[116085] Mr. George Howarth: Responsibility for this matter has been delegated to the Planning Service under its chief executive, Mr. H. S. Mckay. I have asked him to arrange for a reply to be given. Letter from H. S. McKay to Mr. John D. Taylor, dated 28 March 2000: The Secretary of State has asked me to reply to your recent Question about the proposed residential development known as Camperdown Garden Village. A planning application received in December 1999 indicated a total of 2500 dwellings at the site. There is no suitable foul sewage system to serve the proposed development and if permitted substantial infrastructure will be needed. If the development were to be approved, additional education provision for about 665 children of primary school age would be required. A site for a new primary school is indicated on the sketch scheme submitted with the application. Vehicular access to the site is via four junctions from existing roads; two are on the Comber Road and two are on the Ballyrainey Road, which is improved and re-aligned. The dedicated bus lane in the old railway line is served by a park and ride facility. The E-Way study, commissioned by the Northern Ireland Transport Holding Co.examines alternative public transport options for re-using the old railway line to Comber. The application is currently under consideration and comments are awaited in relation to the application and the environmental statement. Following the receipt and consideration of these comments a decision will be taken on how best to progress the application. I do hope you find this helpful.

I have asked him to arrange for a reply to be given. Letter from H. S. McKay to Mr. John D. Taylor, dated 22 October 1999: The Secretary of State has asked me to reply to your recent Question about the application for planning permission for the Riverside Residential Development in Comber. The Department received this application on 12 November 1998 and designated it as a major one under the Article 31 procedure of the Planning (Northern Ireland) Order 1991 on 12 March 1999. The Roads Service is actively exploring the options that may be open to the developers to fund or part fund the next stage of the Comber By-Pass. An Environmental Statement in support of the application was submitted on 21 June 1999 and the on-going assessment of this Statement has identified a number of shortcomings that the agent has been asked to address. This information has not yet been received and is of importance because the proposal raises a number of conservation issues which require careful consideration since the site impinges upon the Strangford Lough Area of Outstanding Natural Beauty and adjoins an Area of Special Scientific Interest, a proposed Special Protection Area, a Special Area of Conservation and a Ramsar Site. It is too early yet to say when a decision on the application can be made as it may be necessary to hold a public local inquiry into the proposal. I do hope this is helpful.

[94374] Mr. George Howarth: Responsibility for the subject in question has been delegated to the Planning Service under its Chief Executive, Mr. H. S. McKay. I have asked him to arrange for a reply to be given. Letter from H. S. McKay to Mr. John D. Taylor, dated 22 October 1999: The Secretary of State has asked me to reply to your recent Question about staffing levels and the resources available to the Planning Service for Area Plan work. For the purpose of the answer, "qualified town planners" are taken to mean those staff who possess either MRTPI membership or a post-graduate diploma in Planning, or a degree qualification in Planning. Based on these criteria, there are currently 137 "qualified" planners (excluding temporary staff) employed by the Planning Service. Regrettably, historical information to this level of detail is not available. Work started on the Ards Area Plan in January 1999. Work on the Belfast Metropolitan Plan, which will encompass the North Down Borough Council area, is currently scheduled in the Department's Area Plan Programme to commence in the 2000/01 financial year. This Programme is, however, reviewed annually and will be revisited in the forthcoming months when preparing the 2000/01 Business Plan. Progress with the review of the Area Plan Programme is determined by the resources allocated to this work in the context of the Agency's Corporate and Business Plans as approved by the Minister. The Plans cover the whole range of the Agency's functions and key performance targets, which include the drafting and adoption of specific Plans in this business year, set priorities. In principle, the resources allocated to the Agency are sufficient to deliver these targets although other factors can come into play and affect the outcome. I do hope this is helpful.

