cells during normal embryonic development and in adults. This is essential for development of potential stem cells for treating neurodegenerative and other diseases.

Guidance to the telecommunications industry is a matter for the independent regulator, the Office of Communications (Ofcom).
The Communications Act 2003 enables Ofcom to impose general conditions of entitlement for customers on specified classes of communications providers. General condition 15 requires communication providers which are providing publicly available telephone services to provide certain special services for their customers who have a disability. General condition 15.5 requires such providers to ““provide a priority fault repair service as swiftly as practicable to any subscriber with disabilities who has a genuine need for an urgent repair. Charges for a priority fault repair service shall not exceed the communication provider's standard charge for a fault repair service””. In other words, there already is a mandatory urgent fault repair service for vulnerable and at-risk users.
In the case of BT, this service is provided to customers with a long-term illness or disability who are unable to leave the house unaided and whose telephones are a vital lifeline. The process for registering for the priority fault repair is simple and does not require a doctor's letter. The time to become registered is usually one day from the time an order is received. A confirmation letter is sent to the customer by the following day. There are currently approximately 180,000 customers registered with this service. The general condition does not specify a target time within which faults will be dealt with.
Registration with priority fault repair means that when customers report a fault on their line the adviser will be alerted to the fact they have the service and BT will prioritise the fault accordingly. The service does not have guaranteed response times, but does ensure that repairs for these customers go to the top of the queue. BT's targets are that faults requiring an engineer are cleared within two days; faults that do not require an engineer are targeted to be cleared within four days.
BT also offers customers a free divert to a number of their choice for the duration of the fault, and £1 a day towards the cost of their calls.
There are currently no obligations placed on broadband providers to supply broadband nationally. But we do have a universal service obligation (USO) in the UK for basic telephony and functional internet access. The scope of the universal service obligation is defined by the EC universal services directive 2002/22/EC (““USD””), which is put into UK law by the Communications Act 2003. Universal service ensures that basic fixed line and functional internet access are available at an affordable price to all citizen-customers across the UK.
The latest Ofcom figures reveal that broadband is available to more than 99 per cent of UK households. Thirty-seven per cent of households can choose between four wholesale broadband providers, 8 per cent can choose between three wholesale providers, 12 per cent between two wholesale providers and the remainder can access a BT wholesale offering. At the retail level, consumers have access to a very wide choice of retail broadband products provided by more than 60 internet service providers currently operating in the UK.
The EU Commission is reviewing the scope and future of universal service next year and we expect a Green Paper to be published in the autumn, on which we will consult widely in preparing our response.

The following bodies, other than the BBSRC and the MRC, provide government support for stem cell research:
The Engineering and Physical Sciences Research Council, the Economic and Social Research Council, the Scottish Executive, The R&D office for Health and Personal Social Services Northern Ireland, Yorkshire Forward, the East of England Development Agency, the North West Development Agency, the London Development Agency, One North East, the Department of Health and the Department of Trade and Industry.
The bodies invested a total of £12.08 million in stem cell research during the last financial year. See table below:
The amount spent on stem cell research by the bodies other than BBSRC and MRC is £21.12 million. The main beneficiaries were UK research organisations and companies that are researching and advancing the therapeutic use of stem cells and research active organisations in the National Health Service (NHS).

The United States Department of Commerce has a joint project agreement with the Internet Corporation for Assigned Names and Numbers (ICANN) that sets the framework for the transition of the internet domain name and addressing system to the private sector. On 17 May, my right honourable friend the Secretary of State announced the Government's response to public consultation on the post office network.
Now that the Government have announced their decisions, it will be for Post Office Ltd strategically to develop the network in around 50 local area plans. The company will shortly finalise and make public its timetable to show when it expects to produce proposals for changes in each area.
Following input from sub-postmasters, Postwatch and local authorities, these plans will include closure proposals and other service changes which will then be put to local consultations ahead of final decisions.

The Medical Research Council (MRC) supports a wide range of research on stem cells. Research on embryonic, foetal and adult stem cells is essential to move the field forward; discoveries in one area will inform others and accelerate progress.
The Biotechnology and Biological Sciences Research Council (BBSRC) supports a wide range of basic (non-medical) research for both adult and embryonic stem cells in model organisms (eg: worm, fly, frog, bird, and mouse) and humans. Both the MRC and the BBSRC allocate funding in response mode following peer review on the basis of scientific quality and potential impact.

The Energy White Paper announced that the Government would work with retailers and manufacturers to phase out energy-inefficient light bulbs by 2011.
In addition, the Energy End-Use Efficiency and Energy Services Directive places an obligation on member states to fulfil an exemplary role within the public sector to help meet the overall directive target of 9 per cent energy savings by 2017. The Government are currently considering options for implementing this directive, which needs to be transposed by 17 May 2008.