[65676] Mr. Paul Murphy: Responsibility for the subject in question has been delegated to the Planning Service under its chief executive, Mr. T. W. Stewart. I have asked him to arrange for a reply to be given. Letter from T. W. Stewart to Mr. John D. Taylor dated 20 January 1999: The Secretary of State has asked me to reply to your recent Question, about the number of planning applications currently the subject of Public Inquiries. There are 32 applications currently the subject of Public Inquiries under the scope of Article 31 of the Planning (Northern Ireland) Order 1991. These are at various stages of consideration. For example, four applications are awaiting the opening of inquiry proceedings to be held by the Planning Appeals Commission (PAC); two applications are currently awaiting the recommendation and report of the PAC following public inquiry, while 26 are at various stages of consideration by the Department following the receipt of the PAC report and recommendation. One additional Public Inquiry has been postponed at the applicant's request. As regards the resourcing of the Planning Service to deal with these Public Inquiries, resources are allocated in line with the targets set out in its Corporate and Business Plans 1998/99-2000/2001, which are reviewed annually. While there are no delays directly attributable to resource difficulties, nevertheless, certain decision notices have been delayed, largely because of policy considerations. For example, two decisions in relation to major applications for waste disposal have been deferred by the Minister, pending the outcome of the consultation exercise on the Department's Waste Management Strategy. Decisions on a number of other major housing applications are awaiting legal agreements with the applicants on the implementation of the Department's Quality Initiative. There is also an added time factor in drawing up and agreeing appropriate conditions to be attached to the specific planning applications. I can assure you, however, that the Planning Service continually strives to expedite all decisions, but particularly those on major applications. I do hope this is helpful.

Martin Smyth, dated 14 January 1999: The Secretary of State has asked me to reply to your recent question about planning applications for major developments with particular reference to shopping complexes in the Newtownbreda, Purdysburn and Saintfield Road areas of South Belfast. During the period January--December 1998, the Planning Service received two such major applications. One is for the development of a Class 1 foodstore and petrol filling station on lands at 170 Newtownbreda Road, Newtownbreda. The other is for a site for a retail unit, petrol filling station and park and ride facility at the junction of new Link Road, adjacent to Beechhill Road and Saintfield Road, Castlereagh. Both applications have been designated under the Article 31 procedures of the Planning (NI) Order 1991 and are at an early consideration stage. Retail and Traffic Impact Assessments have been received on both applications. No decision has yet been made on the need for a Public Inquiry to be held. You will be interested to know that the Planning Service is also considering a Crown Development submission from the Roads Service for a park and ride scheme to include car park, terminal building and small scale retail at Saintfield Road, Purdysburn Road, Castlereagh. [37557] Mr. Paul Murphy: Responsibility for these matters have been delegated to the Planning Service and the Roads Service under Mr. T. W. Stewart and Mr. W. McCoubrey respectively. I have asked them to arrange for replies to be given. Letter from T. W. Stewart to Mr. John D. Taylor, dated 8 April 1998: The Secretary of State has asked me to reply to your recent Question about housing developments in Newtownards. The extent of the housing development in Ballyreagh, Bowtown and Movilla areas of Newtownards is most appropriately considered within the context of the North Down and Ards Area Plan. Since the commencement of the Plan in 1984, approximately 1650 houses have been built on land zones for development in the east of the town, and it is estimated that there is potential for a further 700 new houses. Planning permission has been granted for a substantial proportion of these dwellings. There are two current planning applications proposing housing development on land not zoned for development in the Plan. These are: (i) a site of 4.6 hectares at the Movilla Road end of Ballyreagh Road; and (ii) a site of 20 acres at Bowtown Road end of Ballyreagh Road. I hope this clarifies the position. Letter from G. P. Fraser to Mr. John D. Taylor, dated 6 April 1998: The Secretary of State for Northern Ireland has asked the Chief Executive to respond to the roads element of your recently tabled PQ about the extent of developments and proposals to improve the existing roads infrastructure in the Ballyreagh, Bowtown and Movilla Road districts in Newtownards. In his absence, I am replying. Roads Service has 2 proposals for the area in question. A scheme to provide a link between Bowtown Road and Portaferry Road, at an estimated cost of £1M, is currently included in the 6-15 year major road works programme and a scheme to realign a section of road adjacent to 116 Movilla Road, at an estimated cost of £50K, is included in a list of possible schemes for inclusion in the minor works programme for the Ards Borough Council area. I have asked him to arrange for a reply to be given. Letter from H. S. McKay to Mr. David Trimble, dated 5 December 1997: The Secretary of State has asked Mr. T. W. Stewart, Chief Executive of the Planning Service, to reply to your recent Question about a planning application for land to the south of No. 68 Mahon Road, Portadown (N/96/0564). I am responding on Mr. Stewart's absence on annual leave. The Roads Service was formally consulted about this planning application on 9 September 1996 and in its consultation response to the Planning Service of 10 February 1997 commented as follows:- "Safety and Convenience of Traffic Roads Service has no objection to this application. The access must be located close to the southern end of the site to provide adequate forward visibility on Mahon Road. The existing footway along the site frontage must be widened to 1.8m" On foot of Roads Service advice a condition and informative relating to sight distances and access were included in the decision notice. The Planning Service has no record of any previous applications having been made in respect of this land. I do hope this clarifies the position.
